OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was tak en, Trustee Fay arrived at 7:04 p.m. all other Trustees were present at the time of roll call. Mayor Collins led the pledge to the flag. There were approximately 75 persons in the audience. PRESIDENTIAL COMMENTS Mayor Collins: • Recognized the Plainfield High School Hockey Association for placing second in the State Championship Game. • Proclaim ed April 25, 2014 as Arbor Day • Proclaim ed April 28 – May 4, 2014 as Train Safety Awareness Week • Proclaim ed June 12, 2014 as a day to celebrate the 50 th Anniversary o f the Knights of Columb us, Good Shepherd Council #5573 • Trustee Fay moved to approve the Presidential reappointments of Chris Kozak to the Building Board of Appeals term expiring on April 30, 2017. Second by Trustee Peck . Vote by roll call. Fay, yes; Lam b, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. TRUSTEES COMMENTS Trustee Fay : • E xpressed some concern regarding the former flower shop . Chief Konopek stated that they are in the process of transition and staff has been in contact. • Expressed concern regarding the amount of litter on Route 30 by Lily Cache. Trustee Racich encouraged everyone to volunteer for The Big Serve. The Big Serve is a community -wide effort to help neighbors in need. On May 17 and 18, join Community Christian Church, the Village of Plainfield, the Plainfield Public Library, and many other organizations in The Big Serve - a weekend celebration of community service . Trustee Lamb commented on train safety. Trustee Bonuchi: • Commented on t rain safety. • Congratulated the Plainfield High School Hockey team. • Expressed concern regarding the events at the AutoPlex. Trustee Rippy congratulated the Plainfield High School Hockey Team as well as the parents for the commitment. Village of Plainfield Meeting Minutes – April 21, 2014 Page 2 PUBLIC COMMENTS on it ems not on the Agenda (3 -5 minutes per topic) Mr. Mark Chmura expressed concern regarding the calculation of the water and sewer rate increase. Mr. Murphy explained how the rate was calculated and stated that he would be happy to meet with Mr. Chmura to explain it some more. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to amend the Agenda to remove the generator maintenance agreement under the Public Works Report. Second by Trustee Lamb . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to approve the Amended Agenda. Second by Trustee Peck . Vote by roll call. Mo tion carried. 2) CONSENT AGENDA Trustee Bonuchi moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting and Executive Session held on April 7, 2014. b) Bills Paid and Bills Payable Reports for April 21, 2014. c) Cash & Investment, Revenue, and Expenditure Reports for March, 2014. d) Ordinance No. 3149 , amending the Class “T” Liquor License Classification regarding s ampling as identified in the staff report. e) Ordinance No. 3150 , creating a Class “C -2” Liquor License f or Ewa’s Market & Deli lo cated at 11914 S. Route 59, Unit 112. f) Ordinance No. 3151 , amending the number of Liquor Licenses as identified in the staff report. g) Approval of the Intergovernmental Agreement between the Village of Plainfield and WESCOM. Motion carried. 3 ) KOMBOL PROPERTY Trustee Fay moved to adopt Ordinance No. 3152 , authorizing the Village President to exec ute Annexation Agreement for the Kombol property located on County Line Road, south of Wheeler Road. Second by Trustee Lamb . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trust ee Fay moved to adopt Ordinance No. 3153 , annexing the subject property. Second by Trustee Peck . Vote by roll call. Trustee Fay moved to adopt Ordinance No. 3154 , approving a Special Use for a Planned Development for the Kombol property, south of Wheeler Road. Second by Trustee Lamb . Vote by roll call. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT No Report. PLANNING DEPARTMENT REPORT Trustee Fay moved to approve the request by the Plainfield Riverfront Foundation for road closures of Lockport, Des Plaines, Illinois, and Chicago Streets associated with Plainfield Fest, to be held July 18, 19 and 20, 2014, as outlined in the staff memo. Second by Trustee Lamb . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. BUILDING DEPARTMENT REPORT Mr. Dean Marquez presented the Operations Report for March, 2014 PUBLIC WORKS REPORT Removed POLICE CHIEF’S REPORT Trustee Bonuchi moved to authorize the expenditure of $6,528.00 to the Police Law Institute for officer training. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Lamb moved to adopt Ordinance No. 3155 , authorizing the sale of personal property. Second by Trustee Peck . Vote by roll call. Trustee Fay moved to adopt Resolution No. 1689 , approving the renewal of the ILEAS Law Enforcement Mutual Aid Agreement. Second b y Trustee Lamb . Vote by roll call.
