COUNCIL SPECIAL COUNCIL MEETING, SEPTEMBER 23, 2013
CALL TO ORDER
The September 23, 2013, Special Council Meeting was convened at 5:34 P.M. by Mayor
Eric Struemph.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Absent: None
A quorum was declared present.
PUBLIC HEARINGS
COMMENTS FROM PUBLIC ON CONFERENCE ISSUE – City Counselor Drew Hilpert
explained the format of the Public Hearing and stated that the purpose was to listen to
input from the public on this issue.

Following their comments, City Counselor Hilpert responded to all questions as
presented by Charles Gaskin in a handout entitled “Testimony at the Conference Center
Public Hearing # on 9-23-2013.”
The Mayor declared a recess at 6:18 p.m.

The meeting was reconvened by Mayor Struemph at 6:27 p.m. with all Council
Members.
CITY ADMINISTRATOR JOB DESCRIPTION
The Job Description for the position of City Administrator distributed to the Mayor and
City Council, along with job descriptions from other cities, was discussed. Following the
discussion, City Counselor Drew Hilpert advised he would make recommended
changes.
REAL ESTATE
City Counselor Drew Hilpert distributed a list of properties on which the City had “Special
Tax” liens. Cole County Collector Larry Vincent had approached the City regarding the
removal of the liens and purchase of properties by the City. Mr. Vincent was available at
the meeting to answer Council questions.
Following general discussion the following motion was made by Councilman Scrivner
and seconded by seconded by Councilmen Henry:
Staff shall be authorized to sell property at 714 Adams Street to Kolb for
$8,000.00; use that money to purchase property at 813 Madison and sell that
property to adjacent property owners; purchase property at 1005 East Capitol
and sell it to the State of Missouri; purchase property at 206 Chestnut and sell it
to adjacent property owners; and purchase property at 606 Roland and sell it on
the open market.
The motion was approved by the following roll-call vote:
Aye: Branch, Bray, Carroll, Graham, Henry, Hussey, Milhalevich, Prather,
Schulte, and Scrivner
Nay: None
City Counselor Hilpert was directed to send letters to the adjacent property owners of
720 Clark Street to determine interest in the purchase of said property.
ADJOURNMENT
A motion to adjourn was made by Councilman Ralph Bray, seconded by Councilman Jim
Branch, and approved unanimously at 7:37 P.M.
