REGULAR COUNCIL MEETING, OCTOBER 21, 2013
CALL TO ORDER
The Regular Council Meeting of October 21, 2013, was convened at 6:00 P.M. by
Mayor Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Absent: Branch
A quorum was declared present.
MISCELLANEOUS AGENDA ITEMS
Councilwoman Carrie Carroll presented donations made by the Mayor and Council to
the following:
Purchase of Brick at Freedom’s Corner to Hank Stratman
Purchase of Brick at Jefferson City Animal Shelter to Jennifer Tergin
Both Mr. Stratman and Ms. Tergin were present to accept the donations and made
comments regarding their respective projects and the sale of bricks to support them.
Mayor Struemph thanked both for their contribution to the City.
Interim City Administrator Drew Hilpert stated that Jefferson City has been named Rand
McNally’s “Most Beautiful Small City” and thanked City employee Laura Lewis for the
idea to enter the contest, as well as Stephanie Bell and the CVB for their efforts on the
accompanying essay and video. Following his comments, he showed the video which
had been submitted to highlight the beauty of our City.
Interim City Administrator Drew Hilpert announced that in conjunction with t he above
contest, the City had recently sponsored a “dunk tank” event which was used as an
incentive to win the contest. He, Councilwoman Carrie Carroll, and Councilman Rick
Mihalevich all three volunteered to be dunked in celebration of winning the contes t, and

also as a way to raise funds to support our local United Way. Chances to throw were
auctioned off to the highest bidder, and the City employees raised over $350 to donate
to the United Way campaign as well as an activity to promote positive employee morale.
He shared a slide presentation of photos taken at the event.
Interim Finance Director Bill Betts presented a finance report to the Council for the
month of September. He stated the current sales tax revenue is at .07% below
projected revenue for this time of the year.
PUBLIC HEARINGS
Approving a Special Exception Permit for a Superstore Development at 849 Stoneridge
Parkway – Planning and Protective Services Department Director Janice McMillan
made a staff presentation on this project and answe red questions asked by the Council.
At the conclusion of Ms. McMillan’s staff presentation, she stated that members of the
Sam’s Club development staff were present and wished to provide details about the
project as well. She introduced Mr. Paul Sampson of Central Missouri Professional
Services, who in turn introduced Mr. Rob Kingsbury and Mr. Kirk Farmer. Other
members of the development team also made statements and gave information about
the background of the project.
Following the developers’ presentation, they answered questions asked by the Council.
No one came forward to testify in favor of, or in opposition to, the proposed project.
Mayor Struemph declared the evidentiary portion of the public hearing concluded and
announced that the Council will now take up the associated pending bill.

Mayor Struemph announced that the following minutes and reports have been received

Mayor Struemph encouraged citizens interested in serving on a City Board or
Commission to contact the Human Resources Department and place their application
on file for upcoming openings.
COUNCIL COMMITTEE REPORTS
Administration Committee – Councilwoman Carrie Carroll reported that the next
meeting will be held on Wednesday, November 6, at 8:00 A.M.
Finance Committee – Councilman Ralph Bray announced that next meeting will be
held on Tuesday, October 22, at 7:30 A.M.
Public Safety Committee – Councilman Rick Prather reported that the next meeting
will be held on Thursday, October 31, following the Brown Bagel Work Session.
Public Works & Planning Committee – Councilman Bob Scrivner announced that the
next meeting will be held on Thursday, October 24, at 7:30 A.M.
Other Committee / Liaison Reports – Councilman Rick Mihalevich provided a report
on the Cultural Arts Commission. Councilman Bob Scrivner reported on progress of the
City Administrator Search committee.
APPOINTMENTS BY THE MAYOR

There were no appointments recommended at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Police Chief Roger Schroeder made a report on the recent outage of two of the City’s
new emergency sirens due to being struck by lightning. He reported the progress
towards getting those sirens replaced and back up and operational and answered
questions regarding the City’s cost to do so.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilman Rick Mihalevich announced that there will be a combined Ward One and
Ward Two meeting held on Saturday, November 2, from 9:00-11:00 A.M. at the Capital
City Christian Church at 1512 Swifts Highway. He invited all citizens to attend and
provide their input on issues and ask questions.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mr. Leonard Steinman made a presentation in support of passage of Bill 2013 -81
pertaining to lease agreement with Fischer Farms.
Mr. Shane Farrow, attorney for the Hellebusch farming operation, made a presentation
in opposition to passage of Bill 2013-81 and distributed a letter to the Council stating the
reasons for opposition.
AMENDMENT TO AGENDA – ITEMS TAKEN UP OUT OF ORDER
A motion was made by Councilman Rick Mihalevich, seconded by Councilwoman Carrie
Carroll, to amend the agenda by taking up Bills 201 3-81 and 2013-85 at this time in
consideration of persons present who are involved with those bills. The motion was
approved unanimously.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Derek W eider made a presentation regarding some concerns he has with the Dulle -
Hamilton Towers housing project. Following his presentation, Mayor Struemph asked
Interim City Administrator Drew Hilpert and Police Chief Roger Schroeder to provide
contact information to Mr. Weider and speak with him regarding the concerns he
expressed. Councilman Bray thanked Mr. Weider for bringing the issues forward, and
asked if he would consider coming back in a month or two to provide an update. Mr.
Weider stated he would happy to do so.
Mr. Leonard Steinman made comments regarding bench warrants issued by the courts
and stated his concerns with this. Mr. Hilpert was asked to speak with Mr. Steinman
about this issue.

Councilwoman Carrie Carroll asked Parks and Recreation Director Bill Lockwood to
provide a brief update on her comments at the last meeting concerning pool hours. Mr.
Lockwood reported the availability of the pool past 5:00 P.M. and stated citizens may
contact the Parks and Recreation Department to find out how to sign up for classes or
other activities that are provided at the pools after 5:00 P.M.
APPROVAL OF CLOSED SESSION MINUTES
A motion was made by Councilman Ken Hussey to approve the October 14 and
October 17, 2013, Closed Session Minutes, seconded by Councilman Shawn Schulte,
and approved unanimously by the following roll-call vote:
