Reiman at approximately 6:00 p.m. on Thursday, December 29, 2022, remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councihnember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal Randy Krum " Susan Naples Also noted present were Carnnela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Bellino. OF ALLEGIANCE Mayor Reiman asked everyone to remember the victims continuing to suffer in Ukraine. The 2022 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Krum and Naples and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of MINUTES December 8, 2022 were approved as transcribed and engrossed by the Clerk. DECEMBER 29, 2022 (continued) ORDINANCE #22-27 The Municipal Clerk stated that Ordinance #22-27 was introduced and ESTABLISHING AN adopted on First Reading on December 8, 2022. It was duly published INSURANCE TRUST in the Home News Tribune on December 13, 2022, with notice that it FUND will be considered for final passage after Public Hearing to be held on December 29, 2022 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS&C, by Councilmember Krum and Bellino and unanimous affinnative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Krum and Bellino ORDINANCE #22-27 "AN ORDINANCE ESTABLISHING AN INSURANCE TRUST FUND PURSUANT TO N.J.S.A. 40A:10-6" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Mayor Reiman said this is the Prologis landfill project; extending the agreement from 2006 through 2036. SEARING CLOSED There being no further comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Krum and Naples and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Diaz and Krum ORDINANCE #22-29 "AN ORDINANCE AUTHORIZING THE EXECUTION AND DELIVERY OF AMENDMENT NO. 1 TO FINANCIAL AGREEMENT WITH KTR NJ URBAN RENEWAL LLC" kDOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REIMAN Advertised as Finally Adopted: JANUARY 4,202 0 DECEMBER 29, 2022 (continued) Mayor Reiman said he wanted to amend the Agenda to add a AGENDA AMENDED Resolution for transfer of surplus funds which would be H-20 and asked for a motion. Upon MMS&C, by Couneilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the Agenda was amended to include the transfer resolution #22-267. A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council. Upon MMS&C, by Councilruernbers Diaz and DiMascio and AGENDA ITEMS unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions/Agenda items and new business. Jacqueline Corrillo, said she had a license from the state with regard to JACQUELINE a micro retail dispensary, and said she spoke to John DuPont but was CORRILLO unclear on the next steps, she is trying to secure a location in the proper zoning and is in negotiations to acquire 1299 Roosevelt Avenue. Mayor Reiman said you have to first determine if it is in the correct zone, it must be 350 feet from a church, school, park, residential structure and advised her to be sure the location meets zoning requirements before signing. He said to date no one has been approved for a location in Carteret; it is allowed in three of our zones. He suggested she email the mayor's office to follow up on the discussion. Dan Campbell said he was following up on his concerns he brought up DAN CAMPBELL at the December 8, 2022 meeting and asked if the lines and signage on the West Carteret bridge have been taken care of. Mayor Reinan said the Borough reached out to the county to update striping, the Borough put up an additional sign at the entrance of the bridge and ordered additional signs. He said the county is responsible for signage. 61 DECEMBER 29, 2022 (continued) Councilmember DiMascio said the Borough put up one sign right away and he checked on the signs that were ordered but they haven't come in yet. Dan Campbell asked if they would be overhead signs. Mayor Reiman said the county owns the surface of the bridge, the Turnpike owns the structure, the Borough owns the decorative lighting on the bridge and Conrail owns under the bridge. Dan Campbell asked if the ShopRite hours were back to 11:00 p.m. instead of still closing at 9:00 p.m. Mayoi Reiman said he had a conversation with Leonard Sitar, owner of the Carteret Shop Rite and Mr. Sitar said he was not inclined to extend the hours due to problems with staffing and product on the shelves. Dan Campbell said the mayor mentioned at the last meeting if enough people called the mayor's office or called into the Borough meetings or signed a petition and brought it to the mayor's office, ShopRite couldn't be forced but they may change. Mayor Reiman said at the last meeting he said calls and petitions should go to ShopRite or Wakefern. Dan Campbell asked where the petition should go. Mayor Reiman said to ShopRite. Dan Campbell said the Borough Council and mayor can only have conversations with Mr. Sitar, nothing can be done to force him to change, and asked if that was correct. Mayor Reiman said Mr. Sitar can evaluate if people complain, but there is nothing the mayor and council can do. Dan Campbell said he is the only supermarket in town, no competition and asked if anyone has come to the council to bring any other supermarket to Carteret. Upon MMS&C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the full inernbership present, all applications were ordered to be received and placed on file. 11 DECEMBER 29, 2022 (continued) COUNCIL. REPORTS Mayor Reiman called on each Councilmember for a brief 2022 year- end report and/or continents. Councilmember Bellino reported progress. Councilmember Diaz reported progress in all departments and said he was looking forward to seeing everyone on the 6"' Councilmember DiMascio congratulated Valdo Torres for doing a great job at DPW, then reported progress. Councilmember Johal reported progress. Councilmember Krum said it was great to see that the Borough is getting new volunteer firefighters, and reported progress. Councilmember Naples said John Kelly was promoted to Deputy Chief after scoring the highest on the Civil Service test. She said we hired four (4) new police officers bringing the ranks to 71; five (5) officers were provisionally promoted to sergeant after passing the Civil Service test. She said the department ordered twelve new police fleet vehicles. She thanked Chief McFadden and also said she wanted to thank the members of the police department on behalf of the governing body and the residents. MAYOR REIINIAN Mayor Reiman wished everyone a happy healthy new year and said he will see everyone at the reorganization meeting.
