Jones Clerk- Treasurer GREENCASTLE COiNI_NION COUNCIL: REGULAR SESSION TUESDAY, JUNE 10, 1997 7:00 P.M. PUTNANI COUNTY LIBRARY The Greencastle Common Council met in Regular Session Tuesday, June 10, 1997, 7:00 p.m. at the Putnam County Library. Council President David Masten called the meeting to order and led the Pledge of Allegiance. On the Roll Call, the following were found to be present, Councilor Roach, Councilor Hammer, Councilor Green, Councilor Baynard and Councilor Masten. PUBLIC HEARING The public hearing was held on Resolution 1997 -23, a Resolution Reaffirming Resolution 1997- 22 A Resolution Declaring An Economic Revitalization Area (H.A. Parts Products of Indiana Company). Councilor Hammer made the motion to waive the reading and accept Resolution 1997 -23. seconded by Councilor Roach. Vote was unanimous. 4 1 Councilor Masten stated that the City has solicited bids for Employee Health Insurance. It is the prudent thing to do to get the best price for the taxpayers and employees. Councilor Masten stated that the bids will be opened and taken under advisement. A special meeting will be set to discuss bids. #1 -Edmondson Wright Insurance Company 42 - Nation Services Group of Companies 43 - Culpepper Group #4 - HBG - USA Corporate 45 - HBG - Acordia #6 - HBG - Employers Health PPO #7 - First Citizens Insurance A bid was also received from Sycamore Company of Terre Haute, but the bid was faxed. The specifications specified sealed bids. Resolution 1997 -25, A Resolution Authorizing Additional Appropriation, was read by Councilor Masten. Councilor Masten stated this will pay for inspections while the Building Commissioner /City Planner is on Administrative Leave. Inspections will be done on a contract basis. Motion to adopt Resolution 1997 -25 made by Councilor Hammer, seconded by Councilor Baynard. Vote was unanimous. ® Councilor Masten introduced Mike Cline from Hannum, Wagle and Cline. This firm has entered into negotiations to do the Wastewater Treatment Study. Mr. Cline gave a brief " overview of what the firm will do stating that the goal is to create a new sewer system master plan for the next 20 years. Public Petitions and Comments Corky Crimmins, representing Mothers against MTV, asked the Council to sign a cable contact excluding MTV. Ms. Crimmins stated that the lyrics are not suitable for our children and MTV should not be a part of our contact. Councilor Masten stated that a Cable Access meeting will be held June 19th. Councilor Masten stated that he will get the information, time and place, to the newspaper so that anyone interested can attend. Carolvn Harney, 307 Ohio Street, asked about vacating an alley. Councilor Masten stated that there is a procedure that has to be followed and Attorney Zeiner can point her in the right direction. Attorney Zeiner stated that he will provide Mrs. Harney with a written procedure. Leslie Hansen, representing the League of Women Voters, asked if the Council and Clerk - Treasurer would be willing to participate in another town hall meeting in February. Councilor Masten stated that he is sure that all will participate if time allows. Thelma Bumgardner asked about weeds and people not keeping up property. Attorney Zeiner asked that anyone with problems like this to advise City Hall. With no Building Commissioner/ City Planner, we don't know where the problems are if you don't pass the information on. Mrs. " Bumgardner also asked about sewer connections and stated that when Foxridge was first done the prior administration promised there would be monetary help. Charlene Nichols stated that she has a number for Rural Development that will offer assistance. All Department Heads gave reports. Motion to approve minutes from May 7, 1997, Executive Session, May 13, 1997, Regular Session and May 28, 1997, Executive Session, made by Councilor Roach, seconded by Councilor Green. Vote was unanimous. Motion to approve City claims in the amount of $276,974.86, made by Councilor Baynard, seconded by Councilor Masten. Vote was unanimous. Resolution 1997 -3, A Resolution Approving Payment of College Street Storm Drainage Project, was read by Councilor Masten. Motion to approve for payment now and add to next claim docket made by Councilor Roach, seconded by Councilor Baynard. Vote as follows: Aye Nay Councilor Roach Councilor Masten Councilor Hammer Councilor Green " Councilor Baynard " Ordinance 1997 -10, An Ordinance Creating A Police Training Class Fund and Appropriation, second reading. Councilor Masten made the motion to table until budget time due to disarray of department, seconded by Councilor Hammer. Vote was unanimous. Ordinance 1997 -9, An Ordinance Approving A Water and Trash Deposit Increase, second reading. Motion to approve made by Councilor Roach, seconded by Councilor Hammer. Vote was unanimous. Resolution 1997 -24, A Resolution Reaffirming Heartland Automotive, Inc. Compliance With Statement of Benefits. This is the form stating compliance with the 1993 Abatement. Motion to accept made by Councilor Hammer, seconded by Councilor Green. Vote was unanimous. Ordinance 1997 -11, An Ordinance Approving Codification, first reading. Attorney Zeiner stated that the City has a draft at City Hall. Everyone will have a copy before final reading. Current Ordinances are being put in order and the codification will also include an Ordinance Violation Bureau. Motion to waive reading and approve Ordinance 1997 -11, first reading, made by Councilor Roach, seconded by Councilor Baynard. Vote was unanimous. Councilor Masten stated that with only two items below the trash recommendation let's skip to them and come back to trash. A request from the Masonic Temple to make the alley one way from Vine to College during " their Annual Fish Fry June 12, 13 & 14, was approved on a motion by Councilor Roach, seconded by Councilor Hammer. Vote was unanimous. Ordinance 1997 -12, An Ordinance Amending personnel policies Regarding Workmen's Compensation, first reading. Councilor Masten made the motion to table until special meeting since this Ordinance was just received by Councilmembers tonight. Motion seconded by Councilor Roach. Vote was unanimous. Elizabeth Newman, representing the Clean City Committee, read the recommendation by the Clean City Committee for the City's Trash Contract Services. Councilor Masten stated that he is not prepared to make a recommendation at this time. Councilor Hammer stated that for at least one year there should be a 3 can limit and then decrease to 2. Citizens have been used to putting out as much trash as they want. Give them time to adjust. Councilor Roach stated that there is a decrease in price, but need a gradual reduction. Council was told that a decision did need to be made on recycle bins, as there is a time factor to produce the bins. Two quotes were received. Tulip Corporation and Rehrig Pacific Company. In order to receive grant money for recycle bins the containers must be at least 50% recycled material. Tulip Corporation is, but Rehrig Pacific is only 25% recycled material. Councilor Masten made the motion to accept Tulip Corporation as the company to purchase recycle bins from. Motion seconded by Councilor Hammer. Vote was unanimous. " Attorney Zeiner stated that the Council needs to bring any questions on the trash contract to the 0 table as a contact needs to be signed. Councilor Roach stated that the average household placed 2.4 bags of garbage a week out, so 2 cans could be done. Councilor Masten stated that we need to encourage recycling, but must do gradually. Councilor Roach asked for an information sheet regarding revenue and expenditures regarding the trash fund. Also discussed was the possibility of obtain a leaf vac and expenses for this service out of the trash fund. A Special Meeting was set for Monday, June 16, 1997, 5:30 p.m. at the Putnam County Library to discuss Trash and Insurance bids.
