Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL SPECIAL SESSION N[ONDAY, .TUNE 16, 1997 5:30 P.M. PUTNAM COUNTY LIBRARY The Greencastle Common Council met in Special Session Tuesday, June 16, 1997, 5:30 p.m. at the Putnam County Library. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green, Councilor Baynard and Councilor Masten. Also present was City Attorney John Zeiner. Ordinance 1997 -12, An Ordinance Amending Personnel Policy Regarding Workers Compensation, first reading, was read by Mayor Michael. Motion to accept Ordinance 1997- 12 was made by Councilor Baynard, seconded by Councilor Roach. Vote was unanimous. ® Ken Decker and Alan Small were present representing the Clean City Committee. Councilor Masten stated that he appreciates the work of the Clean City Committee and all the work they have done on the Trash Contract, but stated that he is a 3 can person. The effect on recycling from two to three cans is marginal. When you do the arithmetic you are getting less when you go to two cans. I don't like the sticker system either. The city will incur the cost of 57,359.00 to distribute five stickers to each household. This cuts into the revenue that could be used for leaf pick -up, continued Councilor Masten. Councilor Roach stated that it will cut into revenue for leaf pick -up if that is what we are going to do. Councilor Hammer stated that the additional revenue could help with the cost of printing stickers. Councilor Roach stated that he feels the 5 stickers are essential if you go with a 2 bag limit, but not so essential if you go with a 3 bag limit. Councilor Hammer agrees, stating the importance of the stickers diminishes with the 3 bag limit. Mayor Michael asked about the printing of stickers, stating that she and Mr. Crampton spoke with Refuse Handling and it was her understanding that Refuse Handling would take care of the printing and delivering the stickers to the utility office as needed. Councilor Roach stated that there are several different issues. Let's take a consensus on 2 or 3 bags. Councilor Masten made the motion to have a 3 bag limit on the trash contract, seconded by Councilor Hammer. Vote as follows: Aye Nay Councilor Masten Councilor Baynard Councilor Roach Councilor Hammer Councilor Green ® Motion passes 4 to 1. The trash contract will include pick -up for 3 bags of trash per household. Councilor Roach stated that the next question should be if we are going to include 5 free stickers to each household. Councilor Roach made the motion to not distribute 5 free stickers. Motion was seconded by Councilor Hammer. Ken Decker asked if anyone explained to the public the cost of a 5 bag limit. Councilor Green stated that he was hoping to ease into this change with 3 bags and 5 free stickers to help ease the pain. Councilor Masten suggested that Refuse Handling supply the 5 free stickers. John Triezenberg, Refuse Handling, suggested that the cost be split. After some discussion, John Triezenberg stated that Refuse will supply the 5 free stickers providing they will be awarded the contract. Councilor Roach withdraws his motion, Councilor Hammer agrees and withdraws his second. Councilor Masten made the motion to accept a one year contact with a 3 bag limit, with 5 free stickers per household provided by Refuse Handling, with collection of recyclable in a separate truck. Refuse Handling will also have the stickers printed and have available for the City to purchase and sell through the utility department. Councilor Hammer seconded the motion. Vote was unanimous. Councilor Roach questioned how much leaf pick -up costs the City. Engineer Barnes stated the cost is approximately $36,000.00 excluding manpower. Councilor Roach asked how much it would cost to buy a new leaf vac. Engineer Barnes responded that approximately $25,000.00 would be need to buy a new leaf vac. Councilor Masten made the motion to leave the trash fee at $8.00 per household with the sticker fee of $1.00 per sticker. Motion seconded by Councilor Roach. Vote was unanimous. Mayor Michael leaves to attend a County Council meeting. Councilor Masten proceeds with insurance representatives giving presentations and Councilmembers asking questions of each representative: 91 - Edmondson - Wright, Brad Buchanan and Boston Mutual Brokers; #2 - National Services Insurance, Betty Crossland was out of state and unable to attend; #3 - Culpepper Group, Tim Collins, 94, #5 & 96 - HBG Insurance and Bonds, Rick Bittles, submitted 3 bids and explained each, #7 - First Citizens Insurance, John Parmley, Seaboard Life, Bill Crimmins from Key Benefit Administration. After some discussion by Councilmembers it was requested that CT Jones call all bidders and request two -tier pricing.
