Additions to Agenda If any Park Commissioner wishes to add an item to the agenda after the agenda has already been posted, the agenda item must be proposed at this point in the meeting. The Park Commission must agree to add the item by motion. 5. City Council Update This is a reoccurring agenda item to have the City Council Liaison to the Park Commission, Lorie Cousineau, give an update at each meeting on what is happening at the Council level. 6. Scoreboard Funding Request Staff met with Hamel Lions representatives to discuss the donation of the scoreboard at the Paul Fortin Memorial Field in Hamel Legion Park. The Hamel Lions are looking for some cost share from the City of Medina. It has been past practice that the city funds certain ballfield improvements at 25% of the total cost. If the Park Commission wishes to fund 25% of the cost out of the Park Dedication fund it would be approximately $3,000. Ted Fust with the Hamel Lions and Hamel Hawks will be at the meeting to present the updated scoreboard estimate, the possibility of getting additional donors, and to request some city funding. See attached information. Recommended Action: Make recommendation on scoreboard donation. 7. 2016 Park and Trail Goals The 2016 goals have been updated based on the discussion held at the January meeting. Everyone should take the time to review the goals that they are personally responsible for and create an action plan including steps to complete and timeframe to ensure projects get completed in 2016. See attached goals. Recommended Action: Approve 2016 goals. 8. Park Commission Ordinance Staff received a phone call from a new resident that is interested in joining the Park Commission, but the current Park Commission ordinance has a one year residency requirement. Staff is looking for direction from the Park Commission if they would like to keep the one year residency requirement in the ordinance or remove it. Also, please take the time to review the entire document to see if any other language should be amended. See attached ordinance. 1 Recommended Action: Provide direction on possible Park Commission Ordinance amendment. 9. Staff Report a. Park Commission Vacancies. We still have two seats open so please make every effort to attend the February 17th meeting to have quorum. If you are not able to attend, please let Jodi know as soon as possible. b. Park Dedication Fund Balance. An updated fund balance report for year end 2015 and the beginning of 2016 have been included in your packet for your information. c. General Items. This agenda item is to give a verbal update on any other general park items. Park Commission Chair Steve Lee presided. 1) Ca11 to Order Commissioners Present: Commissioners Absent: Also Present: Steve Lee, Lori Meehan, John Jacob, Dino DesLauriers, and Nate Pearson Two Vacant Seats Assistant City Administrator Jodi Gallup, Public Works Director Steve Scherer and City Council member Lorie Cousineau. 2) Appointment of Officers: Chair, Vice Chair & Secretary A motion was made by Meehan and seconded by Pearson to nominate and appoint Steve Lee as Chair. Motion passed unanimously. A motion was made by DesLauriers and seconded by Jacob to nominate and appoint Lori Meehan as Vice Chair. Motion passed unanimously. A motion was made by DesLauriers and seconded by Meehan to nominate and appoint Nate Pearson as Secretary. Motion passed unanimously. 3) Additions to the Agenda: There were no additions to the agenda, but there was a general consensus to move item # 7 "Stonegate Farm CD-PUD Trail Alignment Discussion" as the next agenda item. 7) Stonegate Farm CD-PUD — Trail Alignment Discussion Gallup presented a brief staff report stating that the applicant's Conservation Design subdivision has 41 proposed lots and is located west of Deerhill Road and east of Homestead Trail. She noted that the Park Commission reviewed this application in July of 2015 and the City Council approved the preliminary plat in October of 2015. She noted that the application is back before the Park Commission tonight because the applicant seeks adjustments to the trail locations shown on the approved preliminary plat. Gallup noted that the main changes to the trail locations were to realign the northeastern portion of the trail to be through the conservation area rather than along the street and to remove the trail connection in the northwest of the site to the island within the tamarack swamp. Gallup stated that staff believes the new alignment to the northeast is preferable and that staff would recommend that the northwest trail easement be required at least to the southern property line to the site to the west of the subject property, which would require approximately 100 plus feet further north than shown. Medina Park Commission Meeting Minutes - DRAFT January 20, 2016 Medina City Hall Page 2 of 4 Gallup suggested that the Park Commission discuss how much of the northwest trail segment should be constructed versus how much is just taken in easement. There was a general consensus of the Park Commission to take the additional easement to at least the southern property line to the site to the west in case the property were to develop in the future, but not construct a trail to nowhere at this time. Jennifer Haskamp, Planning Consultant with Stonegate Farm, addressed the Park Commission to further explain the applicant's proposed trail modifications. She recapped the changes that Gallup had mentioned on the north 80-acres and noted that it is the applicant's intent to provide a trail easement on the northwest trail to at least the property line of the property to the west of the subject site. Haskamp stated that the new plan shows three proposed resting/lookout points along the trail, which provide long views of the tamarack and of the high quality wetland environment. She also noted that the trail would cross over a proposed streambed landscape corridor, which is an intermittent stream that was realigned to better respond to the natural drainage patterns on the site. Haskamp reviewed the minor trail modifications on the southern 90-acres noting that two soft bump -outs and curves were added to the alignment of the trail between Deer Hill Road and the Medina Morningside neighborhood to enhance the user's experience along the trail. Haskamp also noted that as part of the updated proposed trail plan, the applicant proposes to install and construct the turf trails within the plan. She stated that the previous plan showed a trail easement for the trail segment running south out of Medina Morningside neighborhood connecting to Deer Hill Road, but the new plan proposes to install and construct this trail as well. Haskamp concluded her presentation by stating the three reasons for the proposed changes, which are: 1. Better integration of trails into conservation areas 2. Inclusion of overlooks and trail resting places 3. Improved connections and loops Lee thanked the applicant for bringing forward these proposed changes noting that the plan is very responsive to what the Park Commission wanted. He stated that it was a beautiful plan and that the proposed trails will give the new residents and trail users attractive views. The Park Commissioners also noted that they liked the water feature through the conservation area. Medina Park Commission Meeting Minutes - DRAFT January 20, 2016 Medina City Hall Page 3 of 4 A motion was made by Lee and seconded by Meehan to recommend adopting the proposed trail modifications as presented with the addition of a trail easement to the north of the proposed northwest trail segment to go at least 20 feet past the southern property line of the site to the west. Motion passed unanimously. The Park Commission confirmed that the trails would be constructed as turf trails, but the land stewardship plan should not prohibit the City from converting the trails to hard surface trails in the future. 4) Approval of Minutes from December 16, 2015 Regular Meeting A motion was made by Jacob and seconded by DesLauriers to approve the minutes from December 16, 2015 as presented. Motion passed unanimously. 5) Public Comments (on items not on the agenda): None. 6) City Council Update Lorie Cousineau gave the Park Commission an update on recent City Council actions. 8) 2016 Goal Setting Session The Park Commission established the following goals for 2016: 1. Review trail plan to look at trail connections, topography, and safety. 2. Review Park Dedication revenues versus planned park improvements to make sure the city is being good stewards of the limited funds set aside for future park improvements. 3. Finalize outstanding items at the new Park at Fields of Medina. 4. Plant Monarch butterfly garden in Hamel Legion Park and look at other possible future sites. The Park Commission reviewed the planned park improvements within each of the parks and recommended changes that will be brought back at the next meeting in an updated document. At 8:00 p.m. Nate Pearson left the meeting. 9) Staff Report • Park Commission Vacancies and Ordinance — Gallup noted that there are still two vacancies on the Park Commission and asked everyone to try to solicit new members. The idea was brought up to decrease the size of the Park Commission down to five members, but because of potential absences, it was determined that it was not a viable option. Lee stated that since this is a volunteer committee, if the Medina Park Commission Meeting Minutes - DRAFT January 20, 2016 Medina City Hall Page 4 of 4 commission is on track with their goals and there are not planning agenda items or other pressing issues, the commission would not need to meet every month. • Tomann Preserve — Scherer reported that the City is in negotiations and is very close to purchasing the upland triangle piece of property that abuts Tomann Preserve. • 2016 Representation at City Council Meetings — Lee noted that if Park Commissioners have a schedule conflict they should contact Gallup to trade with another Park Commissioner. • General Items — There were no other items to report. 10) Adjourn A motion was made by DesLauriers, seconded by Meehan and passed unanimously, to adjourn the meeting. The Park at Fields of Medina — DesLauriers & Pearson The park is now open, but a few items still need to be completed this spring such as creating a park rules sign, installing soccer nets, looking into lighting, and possible tennis court backboards, etc. 4. Monarch Butterfly Gardens The Park Commission approved the planting of milkweed and other diverse nectar sources around the holding ponds in Hamel Legion Park late last fall. The project is scheduled to be completed this spring. City Park Commission CHAPTER 5. ENVIRONMENT 525. CITY PARK COMMISSION Section 525.01. Establishment. A park commission of seven members is established. Members of the park commission shall be appointed by majority vote of the city council and may be removed for any reason by a vote of two-thirds of the full city council. Members of the park commission shall be residents of Medina who have lived in Medina for at least one year immediately preceding appointment. Section 525.03. Term. Members of the park commission shall serve staggered terms of three years. Terms shall begin January 1. No person shall serve more than nine consecutive years on the park commission. For purposes of this ordinance, consecutive years shall not be considered prior to January 1, 2005. Any person who has served on the park commission for nine consecutive years may be appointed again after an interruption in service of at least one year. Section 525.05. Duties. The park commission shall provide advice and recommendations to the city council and planning commission on matters of development and use of parks and recreational facilities, recreation programs, preservation of natural resources, and promotion of environmental awareness. The duties of the park commission may include, but are not limited to the following activities: Subd. 1. Advising the city council and planning commission regarding park dedication requirements, including land dedication or cash in lieu payments; Subd. 2. Advising the city council regarding the use of special contributions and expenditure of monies from the park dedication fund and municipal parks fund; Subd. 3. Studying special issues requested by the city council or recommending the study of issues relating to the development and use of parks; Subd. 4. Advising on the application for county, state and federal grant programs consistent with park commission and city council policies; and Subd. 5. Undertaking such other duties as the city council may request. Subd. 6. Advising the city council on updates and changes to the comprehensive plan as it relates to parks, trails and recreational activities Section 525.07. Council Action. The recommendations of the park commission shall be advisory to the city council. The city council may adopt, modify or reject the recommendations of the park commission by vote of a simple majority of those present. 525. City Park Commission Page 1 of 2 Medina City Code 525. City Park Commission Section 525.09. Organization. The park commission shall: Subd. 1. Elect from its members a chair and a vice chair, each of whom shall serve for a period of one year; Subd. 2. Appoint a secretary from its membership who shall perform the clerical duties on behalf of the park commission and maintain meeting minutes; and Subd. 3. Adopt such bylaws as shall be necessary or desirable to conduct its business but which may not be in conflict with any ordinance or statute. Bylaws shall be adopted by a majority vote of the full park commission. Section 525.11 Staff Liaison. The city administrator shall designate a staff liaison to the park commission. The liaison shall prepare reports and information for the park commission, attend its meetings and participate in hearings and discussions held by the park commission but shall not vote on any item before the commission. The liaison shall report to the city administrator and city council on the activities and recommendations of the park commission. Section 525.13. Meetings. All meetings of the park commission shall be open to the public and shall be governed by the Minnesota open meeting law. The park commission shall hold its meetings at such fixed date, time and place as it from time to time shall determine. The minutes of all meetings shall be recorded and a copy transmitted to the city council. Amendment History of this Section Adopted January S, 2005 (Ord. 379). Amended January 3, 2006 (Ord. 398).
