HomeMy Public PortalAbout04-14-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on April 14 , 2014 In the Boardroom Mayor Collins called the meeting to order at 7:0 0 p.m. Present were: Mayor Collins, Trustee Bonuchi , Trustee Fay , Trustee Peck , Trustee Racich, Trustee Lamb, and Trustee Rippy . Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michael G arrigan, Planning Supervisor; Jon Proulx, Planner; Dean Marquez, Building Supervisor; Joan Meyers, Attorney; and John Konopek, Chief of Police. There were approximately 1 2 persons in the audience. Trustee Fay moved to approve the Minutes of the Committe e of the Whole Workshop held on March 24 , 2014. Seconded by Trustee Rippy . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS Trustee Fay: • Wished everyone a Happy Easter • Offered condolences to the family of Mary Graham Trustee Racich stated that he had the opportunity to go to the Plainfield Central High School’s Musical and encouraged everyone to attend the plays and musicals at the high schools. PUBLIC COMMENTS None WORKSHOP MEETING #1 MEDICAL CANNIBUS CULTIVATION AND DISPENSARY REGULATION Mr. Michael Garrigan stated that staff is seeking discussion and direction from the Board on potential amendments to the zoning code related to the State’s recent approval of the regulated growing and sale of medical mari juana. Mr. Jon Proulx reviewed a summary of the state’s program. Mr. Murphy pointed out that there is no proposal at this time to bring a dispensary or cultivation operation to the Village. Trustee Lamb indicated that his preference was I -1 for cultiv ation and in the medical area for dispensary. Trustee Fay indicated his preference was for I -1 or I -2 for cultivation and in the medical area for dispensary. Trustee Bonuchi stated that she is in agreement and thinks that the Village should have the zoning in place before a request comes to the Village. Trustee Rippy stated that the new law pre -empts Home Rule Municipalities and the Village can not regulate over what the state regulates. Trustee Rippy indicated that the discussion is too premature at this point. Village of Plainfield Meeting Minutes – April 14 , 2014 Page 2 Trustee Racich agreed that the discussion is too premature and that the Board should have more information before making a decision. It was the consensus of the Board to have the staff get more informati on and bring the matter back to a future meeting. Mayor Collins thanked staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 7:41 p.m. Michelle Gibas, Vill age Clerk
