The report was submitted to Idaho Transportation Department (ITD) prior to the due date of December 31, 2021. Staff received notification from ITD the report could not be accepted because the Highway User Shared Revenue was understated. Upon review of the amounts received by the City and amounts sent to the City by ITD, a cash receipting error was discovered. A State General Fund distribution of $40,370 in April 2021 was cash receipted to the City of McCall General Fund instead of to the Streets Fund. The revenues received in April from the State were the result of the passage of HB 308 during the last legislative session. HB 308, which was effective immediately, was into law by the Governor on March 23. HB 308 provided for a onetime distribution to cities, counties, and highway districts from the state’s general fund surplus. There are no restrictions on the use of the revenues other than it is dedicated for local road and bridge purposes. The attached FY21 Annual Road and Street Financial report (lines 12, 17, 24, 62, 64, 65, 74, and 76) has been amended to correct the total Highway User Revenues received by the City in FY21.  RECOMMENDED ACTION: Accept and approve the amended FY21 Annual Road and Street Financial Report and authorize the Mayor to sign all necessary documents.
