Savannah Beach, Tybee Island, Ga.
April 27, 1945.
A special meeting was held today at 4 =00 P.M. in the office
of Mayor Edward A. Dutton, in Savannah, Georgia, the Mayor presided
and those attending being Councilmen Siotin, Walsh and Lovell.
The meeting was called for:
(1) The purpose of withdrawing $7,500.00 from the General
Fund and placing same in F. W. A. Project No. Ga. 9 -244, to meet the
pro -rata share of the amended application to the F. W. A. to complete
the sanitary sewerage system, the F. W. A. making an additional grant
of $68,092.00, which with the municipalities $7,500.00, makes a total
of $75,592.00 according to notice dated April 18, 194s furnished by
F. A. Buck, Regional Engineer.
(2) Authorizing the payment of bills for the General Fund
and Sewerage Account.
Councilman Siotin moved that the Mayor be authorized to
withdraw from the General Fund the sum of $7,500.00 and plane in the
Federal Works Agency Project No. Ga. 9 -244, account. Councilman
Walsh seconded and the motion passed.
Councilman Siotin moved that bills amounting $433.12
be paid from the General Fund and bills amounting to $532.50 be
paid from the Sewerage Account. Councilman Walsh seconded and the
motion passed.
There being no further business Council adjourned subject
o the call of the Mayor.

May 5, 1945.
A special meeting of Council was held today in the Council
Room in the Town Hall, and was attended by Mayor Dutton, who presided,
and Councilmen Young, Farrell and Hosti.
The meeting was called for the purpose of:
1. To accept the Grant Agreement of the Federal Works
Agency, dated April 24, 1945, on Project Ga. 9- 244 -N.
2. To authorize the Mayor to accept amendatory bids on the
new work on the sewer system.

Councilman Farrell moved that the Grant Agreement of the
Federal Works Agenoy, under Ga. 9- 244 -N, dated April 24, 1945, be
accepted, and that the Mayor be empowered and authorized to handle
same. Councilman Hosti seconded and the motion passed.

GRANT AGREEMENT
Project No. Ga. 9 -244 -N
Dated April 24, 1945.
Town of Savannah Beach, Tybee Island,
Savannah Beach, Georgia.
Subject to the terms and conditions (FWA Form No. W -100,
dated April 1, 1945) attaohed hereto and made apart hereof, the United
States of Amerioag hereby offers to make you a Grant of $218,935 to
aid in financing the acquisition and construction of publio works con-
sisting of sewerage facilities, including necessary land (herein called
the "Projects), at the presently estimated cost to you of $230,900;
provided, however, that if the actual cost to you of the project upon
completion, as determined by the Commissioner of Community Facilities,
is less than the presently estimated cost specified above, the Grant
shall be reduced to an amount which bears the same ratio to said
actual cost as the amount of the Grant specified herein bears to the
said estimated cost.
It is hereby agreed that if the cost of the Project should
exceed the estimated cost specified above you .shall provide, in addi-
tion to such other funds as may be otherwise necessary to defray the
cost, funds sufficient to defray such overrun in the cost.
This agreement shall take effect upon your accepting it in
accordance with the applicable legal requirements for the formation
of the contract.
This agreement supersedes any and all prior offers and agree-
ments for federal aid,' between the parties hereto bearing the above
project number, and such prior offers and agreements are hereby revoked:
Provided that any acts performed or proceedings taken by either party
pursuant to any such offer or agreement, duly accepted by you prior to
the acceptance of this agreement, shall not be impaired or vitiated
but on'the contrary shall be regarded as being within the purview of
this agreement.

Councilman Young moved that the Mayor be authorized to ac-
cept the proper bids and sign any contracts in connection with F.W.A.
project Ga. 9 -244-N, Grant Agreement, dated April 24, 1945. Council-
man Hosti seconded and the motion passed.
There being no further business Council adjourned subject
to the call of the Mayor.

May 10, 1945.
The regular meeting of Town Council was held today at 4 :00
P. M.., in the Council Room in the Town Hall, and was attended by Mayor
Dutton, who presided, and Councilmen Young, Walsh, Hosti, Farrell, Slotin
Lovell and Town Attorney Alexander.
-Mr. Charles Christy appeared before the Board and requested
permission tto::operate a Chinese Ball Game at his place at 16th Street
and the Strand. Mr. Christy was excused.
The minutes of the April 5th, April 23rd, and April 27th
meetings were read and adopted.
The members of the Board greeted Councilman Farrell upon
his return to his duties as Councilman and informed him how glad
they were that he was able to carry on again.
The Mayor informed Council that Mr. W. F. Lynes had inform-
ed him that he was now the owner of the Tybee Beach Company and re-
quested permission to grade some of the streets, at no expense to the
Town, in Venetian Terrace. Council approved of this.
Councilman Lovell moved that in granting permission to the
Tybee Beach Company to grade the streets in Venetian Terrace that
'they be held responsible and the work be done under the joint super-
vision of the Town's Engineer and the Tybee Beach Company contractor.
Councilman Young seconded and the motion passed.
Mayor Dutton stated that he and Councilman Slotin had re-
cently been to Washington in connection with the sewerage system,
they saw several agencies there in en effort to get assistance, and
that Congressman Petersen was of splendid help, and approval was
gotten for the correct amount. While there he also checked on the
status of Fort Screven, as a result a committee was sent down to in-
spect Fort Screven, they have not as yet reported, Mayor Gamble inter-
ested the Govenor of Georgia in this and he sent the Adjutant General
to investigate the matter.
