Department Approvals Initials Originator or Supporter   Mayor / Council     City Manager     Clerk     Treasurer     Community Development     Police Department     Public Works     Golf Course    COST IMPACT: $100,000 Parks and Recreation    FUNDING SOURCE: EBSCO Solar Grant Program Airport      Library / Supporter  TIMELINE: Application deadline: April 29, 2022 Information Systems      Economic Development  Originator  SUMMARY STATEMENT: EBSCO, an information resources and technology company that the McCall Public Library uses for its database of digital content, offers a Solar Grant program that provides grants up to $100,000 to support the purchase and installation of roof-mounted solar array systems on libraries to offset electricity costs. It is a highly competitive national program with only two or three grants awarded annually. The McCall Public Library would like to apply for the grant to request support for a solar array to be installed on the new portion of the roof to be constructed during the upcoming Library Expansion Project. No local grant matching funds are required by the grant program and the McCall Library does not anticipate having additional funding for the solar project, so a preliminary design of the solar system has been obtained from Tiger Solar that is estimated to be within the $100,000 grant funding maximum. The solar design proposal from Tiger Solar is attached for your information. It is a 30.6kW grid-tied system consisting of 68 solar panels installed at 10-degree tilt. Although a flat roof is not ideal for a solar array due to efficiency loss during snow coverage, this system is anticipated to offset more than 41% of the anticipated electricity costs of the Library once the expansion project is complete. The solar system also can also be easily expanded in the future to increase energy offset if additional funding is available.  RECOMMENDED ACTION: Approval submittal of an EBSCO Solar Grant and authorize the Mayor to sign all necessary documents.  RECORD OF COUNCIL ACTION  MEETING DATE ACTION
