RESOLUTION AUTHORIZING THE AWARD OF A NON -FAIR
AND OPEN CONTRACT FOR THE 2023 SEASONAL MANAGEMENT
OF NOE, STREET PARK POND AND CARTE RET POND
WHEREAS, the BOROUGH OF CARTERET is in need of management of the Noe
Street Park Pond and Carteret Park Pond as a non -fair and open contract pursuant to the
provisions ofN.,J.S.A. 19:44A-20.4 or 20.5; and
WHEREAS, Aquatic Analysis, Inc. has submitted a proposal indicating they will provide
these services for $18,645.00, and
WHEREAS, Aquatic Analysis, Inc. has completed and submitted a Business Entity
Disclosure Certification which certifies that Aquatic Analysis, Inc. has not made any
reportable contributions to a political or candidate committee in the Borough of Carteret in
the previous one year, and that the contract will prohibit Aquatic Analysis, Inc, from making
any reportable contributions through the term of the contract, and
WHEREAS, the CFO has certified the availability of funds; and

NOW THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough
of Carteret authorizes the CFO to enter into a contract with Aquatic Analysis, Inc. as
described herein; and
BE IT FURTHER RESOLVED that die Business Disclosure Entity Certification and the
Determination of Value be placed on file with this resolution.

Aquatic Analysts, Inc. (AAI) is pleased to submit this proposal for the seasonal management
NOE STREET PARK POND - 2023
SCOPE OF WORK
AAI will apply chemical algaecides (copper sulfate and/or Cutrine-Plus) and herbicides
(Tribune and/or Aquathol-K) to manage the growth of filamentous algae and aquatic vegetation in
the Noe Street Park pond during the 2023 season, May -September 30th. AAI will regularly visit the
pond approximately every 2-3 weeks and treat as needed. We will coordinate with the pond
representative regarding treatments and recommendations.
CERTIFICATION AND PERMITS
AAI is registered (#92172) as an aquatic herbicide applicator in New Jersey. The required
permit was obtained fiom the NJDEP in 2022 and is valid through 2023.
INSURANCE
AAI carries liability insurance and workers compensation, both of which will remain in
effect throughout the term of this contract.
NJDEP USER RESTRICTIONS
Aquathol-K (EPA #70506-176). The are no user restrictions for Aquathol (Endothall).
AquaStrike (EPA#70506-302). The user restrictions for AquaStrike are as follows:
Do not use treated water for turf irrigation for five days or human consumption for three days.
There is no swimming restriction; however, we advise no swimming on day of application.
Clipper (EPA #59639-161). The user restrictions for Clipper are as follows:
Do not use treated water for irrigation for 5 days. There are no other restrictions.
Copper sulfate (EPA #56576-1)/Cutrine-Plus (EPA#8959- 10). There are no user restrictions
for copper sulfate or Cutrine-Plus.
Tribune (EPA #100-1390). The user restrictions for Tribune areas follows:
Do not use treated water for turf irrigation for five days; human consumption for three days;
and livestock consumption for one day after treatment. There is no swimming restriction; however,
we advise no swimming on day of application.
COST AND PAYMENT
The cost for the seasonal management services for 2023 will be $6,675.00.
Payment summary:
1. First payment, due with signed contract ........... $1,668.75
2. Second payment, due April 15, 2023 ............. $1,668.75
3. Third payment, due July 15, 2023................ $1,668.75
4. Balance, due September 15, 2023 ............... $1,668.75
Total ....................$6,675.00
Aerator maintenance.
AAI will provide a maintenance program for your three (3) AquaMaster aerators during the
season. The aerators will be installed in the pond in the spring. The aerators will be removed in the
fall, inspected, power washed and stored in our facility for the winter.
The cost for the service described in this 2023 proposal are:
Spring installation .............................. $1,050.00
(3 fountains @ $350.00/fountain)
2. Fall removal, inspection, cleaning, and winter storage
in AAI facility..................................$1,650.00
(3 fountains @ $550.00/fountain)
*NOTE: Due to the instability of the economy, the above prices may change.
AGREEMENT
If you agree to this contract, please sign below and return a copy of the last page along with
the first payment ($1,668.75).

CARTERET POND 2023
SCOPE OF WORK
AAI will apply chemical algaecides (copper sulfate and/or Cutrine-Plus) and herbicides
(Tribune and/or Aquathol-K) to manage the growth of filamentous algae in the Carteretpond during
the season, May -September 30th. AAI will regularly visit the pond approximately every 2-3 weeks
and treat as needed. We will coordinate with the pond representative regarding treatments and
recommendations.

the required permit from NJDEP which will be valid for a two year period (2023-2024). In spring,
a legal notice will be placed in two local newspapers to notify the public of treatment.
