The project consists of a “complete streets” reconstruction of Park Street (between Thompson Avenue to 3rd Street). This section of Park Street has deteriorated pavement and lacks critical pedestrian infrastructure (bike lanes and sidewalks) to mitigate the dangers that exist due to the steep hill at 4th Street. The proposed project will reconstruct the roadway section with new asphalt, add bike lanes to both sides of the street, and construct sidewalk and on-street parking on the north side of the road. The Streets Department was granted a Tourism LOT grant in 2019 and then budgeted Street Department funding in FY22 budget to complete the base bid of the project (between 4th and Thompson). The City chose to design and bid the larger project to include a bid alternate (including the section between 4th and 3rd) to maximize implementation and overall cost efficiencies. Bids were opened on 4/14/22. The City received 2 bids. Crestline Engineers reviewed the bids and determined that Falveys, LLC is the responsive low bidder for both the base bid and bid alternate #1. Included is their letter of recommendation and bid analysis. Staff will present to Council the costs and benefits of awarding just the base bid versus including the bid alternate and utilizing Streets LOT funds to cover the additional project costs. Also included is the draft project Agreement and a set of the civil plans.  RECOMMENDED ACTION: Following discussion with Staff, award the construction contract to Falveys, LLC; authorize the Mayor to sign all necessary documents; and authorize staff to manage change orders up to 10% over the original contract amount.
