Councilman Young moved that the Mayor be authorized to ac-
cept the proper bids and sign any contracts in connection with F.W.A.
project Ga. 9 -244-N, Grant Agreement, dated April 24, 1945. Council-
man Hosti seconded and the motion passed.
There being no further business Council adjourned subject
to the call of the Mayor.

The regular meeting of Town Council was held today at 4 :00
P. M.., in the Council Room in the Town Hall, and was attended by Mayor
Dutton, who presided, and Councilmen Young, Walsh, Hosti, Farrell, Slotin
Lovell and Town Attorney Alexander.
-Mr. Charles Christy appeared before the Board and requested
permission tto::operate a Chinese Ball Game at his place at 16th Street
and the Strand. Mr. Christy was excused.
The minutes of the April 5th, April 23rd, and April 27th
meetings were read and adopted.
The members of the Board greeted Councilman Farrell upon
his return to his duties as Councilman and informed him how glad
they were that he was able to carry on again.
The Mayor informed Council that Mr. W. F. Lynes had inform-
ed him that he was now the owner of the Tybee Beach Company and re-
quested permission to grade some of the streets, at no expense to the
Town, in Venetian Terrace. Council approved of this.
Councilman Lovell moved that in granting permission to the
Tybee Beach Company to grade the streets in Venetian Terrace that
'they be held responsible and the work be done under the joint super-
vision of the Town's Engineer and the Tybee Beach Company contractor.
Councilman Young seconded and the motion passed.
Mayor Dutton stated that he and Councilman Slotin had re-
cently been to Washington in connection with the sewerage system,
they saw several agencies there in en effort to get assistance, and
that Congressman Petersen was of splendid help, and approval was
gotten for the correct amount. While there he also checked on the
status of Fort Screven, as a result a committee was sent down to in-
spect Fort Screven, they have not as yet reported, Mayor Gamble inter-
ested the Govenor of Georgia in this and he sent the Adjutant General
to investigate the matter.

The Mayor informed Council that he had recently been to
Atlanta and that Wiedeman & Singleton had submitted plans and speci-
fications, that bids are to be awarded sometime in June as every-
thing is ready, he stated that he had to make an agreement as a re-
presentative of Council that, as the Town has only spent $11,000.00
against F.W.A. Funds that the Town would not Dome back for more money
on this project. Councilman Biotin moved that the Mayor's actions,
that after the new grant has been received the Town would not ask for
any more money on Projeot Ga. 9-244-N. Councilman Walsh seconded and
the motion passed.
Councilman Lovell moved that the following Resolution be
adopted. Councilman Young seconded and the motion passed.
RESOLUTION
WHEREAS, the government of the United States, through
one of its agencies, has reoently agreed to provide substantially
ninety (90 %) per cent of the funds required to oomplete the sewerage
system in the Town of Savannah Beach, having made available approxi-
mately $70,000.00 for this purpose;
AND, WHEREAS, the Honorable Hugh Peterson, Representative
in Congress from the First District of Georgia, has taken a keen
interest in seouring these funds, and has exerted himself in render -
in assistance to the officials of said Town in connection with its
application;
BE IT, THEREFORE, RESOLVED by the Mayor and-Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in council assem-
bled, that the thanks and commendations of said municipality be ex-
tended to Honorable Hugh Peterson for his efforts in connection with
said application;
AND, BE IT FURTHER RESOLVED, that a copy of this resolution
be spread on the minutes of Council, and that a copy be sent to the
Honorable Hugh Peterson.
It was the opinion of Council that the Mayor had done a
good job in connection with getting the funds for the sewerage system.
Councilman Walsh moved that the thanks of Council be extended to the
Mayor for this. Councilman Young seconded and the motion passed.
Council decided that all plaoes of business in operation
must pay their business licenses on or before June let or they would
be placed on the docket.
Mayor Dutton informed Council that he had talked to Council -
man Lovell relative to what appears to be the promiscioua use of the
fire engine, that one night it was out at 10:15, not on a fire call,
and also that someone is taking gasoline out of the fire engine, and
at another time the fire siren was not sounded for a fire. Council-
man Slotin moved that the matter be turned over to Councilman Lovell
to handle. Councilman Walsh seconded and the motion passed.

The Mayor informed Council that the present Police Car is
in a very unserviceable condition and that the Town should get a new
one, Councilman Slotin wanted to know why the police oar could not
be fixed by a competent garage.
The matter of Town Engineer Davis surveying private pro-
perty on Town time was discussed.
The Mayor stated that_it was the duty of the Chief of Police
to see that all licenses are paid to the Town except those such as
building, electrical, plumbing contractors etc. and that these the
building inspector should see that they are paid, Councilman Slotin
said as he understood it if someone works on a job by the hour or day
no lioense is required, Councilman Young stated that if one is a con-
tractor then he should pay a license.
Councilman Slotin wanted to know when the Town Engineer
was going to have the plans for the post -war projects ready.
The petition of Charles Christy to operate a Chinese Ball
Game at his place of business at the Strand and 16th Street was brought
up and the Mayor stated that it would be detrimental to the community,
that it should be confined to bar rooms and night clubs. Councilman
Slotin stated that none should be allowed on 16th Street at all, Coun-
cilman Young moved that the petition be denied, Councilman Hosti sec-
onded and the motion passed.
Councilman Young moved that effective June let, the Town
appropriate $50.00 per month to the Savannah Beach Public Library to
be paid as salary of a librarian employed by the library. Councilman
Walsh seconded and the motion passed.
The Mayor informed Council that he was investigating the
possibility of getting some prisoners of war to use uner supervision
of some of the Town's employees. A committee consisting of the Mayor
and Councilman Farrell were appointed to investigate the matter.
Councilman Young moved that Henry M. Buckley be elected
Clerk of Council and Ex Officio Treasurer at a salary of $3,000.00
per year payable monthly, also that A. Leopold Alexander be elected
Town Attorney at an annual fee of $600.00 per year payable monthly,
also that R. A. Stewart be elected Chief of Police and.Ex Officio
Tax Collector at a salary. of $2,400.00 per year payable monthly.
Councilman Slotin seconded and the motion passed.
Councilman Slotin stated that for the year just ended
showed that Whiskey Licenses collected amounted to $4,750.00, 1944
Licenses collected $21,940.00, Pollee Court $7,250.00, parking spaces
$3,381.00, 1944 Taxes 327,000.00, and made a motion that the Sewerage
Account (Operations & Maintenance) be closed out and the. balance of
the funds be transferred to the General Account, Councilman Walsh
seconded and the motion passed.

Councilman Siotin moved that bills for the month of April
for General Government amounting to $ 350.96 be paid. Councilman.
Young seconded and the motion passed.
Councilman Siotin stated that as Mr. M. R. Young has been
acting as the Town Plumbing Inspector since February 8th, due to the
Town's inability to find a person who could qualify for the position,
that he felt Mr. Young should be reimbursed for his services and made
a motion that Mr. Young be paid the plumbing inspection fees and that
this be made retroactive to February gth, 1945 when he started, Coun-
cilman Walsh seconded and the motion passed.
Councilman Siotin stated that apparently some of the tax
payers are confused relative to their taxes, some are under the im-
pression that their taxes have been increased, and a letter should
be sent informing them that taxes had not been raised. Councilman
Lovell moved that a letter be drawn up relative to this and sent to
the property owners,. Councilman Young seconded and the motion passed.
The Mayor stated that he would take ease of this.
Councilman Farrell wanted to know when the Town was going
to have its sewerage connected to the sewerage system, the mayor
suggested that this be held off until the new project is completed.
Councilman Young moved that the following Amendment to the
License Ordinance be adopted. Councilman Hosti seconded and the mo-
tion passed. -
ORDINANCE
AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED " AN ORDINANCE
TO PROVIDE FOR THE RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN
OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING
APRIL 30th, 1946; FIXING PENALTIES FOR THE VIOLATION; AND FOR OTHER
PURPOSES„.
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, and it is hereby
ordained by the authority of the same, that a certain ordinance en-
titled "An Ordinance to provide for the rate of licenses for doing
business in the Town of Savannah Beach, Tybee Island, Georgia, for
the fiscal year ending April 30th, 1946; fixing penalties for the
violation; and for other purposes ", be and the same is hereby amended
by adding thereto another sub - section of Section 1 to read as follows: -
Making and selling, or offering for
sale, any popcorn, $25.00
SECTION 2. Be it further ordained that all ordinances,
or parts of ordinances, in conflict herewith be, and the same are
hereby, repealed.

Councilman Young stated that Joseph Goldberg was billed
for two houses on two lots, for stubbing, but that he has 3 houses
on two . lots and they are all in one stub and that he had authorized
Mr. Goldberg to.pay $90.00 for the three buildings on the one stub.
Councilman Walsh moved that Councilman Young's actions be confirmed.
Councilman Hosti seconded and the motion passed.
The Estate of Frank Naylor petitioned that the charge of
$75.00 for stabbing at the place of business on Campbell Avenue and
let Street be reduced to $50.00. The petition was denied.
Councilman Young moved that the following Resolution be
adopted, Councilman Walsh.seconded and the motion passed.
RESOLUTION
WHEREAS A. C. Carter is the owner of two parcels of land
on Tybee Island, Chatham County, Georgia, which are separated by a
part of the right -of -way of the Central of Georgia Railway Company,
Tybee Division, which right -of -way, now owned by the Mayor and Coun-
cilmen of the Town of Savannah Beach, Tybee Island, Georgia;
AND WHEREAS it is necessary for the said A. C. Carter to
pass over the portion of said right - way connecting the two parcels
of land owned by him in order to go from one parcel to the other;
AND WHEREAS the said part or said right -of -way connecting
said two parcels of land is of no use or value to the Town of Savan-
nah Beach and said A. C. Carter has requested said Town of Savannah
Beach to convey and quit -claim the same to him and has tendered a
deed containing a description of said property;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, in council
assembled, that said municipal corporation quitclaim to said A. C.
Carter said portion of said right -of -way as described in said deed.
BE IT FURTHER RESOLVED that the Mayor of said Town of Sav-
annah Beach, Tybee Island, Georgia, be authorized to sign said deed,
and that the Clerk of Council be authorized to attest the same and
affix the seal of said Town thereto.
I, Henry M. Buckley, Clerk of Council of the Town of Savan-
nah Beach, hereby certify that the foregoing is a true and correct
copy of a resolution adopted by the Mayor and Councilmen of.the Town
of Savannah Beach at a regular meeting held May 10, 1945.

The Trinity Methodist Church petitioned that lots 7 -A -B
and 8 -A -B, ward 3, having recently been acquired for Church pur-
poses, that the taxes on this property be cancelled. Councilman
Walsh moved that the taxes against this property be cancelled.
Councilman Farrell seconded and the motion passed.
Councilman Walsh moved that. Saturday, May 19th, be desig-
nated as official opening day for the 1945 season. Councilman Hosti
seconded and the motion passed.
The Mayor informed Council that there were quite a number
of requests from the public that Tybrisa Pavilion be opened, that
he had talked to Councilman Slotin and W. H. Haar, and he believed
that the Town could get together with the owners for the Town to
lease it on a nominal basis. Councilman Slotin stated that the cost
of operation to the Town should be very small. Councilman Walsh
moved that the Mayor appoint a committee with power to act to nego-
tiate with the owners for the use of Tybrisa Pavilion. Councilman
Farrell seconded and the motion passed. The Mayor appointed the
following committee: Councilmen Walsh, Slotin and Lovell.
There being no further business the meeting adjourned
subject to the call of the Mayor.

The regular meeting of Council was held today in the Coun-
cil room at 4;00 P.M., and was attended by Mayor Dutton, who pre-
sided, and Councilmen Lovell, Slotin, Farrell, Walsh and Town Attor-
ney Alexander.
The minutes of the meeting of May 10th were read and
adopted.
Councilman Lovell moved that effeotive with the regular
July meeting of Council, that the hour be changed to 5 :00 P.M. in-
stead of 4:00 P.M. Councilman Farrell seconded and the motion
passed.
Councilman Slotin moved that a. new automobile for use of
the Police Department oosting 0,197.80 be purchased. Councilman
Walsh seconded and the motion passed.
Councilman Biotin moved that bills for purchases made for
General Government during the month of May amounting to $1665.45 be
paid. Councilman Walsh seconded and the motion passed.
