Budget Workshop
Clerk- Treasurer Jones gave Councilmembers a copy of the maximum levy worksheet and
explained how maximum levy is figured. CT Jones explained that the City of Greencastle has
experienced an approximate 9% growth over three years and that is why there is an approximate
9% increase. CT Jones explained adjustments made to the CCD and CFS funds to bring them
back in line. State Board of Tax Commissioners adjusted these figures last year and will adjust
again this year. The advertisement needs to be made with the maximum amount asked for in the
Ordinance, but the figures are adjusted so that you cannot raise any more than you did before
reassessment. Those figures have been adjusted as well as some cash balances to keep the tax
rate at 1.96.
Councilor Masten discussed the possibility of moving the Police Department to the old jail and
City Hall downstairs to the Police station for accessibility. The County is willing to give the jail
to the City for this purpose and with the amount of traffic coming to City Hall for building
permits, etc., City Hall needs to be on the ground floor. Councilor Roach stated that all the
pluses and minuses need to be looked at.
