GREENCASTLE COMMON COUNCIL SPECIAL SESSION Pamela S. Jones Clerk- Treasurer CITY HALL The Greencastle Common Council met in Special Session Thursday, September 4 1997, 6:30 p.m. at City [-call. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green, Councilor Baynard and Councilor Masten. City Attorney Zeiner and Street Commissioner Wright were also present. Mayor Michael presented a letter from TCI Cable requesting to extend the cable contact for one month. TC[ will host a public forum September 17, 1997, 7:00 p.m. at Tzouanakis Intermediate School to discuss channels, etc. Dave Bohmer will be the moderator. Mayor Michael explained that this meeting is not hosted by the Council, but by TCI for cable subscribers to discuss concerns. Councilor Masten made the motion to accept the extension, seconded by Councilor Roach. Vote was unanimous. Budget Workshop Clerk- Treasurer Jones gave Councilmembers a copy of the maximum levy worksheet and explained how maximum levy is figured. CT Jones explained that the City of Greencastle has experienced an approximate 9% growth over three years and that is why there is an approximate 9% increase. CT Jones explained adjustments made to the CCD and CFS funds to bring them back in line. State Board of Tax Commissioners adjusted these figures last year and will adjust again this year. The advertisement needs to be made with the maximum amount asked for in the Ordinance, but the figures are adjusted so that you cannot raise any more than you did before reassessment. Those figures have been adjusted as well as some cash balances to keep the tax rate at 1.96. Councilor Masten discussed the possibility of moving the Police Department to the old jail and City Hall downstairs to the Police station for accessibility. The County is willing to give the jail to the City for this purpose and with the amount of traffic coming to City Hall for building permits, etc., City Hall needs to be on the ground floor. Councilor Roach stated that all the pluses and minuses need to be looked at. " 0 Being no further business, Councilor Green made the motion to adjourn, seconded by Councilor Bavnard.
