A, special meeting of Council was held today at 12 :00 noon in the Council room and was attended by Mayor Dutton, who presided, and Councilmen Biotin, Farrell, Walsh, Young and Hosti, also Mr. M. T. Singleton and Mr. C. B. Drummond, Jr., Mr. John Daniels of the Federal Works Agency and also several representatives of those par- ties submitting bids. The meeting was called for the purpose of: 1. Receive the bids submitted for new work to be done on - the sanitary sewerage system. - 2. Adopt a resolution protesting the policy of the Atlantic Stages bus line of refusing to transport any colored passengers if there are white passengers to be trans- ported. 3. Authorize some of the members of the Voluntary Fire Department to attend a'training school in Savannah for - several days and pay their salary while attending this school. Mr. Singleton asked if all bids were in and then opened the sealed bids and announced the amount of the bids .submitted as follows; J. G. Attaway Construction Co. Statesboro, Georgia. Mr. Singleton stated that apparently the Espy Paving and Construction Company was the low bidder. .Mr..J. G. Attaway was present and the-Mayor informed him that he had writeen a letter to the J. G. Attaway Company and the New York Casualty Company that if the Attaway Company's contract was not completed by June 21st the New York Casualty Company would be notified. The F. W. A. office in.Atlanta, stated Mr. Attaway says that the .con- tract is completed. Mr. 8. R. Kent, in charge of the Town's pumping stations says that some of the work is not completed, Mr. Attaway stated that as far.as his company is concerned that the - contract has been completed, the Mayor stated that the Attaway Company ,has not finished its work in some - areas. Mr. Singleton stated that the sewer- age lines should be inspected, that he had inspected certain lines for infiltration. Mr. Attaway contends that the Town hasn't paid the final estimate, the Mayor stated that it would not be paid un- til Mr. Attaway finishes his work, Mr. Attaw =y stated the surety company will not accept the Town's contention that his work is not finished, and that the Town admitted that an error was made by dis- missing its engineer, Councilman Young stated that where the man- holes lead to a pumping station, the pipe is now concrete, the speci- fications call for cast iron pipe, Mr. Daniels asked why Vinson per - mitted cement pipe to be used when the specifications called for cast iron, Mr. Attaway *stated. that' Vinson instructed him to use cement pipe if he could not use cast tron, Councilman Siotin asked what the Town should do, Mr. Daniels stated it was up to the Town, and that infil- tration tests should be made as the J. B. McCrary Company did not do it. He stated that the Town called in Weideman & Singleton and they found that the system is not working properly, Mr. Daniels stated that when the Town was repairing the lines or any other work, that they were doing in connection with the sewerage system, that memoran- dum should be made and also that pictures be taken of the work. , The meeting was recessed until 3 :00 P.M. At the start of the 3:00 P.M. recessed meeting Mr. Singleton read the amount of the bids submitted in order of the lowest bids first as follows 1. Espy Paving & Construction Doe 2. Sockwell Company $135, 447.58 144,392.20 149,201025 149,86 .25 200,174.10 Mr. Singleton stated that the bids were too high, and that since Espy was the low bidder he suggested that he would go over their bid with them, Council agreed that Mr. Singleton go over the bid submitted by the Espy Paving & Construction Co. with them. Councilman Lovell informed Council that a State conducted fire' fighters training school was to be conducted in Savannah from June 26th through 30th and suggested that some of the volunteer fire- men attend this school, Councilman Walsh moved that four of the vol- unteer firemen be authorized to attend the fire school and that they . be paid their daily wage while attending the school in Savannah'. Councilman Young seconded and the motion passed. Councilman Biotin moved that the following Resolution.be adopted. _Councilman Walsh seconded.and the motion passed. RESOLUTION Whereas it has come to the attention of the Mayor and Councilmen of the Town of Savannah Beach that Atlantic Stages, which provides bus transportation between Savannah and Savannah Beach, on numerous occassions has refused to accept colored pass- engers on its busses, and has on some occassions ejected colored 138 passengers who have already started on trips on said busses, and is apparently adopting a policy of refusing to transport any colored' passengers if there are white passengers who wish.to be transported; And whereas said policy has - rendered it very difficult for colored passengers who work in the Town of Savannah Beach and who must travel on said busses, to secure such transportation; And whereas this situation is of concern to many residents of Savannah Beach who employ said colored persons either in their homes or places of business, and in the opinion of the Mayor and Councilmen of the Town of Savannah Beach is unfair and discrimina- torn; Be it therefore resolved by Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in council assembled, that a copy of this resolution be sent to Atlantic Stages, and that it be requested to immediately take such'steps and issue such orders as may be necessery_to prevent unfair and unjust discrimination be- tween white and colored passengers wishing to travel on its busses between Savannah and Savannah Beach. There being.no further business the Council adjourned sub - et to the eal.'of the Mayor. Clerf of Coun Mayor Savannah Beach, Tybee Island; Georgia. July 12, 1945. The regular meeting of Council was held today at 4;00 p.M. in the Council Room and was attended by Mayor Dutton, who presided, and Councilmen Welsh, Young, Farrell, Slotin, Lovell, Hosti and Town Attorney Alexander, also by Mr. M. T. Singleton, Mr. Carl Espy, and Mr. R. F. Gambill. The minutes of the meetings of June 7th and 25th were read and adopted. Mr. Singleton stated that he had gotten in touch with the Espy Company relative to their bid of $135,447.58, which with the deductable items of $53,850.47, made the net figure of $81,597.11. Espy' a revised figure was $74,672.55 less deductable items of $1,162.50 and less oyster shells for $3,325.00 made a net total of 70,185.05 with additions of $133.00 made the total $70,318.05. Mr. Espy stated that he hoped to start work by July 26th, the Mayor stated that whoever got the contract, that they should be requested to correct and complete some of the work that the Attaway Company should have done and charge this to Attaway's bonding company. 1 1
