The following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Vincent Bellino. NOTED ABSENT The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The 2023 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Diaz and Krum and unanimous APPROVAL affirmative vote of the five (5) Councilmembers present, the minutes OF MINUTES of January 19, 2023 were approved as transcribed and engrossed by the Clerk. FEBRUARY 2, 2023 (continued) ORDINANCE #23-2 ORDINANCE 423-2 was introduced and adopted on First Reading PROPERTY and the Clerk authorized and directed to advertise same for Public ACQUISITION Hearing, upon MMS&C, by Councilmembers Krum and Naples. BLK 7401, LT 1 Upon individual roll call vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. ORDINANCE 923-2 "AN ORDINANCE AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET FOR PUBLIC PURPOSES" ORDINANCE 923-3 was introduced and adopted on First Reading ORDINANCE #23-3 and the Clerk authorized and directed to advertise same for Public FULLY FUNDED Hearing, upon MMS&C, by Councilmembers Krum and Naples. ORDINANCE Upon individual roll call vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. ORDINANCE #23-3 "ORDINANCE APPROPRIATING $1,500,000 FOR IMPROVEMENTS TO VETERAN'S PIER AT WATERFRONT PARK, CONSISTING OF A GRANT FROM THE MIDDLESEX COUNTY OPEN SPACE, RECREATION AND FARMLAND AND HISTORIC PRESERVATION TRUST FUND IN THE AMOUNT OF $1,500,000" The Municipal Clerk stated that Ordinance #23-1 was introduced and ORDINANCE #23-1 adopted on First Reading on January 19, 2023. It was duly published AUTHORIZING in the Home News Tribune on January 24, 2023 with notice that it will FINANCIAL be considered for final passage after Public Hearing to be held on AGREEMENT February 2, 2023 at approximately 6:00 p.m. The Ordinance was CARTERET LOFTS II posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. 2 FEBRUARY 2, 2023 (continued) Upon MMS&C, by Councilmembers Diaz and Drum and unanimous PUBLIC HEARING affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. There being no continents or objections to the Ordinance, Mayor HEARING CLOSED Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the five (5) Councilmembers present. Upon MMS&C, by Councilmembers Diaz and DiMascio ORDINANCE #23-1 "AN ORDINANCE AUTHORIZING THE EXECUTION AND DELIVERY OF A FINANCIAL AGREEMENT BY AND BETWEEN THE BOROUGH OF CARTERET AND CARTERET LOFTS II URBAN RENEWAL, LLC" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent.
