Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL REGULAR SESSION TUESDAY, OCTOBER 14, 1997 7:00 P.,I. PUTNAM COUNTY LIBRARY The Greencastle Common Council met in Regular Session Tuesday, October 14, 1997, 7:00 p.m. at the Putnam County Library. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green, Councilor Baynard and Councilor Masten. Also present was City Attorney John Zeiner. PUBLIC PETITIONS AND COMMENTS Don Moore, Martinsville Street, expressed his concerns over Dalton Asphalt dumping asphalt across the street from his house. This dumping is causing drainage problems. They have also had problems with Mr. Dalton keeping the weeds cut. Interim Engineer Ron Smith and Street Commissioner Wright will check into this problem and respond to Mr. Moore, DEPARTMENT REPORTS © Fire Chief O'Hair requested that Hanna Street between Locust and College be closed for approximately three hours (from 6:00 p.m. to 9:00 p.m.), October 23, 1997. The fire department is going to conduct a fire prevention program for DePauw students including taking the smokehouse for the students to go through. Motion to approve closing of Hanna Street between Locust and College Street from 6:00 p.m. to 9:00 p.m. on October 23, 1997 made by Councilor Roach, seconded by Councilor Baynard. Vote was unanimous. Assistant Police Chief Paul Wilson stated that the Police Department is looking into video cameras to mount in the police cars. The cameras offer safety for both officer and citizens and can reduce time in the Courtroom, therefore, save money in overtime costs. Assistant Chief Wilson stated that he and Clerk- Treasurer Jones will work on an additional appropriation expending monies from the Law Enforcement Education Fund for the November meeting. Street Commissioner Wright Stated that Midwest Electric will be here to set poles for First Street Signal on Thursday and if everything goes alright, signal will be up two days later. Interim Engineer Smith stated that there is a drainage problem at Scooter's Ice Cream Shop on South Bloomington Street. This has to be redesigned in order to fix the problem. APPROVAL OF MINUTES 40 Motion to approve minutes from August 26, 1997 Special Session, September 4, 1997 Special Session, September 9, 1997 Regular Session and October 3, 1997 Executive Session was made • by Councilor Masten, seconded by Councilor Hammer. Councilor Roach made an editorial request that when a Councilor is late please indicate what point they entered the meeting in the minutes. Vote to approve minutes with editorial request was unanimous. Motion to approve City claims made by Councilor Masten, seconded by Councilor Baynard. Vote was unanimous. PUBLIC PETITIONS AND COMMENTS Patti Harmless requested the PIE Coalition be allowed to display red ribbons in the downtown area from October 23, 1997 through October 31, 1997. The PIE Coalition will remove the ribbons at the end of red ribbon week. Motion to approve made by Councilor Baynard, seconded by Councilor Green. Vote was unanimous. A request from Mainstreet Greencastle to close Spring Street from 9:30 a.m. until 11:30 a.m. and Franklin Street between Jackson and First Citizens's driveway from 11:00 a.m. until 12:00 p.m. and post signs to prohibit parking along the parade route from 10:45 a.m. until the end of parade on November 22, 1997 for the Holiday Parade was approve on a motion by Councilor Roach, seconded by Councilor Baynard. Vote was unanimous. Linda Forler from National Services Group presented information on long term disability. Mavor Michael stated that we should handle this like we did health insurance and invite other companies to talk to the Council also. GENERAL BUSINESS Mike Cline from Hannum, Wagle and Cline updated the wastewater treatment facility current situation and progress of the study for the wastewater treatment plant. The 1998 Holiday Schedule for City employees was approve with a motion by Councilor Hammer, seconded by Councilor Roach. Vote was unanimous. Ordinance 1997 -16, An Ordinance Fixing the Salaries of Elected Officials of the City of Greencastle for the Year 1998, second reading, was approved with a motion by Councilor Roach, seconded by Councilor Baynard. Vote as follows: Councilor Roach, aye, Councilor Hammer, aye, Councilor Green, aye, Councilor Baynard, aye and Councilor Masten did not vote. Ordinance 1997 -19, An Ordinance Concerning Use of Skateboards In Downtown Greencastle, Up to and Including Columbia Street, College Street, Seminary Street and Market Street, first reading. Attorney Zeiner questioned (a) It shall be unlawful for any person who is riding in or by means of a skateboard to park, stand or use any such devise upon any roadway or sidewalk except when and where such roadway is designated as a play street..., stating that we do not have • any designated play streets or areas for skateboarding. Motion to table with Attorney Zeiner to amend the Ordinance as needed made by Councilor Masten, seconded by Councilor Roach. " Vote was unanimous. Resolution 1997 -35, A Resolution Authorizing Additional Appropriation, was read by Mayor Michael. Motion to approve made by Councilor Roach, seconded by Councilor Green. Vote was unanimous. Resolution 1997 -36, A Resolution Authorizing Additional Transfer of Appropriation Between Classifications of Appropriations in the 1997 Budget of the City of Greencastle, motion to approve made by Councilor Masten, seconded by Councilor Hammer. Vote was unanimous. Resolution 1997 -37, A Resolution Appropriating Reimbursement to Appropriation 101006134 - Health Insurance, 402001365 - First Street Paving and 402001363 - Streets and Rights -of Ways, motion to approve made by Councilor Roach, seconded by Councilor Masten. Vote was unanimous. Ordinance 1997 -17, Cable TV Franchise, first reading, motion to table and approve extension to November 12, 1997 made by Councilor Masten, seconded by Councilor Roach. Vote was unanimous. Ordinance 1997 -20, An Ordinance Amending the Code of the City of Greencastle, Indiana, and Establishing a Special Non - Reverting Capital Fund and Non - Reverting Operating Fund For the Department of Parks and Recreation, first reading. Councilor Roach questioned the non- reverting operating fund and asked if this would be used for maintenance only. Director Staton stated that it would be. Councilor Roach requested the balance for facilities maintenance for the past five years. Motion to approve Ordinance 1997 -20, first reading, made by Councilor Green, seconded by Councilor Masten. Vote was unanimous. Councilor Baynard stated that he talked to other cities that have adopted a non - reverting fund and most were happy, hope this is good for the Citv and Park. The Council discussed priorities for the EDIT funds. Councilor Masten made the motion to complete projects already started and prioritize the way they are on Resolution 1996 -34, 1) GESSSP, 2) Avenue D Sidewalk and)) Wood Street Sidewalk. Motion was seconded by Councilor Roach. Vote was unanimous. Motion to adjourn made by Councilor Masten, seconded by Councilor Hammer. Vote was unanimous. A TE T: Pamela S. Jones 0
