Minutes
Monday, October 25, 2021 — 5:30 p.m.

COMMITTEE MEETING — Began at 5:30 p.m.
• CALL TO ORDER AND ROLL CALL Committee members Karla Eitel, Dawn Matus,
Susan Farber, and Nellie Bowman were present. Also, in attendance was Delta
James, Economic Development Planner.
• MINUTES APPROVAL [ACTION ITEM]
Dawn moved; Susan seconded a motion to approve the minutes from the September
27, 2021, as submitted. All members voted "aye" and the motion passed.
• EXISTING COLLECTION AND MAINTENANCE
Owl wood carving at Library: Nellie reported that these types of sculptures often
crack and it is the nature of the wood. Her husband reported that it would be difficult
to repair because it needs to be brought into a shop. A cover could be made for the
sculpture. Nellie will investigate the cost of a cover. The Library staff will try to
contact the master wood carver and look into opportunities to move the sculpture
indoors.
• PUBLIC ART PROJECTS
Westover Mill Whistle: Staff reported that the Mill Whistle will be blown on Thursday,
October 28 at 1:55 pm. An event will be held at Legacy Park to celebrate the closure
of the Downtown East Urban Renewal District that will feature a presentation from a
former mill worker.
Public Art for Library: Staff provided an overview of the public art selection process
for the project. Nellie asked about community input strategies, building designer role,
and decision process for the project. Dawn asked about how the RFQ will articulate
that the work will be integrated.
• CAPACITY AND PROMOTION
Review of planned projects for targeted selection process: Staff presented four
upcoming projects that might have components that could be attractive for private
fundraising. Committee discussed the purpose and scope of fundraising tactics and
will consider the "why" and "for what" aspects of fundraising. Sue expressed the
importance of accessibility and Nellie expressed the importance of artistic quality in
the projects. The next meeting will continue the conversation and consider the nexus
between the downtown and Railroad Ave mural panels and consider education as a
focus for fundraising.
