Park Street, McCall ID Legion Hall / Conference Call COMMITTEE MEETING — Began at 5:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Susan Farber, Craig Vroom, Dallas Young, Cynthia Dittmer, and Nellie Bowman were present. Also, in attendance was Delta James, Economic Development Planner. • MINUTES APPROVAL [ACTION ITEM] Dallas moved; Craig seconded a motion to approve the minutes from the February 7, 2022, as submitted. All members voted "aye" and the motion passed. • PUBLIC ART PROJECTS • "Conserving the Heart of Idaho" public art: Nellie reported that an artist selection committee group met last month to review 7 received proposals. The quality of the art and the completeness of the proposals were considered. Coleen Pryor was selected based upon her experience with fiberglass, outdoor installations, and strong experience. The group recommended that the PLT request a specific proposal drawing from the selected artist within the next 2-3 weeks. • McCall Public Library Integrated Art project: Staff reported that no clear artist preference has been expressed by the Library Board or this committee. Staff is thinking that the project could move forward by seeking final design proposals from both finalist artists to help inform a final decision. • Dock sway pilings at Art Roberts Park: Cynthia is interested in exploring the project for her students with considerations such as durability, safety, maintenance, etc. She will look at the site and report back. • EXISTING COLLECTION MAINTENANCE & MANAGEMENT • Our Confluence: Staff reported that the artists are working to replace the artwork title plaque that has rusted to the point that it is illegible. The rusting occurring on the metal parts of the piece itself is inattentional per the artists. • Library artwork relocation: Susan will contact the donor of the Shortcut bronze to confirm that it is OK to temporarily relocate the piece to the Central Idaho Historical Museum while the Library is under construction. • The Owl: Nellie suggested that this piece be evaluated for repair/maintenance and will try to contact the master artist wood sculptor that was involved in the project at its start for advice. • CAPACITY & PROMOTION • 5 -year CIP project plan review: Staff presented the current draft 5 -year public art project plan for committee review and discussion. • FY23 LOT Grant request [ACTION ITEM]: Staff recommended that an FY23 LOT application be submitted to support the local artist project on the CIP that would result in vinyl wrapped artwork on the City's lighting control boxes. Nellie moved to approval submittal of a FY23 LOT application for the vinyl wraps for lighting control boxes; Dallas seconded; all members voted "aye" and the motion passed. • Discussion of targeted fundraising requests for downtown mural project: Susan suggested a special event such as "mock -tails" as fundraising. Craig suggested that the event could coincide with the arts/crafts fair in the courtyard with a silent auction of donated works. Nellie stated the criteria for selection and budget needs to assure quality artists.
