GREENCASTLE CONUMON COUNCIL
SPECIAL SESSION
TUESDAY, NOVEMBER 4, 1997 6:30 P.M. WATER PLANT
The Greencastle Common Council met in Special Session Tuesday, November 4. 1997, 6:30
p.m. at the Water Plant. Mayor Michael called the meeting the to order. On the Roll Call, the
following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green,
Councilor Baynard and Councilor Masten.
Mavor Michael read Ordinance 1997 -17, Cable T.V. Franchise Agreement, first reading, by
title only. Mayor Michael initiated discussion on where the equipment for the access channel
should be placed now that DePauw no longer wants to house the equipment. Mayor Michael
stated that the Greencastle School Corporation and the Putnam County Library have been
discussed as places to house the equipment, but there needs to be someone to program and run
the equipment also. This is the biggest concern for the library. The school has contemplated
incorporating the idea into the curriculum. Councilor Roach made the motion for Mayor
® Michael to negotiate an agreement with whomever can handle the issue and bring the agreement
back to the Council for approval. Motion was seconded by Councilor Hammer. Vote was
unanimous. Motion to approve Ordinance 1997 -17, first reading, was made by Councilor
Roach, seconded by Councilor Hammer. Vote was unanimous.
Mayor Michael introduced Ordinance 1997 -21, Personnel Poliev and Procedure Manual, first
reading. Section 3:8, regarding pre - employment drug testing was discussed. Councilor Masten
asked where the money was coming from since it was not budgeted in the 1998 budget.
Councilor Roach asked who the pre - employment drug testing would include and stated that it
would be cost prohibitive to test all the pool employees. Park Director Staton presented the
Council with copies of the Progressive Discipline Procedures for the park employees the Park
Board passed this summer and stated that the discipline procedures in our personnel policy are
all geared for 30 -90 days and their season is over by then. The Park Board has the authority to
pass procedures and policy for the Park. Councilor Hammer stated that the Park Board pass an
appendix to the Personnel Policy and as a matter of formality notify the Council of any change.
Councilor Roach stated that the personnel policy should apply to all City employees. Any
department that has exceptions must come before Council for approval as addendum to the
policy. Motion to delete Section 3:8 and restore as previously written was made by Councilor
Roach, seconded by Councilor Masten. Councilor Roach stated that a drug policy is too
important to throw in the middle of this and should be discussed separately and added as an
addendum. Councilor Roach made the motion to adopt Ordinance 1997 -21, first reading, with
49 the deletion of section 3:8, seconded by Councilor Masten. Vote was unanimous.
® Councilor Baynard stated that the zoning map was discussed at the last Plan Commission
meeting and there are several areas in the First and Fourth wards that need to be addressed.
Because of changes, the zoning does not reflect the land usage. After some discussion, it was
decided the Plan Commission should look at these areas and make a recommendation to the
Council.
Being no further business Councilor Baynard made the motion to adjourn, seconded by
Councilor Masten. Vote was unanimous.
