The regular meeting of Town Council, postponed from Thurs-
day, September 6th, was held today at 4;00 P.M. in the. Council Room
in the Town Hall, and was attended by Mayor Dutton, who presided,
and Councilmen Young, Walsh, Farrell, Slotin, Lovell and Town Attorney
Alexander; also E. J. Solomon and George Jacobs.
Mr. Solomon stated that Mr. Jacobs and himself were appointed
a committee by some of the other contractors to request that Council
protect them in the issuance of licenses as there were several parties
engaging in business in competition with them who are not paying li-
censes. After some discussion it wwS decided that those engaged in
business end were not paying licenses would be required to do so at
once.
Councilman Lovell wanted to know who changed the fire sig-
nals for answering alarms, he stated that the island had been divided
into zones before the war but that the sounding of the alarm was dis-
continued due to conflicting with the air raid warnings.
The proposed war memorial was discussed and Councilman Young
stated that it should be one entire project to beautify Butler Avenue,
put in curbs, plant flowers, etc., he suggested that it be kept on re-
cord until other projects are handled.
The Mayor stated that he had been to Atlanta and had con-
tacted the F. W. A. and also Mr. J. G. Attaway and also had talked
with Mr. Singleton and Mr. Drummond and he discussed with them how
to adjust the differences with Attaway. They stated that there was
about 2,900 feet of infiltration, that they had localized it and that
if Attaway would give them two men to work with their engineer, they
would try "and locate and correct the condition without cost to Atta-
way., Attaway agreed to replace with oast iron pipe all stations ex-
cept 3 and 6, Attaway would have Espy do the work, the, cost of the
First station was about 0500.00. Espy fixed all stations, the Mayor
stated that if they had not been fixed the cost for maintenance to the
Town would have been terrific. Councilman Young stated that some of
Attawa.y's work was entirely wrong. The Mayor stated that the manhole
bottom in the 12th Street station was wrong, Attaway agreed to fix
that. Mr. Singleton stated that when Attaway does that the job will
be completed. The Mayor stated that the bill presented by the J. G.
Attaway Company for stubbing amounting to 12,303.33 was submitted to
Mr. Kent who stated that the bill was o.k. for payment a.s the work
has been done, the Mayor informed Mr. Attaway that deductions would
have to be made on some of the stubs installed by Attaway as it was

necessary thrt the work be done over the amounted to 3326.03.

Openy for 3252.46. r. DPViS, the Town Engineer, was asked whet it
was for and he stated that it was for repairing the intersection pt
the eutomobile road and Campbell Stre0t, across from Hodges' Store,
that he informed the Mayor reletive to this at the time and was in-
otructed to hrve it done, the Espy Company claimed th-t it was nece-
ssary . Councilman young stated that Attpwey tore up this area when
he wrs working there.

The .property owners in the vicinity of 12th street and
Venetian Drive requested that a street light be placed in that

Councilman Young informed Council o° the very bad condi-

Carter's property on 2nd Street and moved that the Public Works
epr.rtment be instructed and authorized. to do the necessary Work

Councilman Walsh informed Council that he had been ap-
proached by several of the operators of the Chinese Ball Game who
had paid their business licenses and wanted a refund, Councilman
Young moved. that those that had paid 1t500.00 Licenses, that each
be given a refund of 3300.00 and the two operators that did not pay
be required. to pay .200.00 each, Councilman' Walsh seconded .and the
motion passed.

The matter of the .shafts used in the pumping stations
wearing out so.fa,st Pnd not being used ap:ain instead of being re-
paired was discussed, it 7AT7 d.ecided that several of the worn shafts
he sent into Savannah with the ViPW of having them repaired.

WHLREAS on Sunday, August 19th, 1945, two young women were

get ashore and were in serious danger of drownin;
AND WHEREAS their cries for -help were heard by Mr. Alexander
A. Lf-rence and ht2 brother-in-Tay, Captain A. Pratt Adathe, who Were
on the porch. of Mr. Ta=encels cottage at the time;
REAS Mr. Tawrence and Captain Adame immediately upOn
hearing the cries for helr rurhed down to the beaah and. into the water,
fully clothed, and clIceeeded after some effort and in spite of the
danger to themselves, in rescuing Said two young women;

RESOLUTION
!HEREAS Joseph S. OPfiero i. the owner of certain im-
proved real estate in the Town of Savannah Beach, and in pursuance
of its work in laying eewerage mains the Attaway Company, which
hf'd contracted with the municipality to lay the mains rnd provide
stubs so thst each property owner could connect with said sewerage
system, sai ttawry Com-.)rny negligently placed the stub beneath
the floor of the p:arage on the property owned by said Joseph S.
Cafiero so that it was impoesible for std. °after° to connect with
said eewer until another stub was placed;
AND WHEREAS, in accordance letth an ordinance, said Cafiero
has paid a stubbing chrrge of Fifty Dollars (0.flO) for said . de-

BE IT THEREFORE RESOLVED by the Yayor and Councilmen of
the Town of Savannah Beach, Tybee Island, fleorgin, in council
aesembied, that Twenty Dollars ($20.) of said stubbing charge
be refunded to said Joseph S.-Ca„fiero, and the Clerk-of Council

'HEREi,.S it cppenrs that the Estate of Fred H. Haar and
A. C. Carter arc the owners of certain pro,oerty within the limits
of the Town. of Savannah neach, which property is located et such
a distance from the nerrest point on the sewerage system that it
is impractical to provide sewerage facilities to the boundary line
of tvuoh property, an the cost thereof would be excessive compared
with the revenue which enAd Town would derive therefrom;
AND JHEREA p sewerr maintenance tax was levied on
said property for the year beginning May lst, 1944, whtch amounts
to Three Dollars and Seventy-five Cent' (0.75) for the Estate of
Fred H. Haar and One Dollar and Trenty-five Cents 31.2) for A.C.
Carton, P.rV9, Cf,. taxes have been paid under protest;
BE IT TH7REFORE RESOLVED by the Mayor nnd Councilmen of
the Town of Savannah 3eech, Tybee Island, Seorp7ia, in conncil
assembled, that sic amount of Three Dollars and Seventy-five Cents
(i3.7) be refunded to the Estate of Fred H. Haer and One Dollar and
Trenty-ftve Cents (i;1.25) to A. C. Cferter, for the reraon that said
Town does not desire to incur the expense necessary to construct •
sewerage facilities to said propert7; and the Clerk of Council and.

Councilman Young moved that the following Resolution be
adopted, Councilman Walsh seconded and the motion passed.
RESOLUTION
WHEREAS a most successful Children's Clinic has been
conducted in the Town Hall at Savannah Beach during the past
summer under the direction of Dr -. C. A. Henderson, Health Officer
for the Town of Savannah Beach, and Dr. Emerson Ham, Assistant
Health Officer, the results of which have been most beneficial
and healthful to the children who attended said Clinic;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, in Council
assembled, that the thanks and appreciation of the Town be ex-
tended to Drs. Henderson and Ham for their excellent work in con-
nection with said Clinic.
BE IT FURTHER RESOLVED that a copy of these resolutions
be spread upon the minutes of the Town of Savannah Beach, and
copies sent to Dr. Henderson and Dr. Ham.

October 11, 1945.
The regular meeting of Town Council was held at 8 :00 P.M.,
in the Council Room, and was attended by Mayor Dutton, who presided,
and Councilmen Walsh, Young, Hosti, Farrell, Slotin and by Town
Attorney Alexander; also a committee consisting of Mrs. Elizabeth
Patrieio, Mrs. Estelle McMillan and Mrs. Leonard Rebhan.
The ladies' committee stated that since the piano that
had been in the auditorium and was used by the different organi-
zations, has been sold by its owners and since it is necessary
that a piano be available, the committee representing the American
Legion Auxiliary, the Parent Teacher's Association and the Trinity
Methodist Church and American Legion; stated that they had gotten
together a portion of the amount necessary to purchase a second-
hand piano, which costs anywhere from $150. 0O to $350.00, and asked
that the Town contribute to the fund, the committee stated that it
was their intention that the piano belong to the Town. The ladies
were excused. Councilman Slotin moved that the Town contribute
$100.00 towards the purchasing of a piano provided the committee
raises the balance. Councilman Walsh seconded and the motion passed.
