The Local Highway Technical Assistance Council (LHTAC) provides an important linkage between Local Highway
Jurisdictions (LH1s) and the Idaho Transportation Department in the utilization of Federal -aid highway funds available to
the LHJs in Idaho. This letter includes the status listing of current and upcoming LHTAC projects for District 3.
LHTAC is committed to helping sponsors through the Federal -aid process and developing a successful project. We hope

Simco Road Safety Improvements, Sponsor: Mountain Home HD, Key #:22879
Description: This project will improve safety for all roadway users by redesigning the
alignment's horizontal and vertical curves, adding flashing LED curve warning signs, and
rehabilitation of the asphalt surface.
Status: This has been combined with KN 21981. The draft Plans, Specifications and Estimate
package is on file.

Simco Rd Rehabilitation, Sponsor: Mountain Home HD, Key #:21981
Description: This project will rehabilitate a 5 mile stretch of Simco Road. This is a rural asphalt
surface and a major collector in Elmore Co.
Status: The draft Plans, Specifications and Estimate (PS&E) package is on file.

Ola Hwy; Powerline Rd to 2nd Fork Rd, Sponsor: Gem County, Key #:20100
Description: The Ola Highway Improvement project is located near the unincorporated
community of Ola in Gem County and is anticipated to overlay two miles of existing pavement
and pave three miles of existing gravel road to keep paved roads good and also to pave a road
that exceeds the Averge Daily Traffic for a gravel type surface.
Status: The draft Plans, Specification and Estimate (PS&E) package is on file. Utility
coordination with Idaho Power continued.

Sand Hollow Rd; Oasis to BI Canyon, Sponsor: Payette County, Key #:20019
Description: This is phase 2 of the improvements on Sand Hollow Road. This phase is 4.7
miles (from Black Canyon Road to Oasis Road). The project includes rehabilitating asphalt
pavement (pavement repair and overlay) and upgrading guardrail at existing structures.
Status: This project design is complete. Currently the project is programmed for 2024
construction year.

Peckham Rd Intersections, Sponsor: Golden Gate HD, Key #:22101
Description: This project will reconstruct three intersection on Peckham Road at Travis Road,
Allendale Road and Van Slyke Road. Each intersection is substandard for truck turning
movements. The reconstruction will provide large turning radii to eliminate truck off -tracking and
reduce edge breakup. The intersection improvements will also allow trucks to maintain their own
travel lane while making turns.
Status: Draft PS&E Submittal was received on 7/16/2021. The project is experiencing delay
due to permitting requirements for the railroad crossing

Mission Street; Southern City Limits to Deinhard Lane, Sponsor: City of McCall,
Key #:20146
Description: The Mission Street Rehabilitation project is located in the City of McCaII in Valley
County and is anticipated to include the removal of the existing asphalt surface, widening of the
road section, verifying the structural integrity of the base and sub -base, new asphalt pavement,
striping, utility relocations and the installation of storm water conveyance and treatment systems
to improve the condition of the roadway. It is also anticipated to include the design of a multi -use
pathway adjacent to the roadway.
Status: The consultant has submitted the Design Study Report. The report has been reviewed
and is awaiting approval.

Peckham Road Rehabilitation, Sponsor: Golden Gate HD, Key #:13964
Description: The project will improve 3.75 miles of Peckham Road between US -95 and Notus
Rd. It includes curb, gutter and sidewalk in select locations within the city limits of Wilder and
Greenleaf..
Status: Draft PS&E Submittal was received on 7/16/2021. The project is experiencing delay
due to permitting requirements for the railroad crossing.

N 10th Ave ITS & Overlay, Sponsor: City of Caldwell, Key #:13905
Description: This project will overlay a one-half mile section of 10th Avenue in Downtown
Caldwell from the Railroad Overpass to 1-84 to replace the roadway surface that is in poor
condition. Install intelligent transportation system (ITS) components to connect signals and bring
pedestrian facilities to current standards.
Status: The consultant for this project has submitted the draft PS&E package. The project is
waiting for construction funding.

Old Hwy 30/Plymouth St Bridge Replacement, Sponsor: Canyon HD, Key #:13494
Description: This project will construct a new bridge at a new location. The existing bridge will
be left in place to serve pedestrians and bicyclists and provide connectivity for the City of
Caldwell's Greenbelt pathway. The project includes Three canal crossings and approximately
2200 feet of new approach roadway construction.
Status: Preliminary Design Plans are in development and the consultant is working on the
Environmental Document. Due to rising construction prices and funding concerns, this project
will likely be delayed while additional funding sources are explored. A supplemental agreement
was issued due to a change in the project and additional canal crossings.

Middleton & Ustick Roundabout, Sponsor: City of Caldwell, Key #:13487
Description: This project will improve a four-way stop at the Middleton Road and Ustick Road
Intersection by building a roundabout to help traffic flow and congestion.
Status: The project is in Final Design. The Right of Way acquisition is in progress by the
Sponsor.

Eastside Drive Bridge, Sponsor: Valley County, Key #:20230
Description: This project will reconstruct the deteriorated bridge and extend the length to push
the abutments beyond the channel limits in order to minimize potential for future scouring. The
bridge length would extend to approximately 120', meaning that the new abutments would
extend 16' beyond the exiting abutments.
Status: The draft Plan, Specifications, and Estimate (PS&E) has been submitted and review is
underway. Construction is scheduled for fiscal year 2024.

Cove Rd Bridge, Washington Co, Sponsor: Washington County, Key #:19129
Description: This project is for work to replace the 3 -span steel truss bridge on Cove Road
over the Weiser River with a 2 -span steel girder bridge, and raise the approach grades.
Status: The project consultant is preparing right-of-way and Final Design plans.

Ditto Cr & Reservoir Rd, Sponsor: Mountain Home HD, Key #:22405
Description: This project will be improving sections of the rural roadways by redesigning the
alignments horizontal and vertical curves to current geometric standards and will add a paved
surface to the roadway improving skid resistance.
Status: The project consultant is preparing Final Design plans and environmental
documentation.

Pine-Featherville Rd Rehab, Sponsor: Mountain Home HD, Key #:22889
Description: This project will rehabilitate the Pine-Featherville Road by using a RABS
(Recycled Asphalt Base Stabilization) or CRAB (Cement Recycled Asphalt Base) process in
conjunction with a new layer of plant mix asphalt.
Status: The consultant is currently working on the Concept Report.

Pine-Featherville Rd Rehab, Mt Home HD, Sponsor: Mountain Home HD, Key
#:22606
Description: This project will rehabilitate the roadway surface with the use of CRABS(Cement
Recycled Asphalt Base Stabilization) process. The paved roadway currently varies between 22
feet and 26 feet wide with approximately 1 foot gravel shoulder on both sides of the road. The
new design would maintain 26 feet of pavement with 2 foot gravel shoulders. The project will
also include the replacement of one set of culverts at Dog Creek with a clear span bridge.
Status: The consultant is currently working on the Concept Report.

Int 3rd Ave N & W Industrial Rd, Sponsor: City of Nampa, Key #:22103
Description: This project will install a new signalized intersection approximately one quarter
mile south of the existing Franklin Blvd. and Industrial Rd. intersection in the City of Nampa.
Status: The Concept Report was approved on June 30, 2021. The next phase of work to begin
once funding becomes available after July 2022 when the Freight Program Plan is approved.

Franklin Blvd & Karcher Rd Int, Sponsor: City of Nampa, Key #:22102
Description: This project will construct a dual lane offset roundabout at Franklin Blvd. and
Karcher Rd. in the City of Nampa. The project includes right-of-way, curb and gutter, sidewalk,
lighting, pedestrian ramps and lane widening.
Status: The Final Design Review has been completed and the next agreement has been
executed to complete the project to Plans, Specification and Estimate submittal.

Cherry Ln; Franklin Blvd to 11th Ave N, Sponsor: City of Nampa, Key #:22017
Description: This project will rebuild Cherry Lane from 11th Ave North to Franklin Boulevard.
Status: The consultant is currently developing Preliminary Design Plans and working on the
Environmental Document.

Midway Rd; Karcher to Caldwell Blvd, Sponsor: Canyon HD, Key #:22016
Description: This project will rehabilitate pavement and construct shared -use shoulders on
Midway Road between SH-55(Karcher Road) and I-84B(Caldwell Boulevard) in Canyon County.
Status: The Environmental documents were approved on September 2, 2021. Preliminary plan
review has been completed. Awaiting design approval which is anticipated in April 2022.

E Lake Fk Rd; E Lake Fk Cr Br To Sh55, Sponsor: Valley County, Key #:20242
Description: This is a rehabilitation project of 0.55 mile long on East Lake Fork Road between
Lake Fork Creek Bridge and the intersection with SH 55. This project is expected to widen the
roadway and lessen the vertical grade near the SH-55 intersection to bring it into compliance
with current standards. Additional improvements will include replacing deteriorated culverts at
an irrigation canal crossing, acquiring right-of-way, and mitigating impacts to wetlands adjacent
to the roadway.
Status: The project kickoff has been schedule for April 1, 2022.

Old Hwy 30; Old Oregon Trail Rd To E 54th S St, Sponsor: Mountain Home HD,
Key #:20182
Description: The Old HWY 30; Old Oregon Trail Road to E 54th Street project will pulverize the
existing surface to construct a 1 foot Cement Recycle Asphalt Base (CRAB) layer and a new
asphalt overlay. Additionally, guardrail along the southbound lane, will be replaced to improve
safety for all roadway users near the intersection with Old HWY 30.
Status: Contract completion date was 12/31/2019 and delivery of substantial completion was
11/7/2019. The project is not scheduled for construction obligation until FY2024 (October 2023).
This design for the project has been completed and is on the shelf awaiting funding obligation.

Old Hwy 30; Goodson to Oasis, Sponsor: Canyon HD, Key #:19951
Description: The project will rehabilitate approximately 3.4 miles of Old Highway 30, a major
rural collector serving northern Canyon County, as well as southern Payette and Gem Counties.
This is the final phase of rehabilitating Old Highway 30 from the vicinity of Caldwell to Payette
County.
Status: The consultant is working on final permits and Plan, Specification, and Estimate (PS&E)
submittal to obligate funds.

FY22 Stoddard Pathway, Sponsor: City of Nampa, Key #:22944
Description: The Stoddard pathway(Sherman Avenue to 2nd Street South) project is an
extension of the pathway adding approximately 0.3 miles to the paved trail.
Status: ThepProject Consultant is currently working on Final Permits and Plan, Specifications,
and Estimate (PS&E) Submittal.

Recreational Roads Signing, Sponsor: Valley County, Key #:22406
Description: The scope of the Recreational Roads Signing & Delineation Safety Improvements
project, located in Valley County, will be accomplished by providing extra signage to help drivers
safely navigate the roadways and increase driver awareness of corners at various locations
along recreational roads within Valley County.
Status: LHTAC is working on Project Development for this project.

Montana Ave; Ped Impry & Widening, Sponsor: City of Caldwell, Key #:22018
Description: This project will construct sidewalk from Syringa Middle School to Spruce Street
on the West Side of Montana Avenue in the City of Caldwell. The project includes pedestrian
crossing and rectangular rapid flashing beacon crossing at the Alder Street and Spruce Street
intersections across Montana Avenue.
Status: The consultant is currently developing Preliminary Design Plans and working on the
Environmental Document.

Desert Canyon Trail BikePed, Sponsor: City of Mountain Home, Key #:18827
Description: This project will construct sidewalks, bicycle lockers, shelters, benches, drinking
fountains, lighting, and information boards on the Desert Canyon Trail in Mountain Home.
Status: The City of Mountain Home continues working on a revised Plan, Specifications, and
Estimate (PS&E) Submittal so that this project can be re -advertised.

Rail with Trail Pathway, Sponsor: City of Meridian, Key #:13918
Description: This project constructs a multi -use pathway either along or parallel to the railroad
tracks for one-half mile near Downtown Meridian. City of Meridian is completing design with
local funds.
Status: The Right -of -Way acquisition for this project is being done by the City of Meridian.

Stoddard Path Ext, PH 2, Sponsor: City of Nampa, Key #:22070
Description: The purpose of this project is to extend the Stoddard Pathway from Amity Avenue
to Sherman Avenue. The Stoddard City Pathway (Amity to Sherman) extension will provide a
safe route to Sherman Elementary. Students and pathway users will be able to utilize an
existing crosswalk with a Rapid Flashing Beacon at the Amity Avenue crossing. The project will
also tie into the proposed Stoddard City Pathway (Iowa to Amity), creating approximately 2 and
% miles of continuous trail.
Status: This project is currently in construction and approximately 90% complete. The
anticipated completion date is Spring 2022

Stoddard Path Ext PH 1, Sponsor: City of Nampa, Key #:22050
Description: The Stoddard City Pathway (Iowa to Amity) project is an extension of the existing
Stoddard Pathway located in Nampa, Canyon County. The current Stoddard Pathway is
approximately 2 -miles and connects neighborhoods to parks and schools in southeast Nampa.
This extension would add approximately mile to the paved trail starting at Iowa Avenue and
ending at Amity Avenue.
Status: This project is currently in construction and approximately 90% complete. The
anticipated completion date is Spring 2022

North Fork Boulder Creek Bridge, Sponsor: Owyhee County, Key #:22594
Description: This project will replace the bridge over the North Fork Boulder Creek on Flint
Creek Road (ITD Bridge Key 28270) in Owyhee County. This bridge replacement is part of a
Competitive Highway Bridge Program grant and is bundled with seven bridges in southern
Idaho. The new bridge will be a single -span prefabricated steel girder bridge with GRS-IBS
abutments.
Status: The construction contract was awarded on March 24, 2022.

S. 4th Ave, Indian Creek Bridge, Sponsor: City of Caldwell, Key #:22593
Description: This project will replace the S. 4th Avenue bridge (ITD Bridge Key 27590) over
Indian Creek in Caldwell. This bridge replacement is part of a Competitive Highway Bridge
Program grant and is bundled with seven bridges in southern Idaho. The new bridge will be
single -span and constructed with prestressed voided slabs.
Status: Pre -Construction, The construction contract was awarded on March 24, 2022.

Bike/Ped Br Over Boise River, Sponsor: City of Eagle, Key #:20841
Description: This project will design and construct a bicycle and pedestrian bridge over the
north channel of the Boise River adjacent to the SH-55 (Eagle Rd.) Bridge. The bicycle and
pedestrian bridge will provide a critical link between the Boise River Greenbelt, planned
pathways, and a rapidly growing residential and commercial core area in the City of Eagle.
Status: The project was awarded and construction is anticipated to start Summer 2022

South Johns Ave, Sponsor: City of Emmett, Key #:22948
Description: This project will construct the pedestrian/bicycle mobility components as part of
the larger companion project for S. Johns Ave Reconstruction project- 4th to 12th Street.
Status: This project is currently at substantial completion. Outstanding items are being
addressed by the contractor. The Construction Engineering and Inspection (CE&I) Consultant is
currently working on Project Closeout.
