HomeMy Public PortalAboutPC Resolution 2014-05-03 Approval of the Willows-Final Planned Development Plan (FPDP) and the Preliminary Plat Filings No. 1, 2, 3 and 4 Planning Area 2W.1 Grand Park Development District FRASER PLANNING COMMISSION RESOLUTION NO. 2014-05-03 A RESOLUTION RECOMMENDING APPROVAL OF THE WILLOWS - FINAL PLANNED DEVELOPMENT PLAN (FPDP)AND THE PRELIMINARY PLAT FILINGS NO. 1, 2, 3, AND 4 PLANNING AREA 2W.1 GRAND PARK PLANNED DEVELOPMENT DISTRICT, LOCATED IN SECTION 29, TOWNSHIP 1 SOUTH, RANGE 75 WEST OF THE 6T" PM, TOWN OF FRASER, GRAND COUNTY, COLORADO At the regular meeting of the Fraser Planning Commission held on May 14, 2014, Grand Park Development LLC, requested a recommendation of approval for a Final Planned Development Plan (FPDP) and Preliminary Plats Filing No. 1, 2, 3, and 4 for The Willows, Planning Area 2W.1; and WHEREAS, Grand Park Development LLC is the current owner of Planning Area 2W.1; and WHEREAS, Grand Park Development LLC is requesting FPDP and preliminary plat approval which would create70 homesites to be platted and constructed in four phases; and WHEREAS, Staff has determined that this application is in compliance with the subdivision and zoning regulations of the Town of Fraser. NOW THEREFORE BE IT RESOLVED that the Fraser Planning Commission has voted to recommend approval of The Willows — FPDP and Preliminary Plat Filings No. 1, 2, 3 and 4 with the following conditions to be met with any additional Willows submittal: 1. Phasing on the FPDP doesn't match the phasing and Filing No.'s on the preliminary plats. Revise accordingly. 2. Clarify legend on the FPDP. 3. Clarify setbacks and label on FPDP and all plats. 4. The Town of Fraser Standards require a 5' sidewalk on at least one side of the street in residence subdivisions unless a variance is granted. 5. Clarify plat notes 6, 8, 9, 11, 12 per staff and Engineer memo. 6. Delete Planning Commission certificate on FPDP and plats. 7. On-site and off-site snow storage locations need to be finalized and dedicated on plat or by separate agreement. 8. Add Mountain Park Electric plat language per MPEI email dated May 1, 2014. 9. Address the dead-end pipes in the proposed cul-de-sacs along roads "B", "C", and "D." The Brown and Caldwell review memo dated May 2, 2014, recommends looping the proposed piping in accordance with the Fraser Municipal Code 14-3-260 (a) (3). 10. Finalize the timing and development schedule for the phasing and completion of improvements, including Old Victory Road. 11. All final plat requirements be met. 12. All legal documentation is subject to the review and approval of the Town Attorney. 13. All engineering documentation is subject to the review and approval of the Town Engineer. 14. All preliminary plat sheets have the Section listed as 28 and it should be 29. Revise accordingly. 15. Address review agency comments. 16. A party wall agreement must be submitted in conjunction with any final plat submittal. 17. Clarify the average density number on the FPDP to reflect numbers of units/land area within this portion of Planning Area 2W. 18. Provide additional sewer easements as necessary.
