HomeMy Public PortalAbout02-23-23 CouncilFEBRUARY 23, 2023 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, February 23, 2023 in the Council Chambers of the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Cormcilmeniber Vincent Bellino " Dennis DiMascio Ajmar Johal Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Couneilmember Jorge Diaz. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2023 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Krum and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of February 2, 2023 were approved as transcribed and engrossed by the Clerk. COUNCIL MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES FEBRUARY 23, 2023 (continued) ORDINANCE #23-4 was introduced and adopted on First Reading ORDINANCE #23-4 and the Clerk authorized and directed to advertise same for Public ACQUSPTION Hearing, upon MMS&C, by Councilmembers DiMascio and Bellino. ORDINANCE — Upon individual roll call vote, Councilmembers Bellino, DiMascio, PERSHING AVE. Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. ORDINANCE #23-4 "AN ORDINANCE AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET FOR PUBLIC PURPOSES" MAYOR REIMAN Mayor Reiman said Ordinance #23-4 was with regard to the parcel on Pershing Avenue, next to the OEM building, federal grant funds used for expansion of a new OEM building. ORDINANCE #23-2 The Municipal Clerk stated that Ordinance #23-2 was introduced and ACQUISITION adopted on First Reading on February 2, 2023. It was duly published ORDINANCE — in the Home News Tribune on February 7, 2023 with notice that it will AMENDS #21-3 be considered for final passage after Public Hearing to be held on February 23, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS&C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Krum and Naples and unanimous affirmative vote of the five (5) Councilmembers present. REIMAN Advertised as Finally Adopted: FEBRUARY 28, 2023 The Municipal Clerk stated that Ordinance #23-3 was introduced and adopted on First Reading on February 2, 2023. ADOPTED ORDINANCE #23-3 FULLY FUNDED ORDINANCE PUBLIC HEARING HEARING CLOSED 3 FEBRUARY 23, 2023 (continued) Upon MMS&C, by Councilmembers Bellino and Krum ORDINANCE #23-3 "AN ORDINANCE APPROPRIATING $1,500,000 FOR IMPROVEMENTS TO VETERAN'S PIER AT WATERFRONT PARK, CONSISTING OF A GRANT FROM THE MIDDLESEX COUNTY OPEN SPACE, RECREATION AND FARMLAND AND HISTORIC PRESERVATION TRUST FUND IN TFIE AMOUNT OF $1,500,000" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. REIMAN Advertised as Finally Adopted: FEBRUARY 28, 2023 A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council, Upon MMS&C, by Councilmembers Krum and DiMascio AGENDA ITEMS and unanimous affirmative vote of the five (5) Councilmembers & NEW BUSINESS present, the meeting was opened for public input on all Resolutions/Agenda items and new business. ABEL LUNA Abel Luna asked about distribution of waste food. Mayor Reiman asked Mr. Luna if he had an actual business and would be picking up food so that it doesn't wind up in the landfill to give to people who are in need like some restaurants do in New York City. Mr. Abel said it was restaurant consignment. Mayor Reiman asked if he would be operating as a business or just wanted to facilitate a discussion. Mayor Reiman told Mr. Abel to give his information to the Municipal Clerk so that someone from his office could get him in touch with the Borough Health and Human Services Department. Upon MMS&C, by Councilmembers Krum and Naples, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. Board of Health— January 2023 Upon MMS&C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. Mayor Reiman said he wanted to add Ordinance #23-5, Amending the MAYOR REIMAN Code, regarding parking on Virginia Avenue. He explained that it would be restricted parking on the northern section on Virginia Avenue from Post Blvd. to the dead end heading west during school hours. He said it would allow three (3) handicapped parking spaces up to 150 feet off Post Blvd. and further restrict the southern side of Virginia Avenue to 90 minute parking or residential parking during school hours. He asked for a Motion to Adopt on I" Reading. AGENDA AMENDED Upon MMS&C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the agenda was Amended to include Ordinance #23-5. ORDINANCE #23-5 ORDINANCE #23-5 was introduced and adopted on First Reading AMENDING and the Clerk authorized and directed to advertise same for Public CHAPTER 254 Hearing, upon MMS&C, by Councilmembers Bellino and Krum. LIMITED TIME Upon individual roll call vote, Councilmembers Bellino, DiMascio, PARKING Johal, Krum and Naples voted in the affirmative. Councilmember VIRGINIA AVENUE Diaz was noted absent.
