Motion by Nielsen second by Lindaman to approve the agenda. All ayes, carried. Motion by Nielsen second by Meints to approve the minute of the December meeting. All ayes, carried. Motion by Lindaman second by Meints to approve the treasurer’s report for December. All ayes, carried. Motion by Nielsen second by Van Heiden to approve the following bills for payment. Motion by James second by Van Heiden to approve the hiring of Larry Hess for the Memorial Building custodian. Salary to be set at $7.50/hour. All ayes, carried. Motion by Lindaman second by Nielsen to leave the monthly rate for garbage at $10.00. The new ordinance will allow for 2 bags of garbage per week with the weight of each bag not to exceed 40lbs, any additional bags must have a tag purchased from the City at a cost of $2.00. All ayes, carried. Mayor Fox appointed Councilman Meints to the Library fund raising committee. Gary Sindalar reported on the industrial park project. City Council has requested a meeting with the owner of Rampart Corporation. Motion by Lindaman second by Meints to approve the liquor license for the Wellsburg Tap. All ayes, carried. Motion by Nielsen second by James to deny the request from DOT to place a “NO SERVICES” sign on Hwy 20. All ayes, carried. Motion by Meints second by Nielsen to approve budget requests for Operation Threshold and Chemical Dependency. All ayes, carried. Motion by Lindaman second by Van Heiden to approve the following paid holidays for city employees: New Years Day, Memorial Day, the Wednesday of Wellsburg Daze, July 4th, Labor Day, Veterans Day, Thanksgiving Day and the Friday after, Christmas Day, One floating holiday to be used either on employees’ birthday or the day before or after Christmas. If the holiday falls on a weekend the employee can either take Friday or Monday off. All ayes, carried. Motion by Lindaman second by Meints to approve the payment of back IPERS pay for Diane Babcock and Kathy Penning. The error was found during an audit completed by IPERS. All ayes, carried. City Clerk to have City Attorney draw up an ordinance changing the council meeting time to 7:00 p.m. The Mayor set the following committees: Building and Finance, Steve Nielsen and Gary James; Police and Fire, Steve Nielsen and Warren Lindaman; Streets and Alleys, Vincel Meints and Lance Van Heiden; Parks and Pool, Vincel Meints and Gary James; Garbage and Landfill, Warren Lindaman and Lance Van Heiden; Water and Wastewater, full Council and Mayor. Steve Nielsen will serve as Mayor Pro-tem. Motion by Lindaman second by Van Heiden to adjourn.
