RESOLUTION WHEREAS a most successful Children's Clinic has been conducted in the Town Hall at Savannah Beach during the past summer under the direction of Dr -. C. A. Henderson, Health Officer for the Town of Savannah Beach, and Dr. Emerson Ham, Assistant Health Officer, the results of which have been most beneficial and healthful to the children who attended said Clinic; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, that the thanks and appreciation of the Town be ex- tended to Drs. Henderson and Ham for their excellent work in con- nection with said Clinic. BE IT FURTHER RESOLVED that a copy of these resolutions be spread upon the minutes of the Town of Savannah Beach, and copies sent to Dr. Henderson and Dr. Ham. There being no further business Co ucil adjourned subject to the call of the Mayor. 41,14. Cl e -. of ouncil Savannah Beach Tybee Island, Ga. October 11, 1945. The regular meeting of Town Council was held at 8 :00 P.M., in the Council Room, and was attended by Mayor Dutton, who presided, and Councilmen Walsh, Young, Hosti, Farrell, Slotin and by Town Attorney Alexander; also a committee consisting of Mrs. Elizabeth Patrieio, Mrs. Estelle McMillan and Mrs. Leonard Rebhan. The ladies' committee stated that since the piano that had been in the auditorium and was used by the different organi- zations, has been sold by its owners and since it is necessary that a piano be available, the committee representing the American Legion Auxiliary, the Parent Teacher's Association and the Trinity Methodist Church and American Legion; stated that they had gotten together a portion of the amount necessary to purchase a second- hand piano, which costs anywhere from $150. 0O to $350.00, and asked that the Town contribute to the fund, the committee stated that it was their intention that the piano belong to the Town. The ladies were excused. Councilman Slotin moved that the Town contribute $100.00 towards the purchasing of a piano provided the committee raises the balance. Councilman Walsh seconded and the motion passed. 1 1 The minutes of the meeting of September 12th were read and adopted. Town Engineer Davis presented maps and plans of the proposed storm sewer and streets totaling 337,000.00. The Mayor informed Council that the Espy Paving Com- pany was on the job in connection with the sewerage system and were doing good work, also that Mr. Singleton was down, who stated that they expect to have the pumps in by December let and by the first of the year to have the system completed. The Mayor presented a blue print of the new sub -divi- sion created by the purchasers of the Smart Lots on Butler Ave. between 6th and 7th Streets. Councilman Walsh moved that it be adopted, Councilman Hosti seconded. The Mayor informed Council that when in Atlanta re- cently he had contacted the Federal Works Agency and Wiedeman and Singleton relative to Post -War Projects, he was informed that the Town would get help when the Towns' plans were pre- sented, that the Federal Government had put money aside for municipalities to have plans prepared, if the plans are accepted the cost is added to the project, if not they will pay the cost of preparing the plans, he suggested that if the Town can get the money from the government to cover Mr: Davis' salary, it should be done., Councilman Siotin stated that Mr. Davis should go 'and discuss the Poet -War Plans with these engineers, but rec- commended that the Mayor go, if he can't, then send Mr. Davis and moved that a trip to Atlanta be authorized to contact the proper parties and ascertain how to go about,getting post -war projects started, Councilman Walsh seconded and the motion passed. The Mayor informed Council that..a road roller and a bull dozer is listed among the war surplus materials in Atlanta and that whoever goes to Atlanta should check upon them. The Mayor informed Council that he had had several requests for the refunds authorized on the Chinese Ball Games and which have not been' refunded as yet, Councilman Walsh stated that he would notify the Chief of Police to collect the amounts due for the two Chinese ball games that were not paid when they were discontinued, Councilman Siotin called attention to the bill of the Chicago Pump Company which included among other things, 12 shafts, costing $288.00, the total of the bill being 0409.96, parts for use on the pumping stations of the sewerage system and asked what is it that is causing these shafts to wear out so fast. Councilman Walsh moved that bills for.materials for the month of September amounting to 01267.54 be paid. Councilman Young seconded and the motion passed. 160 Councilman Slotin read the Auditor's Report submitted by C. H. Moats and stated that it was not the way he wanted it T. as it was hard to understand. An item for $3.69 covering taxes for the year 1934‘ against the Estate of G. T. Knox was on motion made by Councilman Young that it-be-charged off, Councilman Hosti seconded and the motion passed. Councilman Slotin stated that the bill submitted by A. P. Solomon, Jr. for the work in the office being fitted out for the doctor amounting to $76.43 was too high, Mr. Solomon submitted-to him an estimate of $90.00 which also included the building of a cabinet, he telephoned Mr. Solomon relative to the bill for $76.43 and was informed by Mr. Solomon that if he was not satisfied then he could authorize what he felt would be a fair charge. It was decided to have Mr. Kent check with Mr. Solomon and have the bill itemized. Councilman Farrell stated that no repairs had been made on the trucks as yet. Councilman Hosti brought up the matter of the salary paid to the school bus driver who now gets $70.00 per month but wants it raised to $80.00. It was decided that this was not the responsibility of the Town but that Mr. Alexander would call on Mr. Dunn relative to this. The Mayor stated that Councilman Hosti had-been auth- orized to employ Mr. Murray Rosen as a policeman and asked if we need the additional policeman at this time. Town Attorney Alexander stated that relative to the sale of Alley # 1 to Mr. A. J. Ryan, Jr. that he would have to y , go into Court to clear it. Councilman Walsh stated that in conference with the City Engineer of Savannah relative to fees collected for survey -. ing lots, the property owner pays $10.00 per lot and the money goes into the City Treasury. Mr. Dutton stated that Mr. Davis signing his name as Town Engineer is wrong, Councilman Slotin asked if we need a Town Engineer, Councilman Young stated that we do not, Councilman Slotin stated that we should give him notice that'we don't need a Town Engineer, Mayor Dutton requested them to consider this and report back at the next meeting. Councilman Young stated that a new pump is necessary to service the pumping stations in the sewerage system, as the cen- trifugal pumps used at the present time are not adequate, the type of pump needed would cost around $700.00. Councilman Slotin stated that he didn't think it should be purchased at this time, but that bids be gotten from 3 different sellers and also that the war surplus list should be checked. 1 1 1 Councilman Young stated that all equipment for the sewerage system should be kept in a building that should be erected for that purpose at the treatment plant site. Councilman Young stated that several of the pumping stations will have to be rewired as conduit was used in place of lead cable that the cost to correct this would be $60.00 per station, this should be done at once as in their present condi- tion they are dangerous, he believed that all the pumping stations can be made water tight by rearranging the plates in the stations. The two small houses in the public park, owned by the Town, were discussed and on motion of Councilman Slotin that both houses and the plat of land on which they are located, based on a survey to be made by Mr. Davis, be sold, seconded by Councilman Walsh and the motion passed. Councilman Slotin moved that the next regular meetings of Council be held at 5 :00 P.M., Councilman Walsh seconded and the motion passed. Councilman-Walsh moved that the following Ordinance be adopted, Councilman Hosti seconded and the motion passed. AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO REQUIRE THE OWNERS OF PROPERTY IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, TO CONNECT PLUMBING FIXTURES ON THEIR PROPERTY WITH THE SANITARY SEWERAGE SYSTEM NOT LATER THAN APRIL 30th, 1945, AND TO PROVIDE THAT SAID FIXTURES SHALL BE CONNECTED WHEN PROPERTY OWNERS ARE NOTIFIED BY THE PLUMBING INSPECTOR THAT SAID FIXTURES ARE UNSANITARY, AND TO PROVIDE A PENALTY FOR THE FAILURE TO DO S0, AND FOR OTHER PURPOSESn. SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah each, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by the authority of the same . that an ordinance adopted by said Mayor and Councilmen entitled nAn Ordinance to Require the. Owners of Property in the Town of Savannah Beach, Tybee Island, Georgia, to connect plumbing fix- tures on their property with the sanitary sewerage system not later than April 30th, 1945, and to provide that said fixtures shall be connected immediately when property owners are notified by the plumbing inspector that said fixtures are unsanitary, and to provide a penalty for the failure to do so, and for other pur- poses", be and the same is hereby, amended by striking therefrom the phrase non or before the first (1st) day of January,. 19460 and inserting in lieu thereof the phrase non the thirtieth (30th) day of April, 1946n, so that said section shall read as follows: - "SECTION 1. Be it ordained by the Mayor.and Councilmen of the Town of Savannah Beach,-Tybee Island, Georgia, in council assembled, and it is hereby ordained by authority of the same, 162 that all owners of real property within the limits of said Town shall, on or before the thirtieth (30th) day of April, 1946, connect, or cause to be connected, all plumbing fixtures located on the real estate owned by him or them with the sanitary sewerage system in said Town; provided that this requirement shall not ap- ply to outside showers or hydrants on said property." SECTION 2. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. There being no further business council adjourned subject to the call of the Mayor. Mayor, Savannah Beach, Tybee Island, Ga. November 15, 1945. The regular meeting of Council was held today at 5 :00 P.M. in the Town Hall and was attended by Mayor Dutton, who pre- sided, and Councilmen Walsh, Young, Farrell, Hosti, Lovell and Slotin. The minutes of the meeting of October llth were read and approved. The Mayor informed Council that he spent two days in Washington in connection with the proposed sale of FortScreven and had contacted Senators George and Russell and Congressman Peterson, and endeavored to get the appraised price reduced, the Town has priority to purchase at the appraised value of $198,051.00 but was not approved as there still remains one building that was not included, he would recommend that the Town purchase it for the appraised price, if financial arrange- ments can be made, as he believed the town could make some money on a reaale, also that the Town should take the reserva- tion into the corporate limits, Councilman Hosti asked if the Town could buy it at 50% of the appraised value, he was informed that it could not, the Mayor stated that the Town does not have to send a binder along with the bid, but that there might be some expense of maintaining personnel at the reservation until the property is disposed of, that the appraised value is for the physical property and the land, Councilman Siotin asked if the Town had $200,000.00 would they buy it, the opinion was that they would, how would it be financed since the Town doesn't have the money, the Mayor stated that it could be financed through private interests rather than the R.F.C., Councilman Siotin stated that he didn't feel that the Town can do it, it should be turned over to some syndicate, the Town doesn't have sufficient manpower to handle it, after some discussion Councilman Young moved that
