Stewart, N.ARESOLUTION NO. 2001-40 A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE ATTACHED AGREEMENT ON BEHALF OF THE VILLAGE WITH ROBERT D. STEWART, M.A., ARCHAEOLOGIST, TO PROVIDE PHASE I ARCHAEOLOGICAL TESTING AND MONITORING OF THE KEY BISCAYNE CIVIC CENTER PROPERTY, PROVIDING FOR AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY BISCAYNE AS FOLLOWS: Section 1. That the Village Manager is hereby authorized to execute the attached Agreement, on behalf of the Village, with Robert D. Stewart, M.A., Archaeologist. Section 2. Robert D. Stewart, M.A., Archaeologist, will perform Phase I Archaeological testing and Monitoring of the Key Biscayne Civic Center property. Section 3. ALVAREZ, CMC, VILLAGE CLER APPROVED AS TO FORM AND LEGAL SUFFICIENCY: RICHARD JAY WEISS, VILLAGE ATTORNEY Proposal for archaeological consulting at the Key Biscayne Civic Center This is a proposal to perform Phase I archaeological testing and monitoring of the Key Biscayne Civic Center property. The property is located between Crandon Blvd., and Fernwood Road and between West McIntyre Street and West Enid Drive. The scope of services is to include; subsurface archaeological testing of the property, analysis and interpretation of any recovered artifacts, a letter informing the Dade County Archaeologist that the requirement for a Phase I survey have been met, an archaeological survey form will be filed with the Florida Master Site File Office, a report detailing the survey and findings and monitoring during ground disturbing construction activity. All work performed will be in accordance with applicable state and county regulations and requirements as well as conform to standard professional practice and procedures. In the event that unmarked human graves or significant archaeological resources are located on the property, the appropriate officials will be notified. This contingency is beyond the scope of services for this proposal and state and county officials may require additional work be performed. Work on this project will begin immediately upon receipt of a signed agreement. Phase I fieldwork is expected to take two days, at which time a letter informing the county archaeologist of compliance with the Phase I requirement will be sent. A report describing the survey and findings will be completed within 15 days of a signed agreement. Artifacts collected during this survey will be returned to the Village of Key Biscayne. The cost of the Phase I survey is $900.00. An archaeologist must be present during ground disturbing activities. Monitoring is billed at $32.00 per hour and may begin as needed once a signed agreement is reached. In addition to scheduled work at the site, a monitor will be available at anytime provided 24 -hour advance notice is given. Representatives from the Village of Key Biscayne and James A. Cummings, Inc. have estimated these activities will take 10 days to complete. A final report describing the monitoring results is expected to take 8 hours. The cost of this proposal is therefore $2816.00. The total cost of this contract is $3,716.00 which Phase 1 and 88 hours of monitoring. Additional services beyond the estimated 88 hours of monitoring will be billed hourly at $32.00. Assists the Cultural Resource Management Specialist with all aspects of terrestrial and submerged archaeological activities. Including budget planning, project design, archival research, fieldwork, artifact analysis and conservation, report preparation, and contributing to management decisions. Fieldwork experience includes investigating underwater magnetic anomalies, site inspection and evaluation. Duties also included site documentation utilizing maps, photographs, drawing and narrative descriptions. 1994-2000 Project Archaeologist, Janus Research, St. Petersburg, Florida. Primary tasks are the planning and implementation of archaeological surveys and excavation. This includes Phase I, II and III as well as monitoring of sites during construction activities. Preparatory responsibilities include the formulation of research design, designation of prrkability zones and determining personnel requirements. Responsibilities in the field include direct supervision of field archaeologists, site documentation (creating site maps, completing artifact and feature forms). Post fieldwork activities involve assisting the Principle Investigator in report preparation, National Register Nominations as well as artifact analysis and curation. Public outreach and coordination with private sector and government representatives is also a regular aspect of this position 1996 Field Director at the Little Salt Spring Underwater Archaeological Research Facility. Responsibilities include instructing students in archaeological field methods, directing and supervising fieldwork involving of up to ten students and volunteers. Supervising dive operations in the absence of the University of -Miami Diving Safety Officer. Primary research at the site is excavation of Archaic and Paleo-Indian period strata.
