SPECIAL SESSION
TUESDAY, DECEMBER 2, 1997 6:30 P.M.
CITY HALL
The Greencastle Common Council met in Special Session, Tuesday, December 2, 1997, 6:30
p.m. at City Hall. Mayor Michael called the meeting to order. On the Roll Call, the following
were found to be present: Councilor Roach, Councilor Hammer, Councilor Green, Councilor
Baynard and Councilor Masten. Also present: City Attorney John Zeiner, Assistant Chief Paul
Wilson, Sonny Wood and Park Director Kathy Staton.
Resolution 1997 -38, A Resolution Authorizing Additional Appropriation, was read by Mayor
Michael. Motion to approve made by Councilor Masten, seconded by Councilor Hammer. Vote
was unanimous.
Resolution 1997 -39 A Resolution Appropriating Reimbursement to Appropriation 401001363,
Resurface Streets and Appropriation 204001292 - Concession Supplies in the Park and
Recreation Budget, was read by Mayor Michael. Motion to approve made by Councilor
• Hammer, seconded by Councilor Green. Vote was unanimous.
Resolution 1997 -40, A Resolution Authorizing Additional Appropriation, was read by Mayor
Michael. Motion to approve made by Councilor Masten, seconded by Councilor Roach. Vote
was unammous.
Mayor Michael stated that she and Councilor Masten attended the Cemetery Board meeting
today to discuss the purchase of a 3/4 ton pick up truck for the Cemetery. A Resolution will be
brought to the December 9, 1997 Council meeting allowing the Cemetery Board to purchase the
truck with 58,000.00 out of their non - reverting fund for 1998 and the City will budget 54,000.00
in the 1999 and 2000 budgets with the non - reverting fund assuming payment for anything above
the $4000.00 for each of those years.
Councilor Masten discussed cost estimates of approximately $20,000.00 for renovating the old
jail for use as a police department. Sonny Wood stated that he sees potential in the jail site and
it could be workable with renovations. This will be on the agenda for the December 9 meeting.
Assistant Chief Paul Wilson discussed a grant for a new police officer. This grant is similar to
the Fast Cops grant the City is now receiving. The federal government will pay 75% for three
years. Assistant Chief Wilson stated that the grant can be used for 1999 or 2000. CT Jones
stated that we would have to budget for another officer and the Council has to be committed to
• hiring a 14th police officer.
Park Director Kathy Staton discussed the sports park and the possibility of this being part of the
City Park Department. Ms. Staton stated that there is currently a Hometown Indiana grant
available for up to $400,000.00 with a dollar for dollar match. The land value can be used to
count towards the City match and any volunteer work done can also be used toward the City
match. Council, by consensus, told Director Staton to move forward with the Masten Plan
including the sports park, but more discussion is needed.

Street Commissioner Jim Wright presented Council with a draft for 1998 street resurfacing and
estimates. Commissioner Wright will prioritize this list before the December 9th meeting.
Discussion on the federal aid project for 5th Street and I Oth Street consensus is to move
forward with the widening and fixing of Indianapolis Road from 5th to 10th Street.
Motion to adjourn made by Councilor Hammer, seconded by Councilor Green. Vote was
unanimous.
