The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting March 23, 2023, was held
Thursday, March 2, 2023, at approximately 6:00 p.m. remotely, via
telephone call -in.
The following were noted present:
ROLL CALL
Mayor Daniel J. Reiman
Councilmember Jorge Diaz
" Dennis DiMascio
" Ajmar Johal
" Randy Krum
" Susan Naples
Also noted present was Robert J. Bergen, Esq., Law Director.
Noted absent were Councibnember Vincent Bellino and Municipal NOTED ABSENT
Clerk, Carmela Pogorzelski.
PRAYER, PLEDGE
The meeting was opened with a moment of silent prayer and the OF ALLEGIANCE
Pledge of Allegiance led by Councilmember Krum.
Mayor Reiman asked that everyone remember the Freedom Fighters in
Ukraine, fighting Russian aggression and all Freedom Fighters around
the world.
The 2023 Annual Notice was emailed to The Home News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE
the Memorial Municipal Building on January 6, 2023. Notice was
published in The Home News Tribune and The Star Ledger on January
12, 2023. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
At approximately 6:01 p.m., Municipal Clerk Carmela Pogorzelski NOTED PRESENT
was noted present.

APPROVAL Upon MMS&C, by Councilmembers Diaz and Krum and unanimous
OF MINUTES affirmative vote of the five (5) Councilmembers present, the minutes
of February 23, 2023 were approved as transcribed and engrossed by
the Clerk.
PUBLIC HEARING
a) 2023 Annual SID I & II Budgets
PUBLIC HEARING Upon MMS&C, by Councilmembers Diaz, and Naples and unanimous
2023 ANNUAL SID I affirmative vote of the four (4) Councilmembers present the Public
& SID II BUDGET Hearing on the 2023 Annual SID I & II Budgets was open.
Councilmember DiMascio abstained.
HEARING CLOSED There being no comments or objections Mayor Reiman declared the
Public Hearing on the 2023 Annual SID I & II Budgets to be closed,
upon MMS&C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the four (4) Councilmembers present.
Councilmember DiMascio abstained.
ORDINANCE #23-6 ORDINANCE #23-6 was introduced and adopted on First Reading
AMENDING and the Clerk authorized and directed to advertise same for Public
ORDINANCE #01-11 Hearing, upon MMS&C, by Councilmembers Diaz and DiMascio.
Upon individual roll call vote, Councilmembers Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative. Councilmember
Bellino was noted absent.

Mayor Reiman said this would amend the Code and certain licensing.

A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION
public review prior to the meeting in accordance with the Rules of RESOLUTIONS/
Council. Upon MMS&C, by Councilmembers Diaz and Krum and AGENDA ITEMS
unanimous affirmative vote of the five (5) Councilmembers present, & NEW BUSINESS
the meeting was opened for public input on all Resolutions/Agenda
items and new business.
There being no comments or objections to the Resolutions/Agenda HEARING CLOSED
items or new business, upon MMS&C by Councilmembers Diaz and
Krum and unanimous affirmative vote of the five (5) Councilmembers
present, the meeting was closed.

SID I Budget.
2. Adoption of the Carteret Business Partnership 2023 Annual
SID II Budget.
3. Authorizing Award of Contract for Audio System for
CPAC.

6. Award of Bid for Procurement of a Mobile Kitchen Trailer

Mayor Reiman asked for a motion on the Consent Agenda. CONSENT AGENDA
Resolutions #23-68 through #23-73 were introduced by Mayor Reiman
and referred to the Council for action.

Johal, Krum and Naples voted in the affirmative. Councilmember
DiMascio abstained on Resolutions #23-68 and #23-69 and voted in the
affirmative on all other Resolutions. Councilmember Bellino was
noted absent.

Upon MMS&C, by Councilmembers Diaz and Krum, all bills
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Diaz, DiMascio, Jobal, Krum and Naples voted in the affirmative,
Councilmember Bellino was noted absent.

Upon MMS&C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five (5) Councilmembers present, all reports
were ordered to be received and placed on file.
Mayor Reiman said there were some events coming up at the PAC
center and reminded the Council that the official dedication of the Jack
McGreevey Memorial Park; the old Cornell Estates Park in West
Carteret will be held in two (2) weeks. He said the park went through
some remediation, capital improvements and upgrades; there is still
more to be done but the sign is up. He said the council will have
invitations in their mailboxes.
There being no further cormments or discussion, upon MMS&C, by
Councilmembers Krum and DiMascio and unanimous affirmative vote
of the five (5) Councilmembers present, the meeting was adjourned at
approximately 6:06 p.m.
