HomeMy Public PortalAbout03-02-23 AgendaMARCH 2, 2023 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret, preceding the Regular Meeting March 23, 2023, was held Thursday, March 2, 2023, at approximately 6:00 p.m. remotely, via telephone call -in. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present was Robert J. Bergen, Esq., Law Director. Noted absent were Councibnember Vincent Bellino and Municipal NOTED ABSENT Clerk, Carmela Pogorzelski. PRAYER, PLEDGE The meeting was opened with a moment of silent prayer and the OF ALLEGIANCE Pledge of Allegiance led by Councilmember Krum. Mayor Reiman asked that everyone remember the Freedom Fighters in Ukraine, fighting Russian aggression and all Freedom Fighters around the world. The 2023 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. At approximately 6:01 p.m., Municipal Clerk Carmela Pogorzelski NOTED PRESENT was noted present. MARCH 2, 2023 (continued) APPROVAL Upon MMS&C, by Councilmembers Diaz and Krum and unanimous OF MINUTES affirmative vote of the five (5) Councilmembers present, the minutes of February 23, 2023 were approved as transcribed and engrossed by the Clerk. PUBLIC HEARING a) 2023 Annual SID I & II Budgets PUBLIC HEARING Upon MMS&C, by Councilmembers Diaz, and Naples and unanimous 2023 ANNUAL SID I affirmative vote of the four (4) Councilmembers present the Public & SID II BUDGET Hearing on the 2023 Annual SID I & II Budgets was open. Councilmember DiMascio abstained. HEARING CLOSED There being no comments or objections Mayor Reiman declared the Public Hearing on the 2023 Annual SID I & II Budgets to be closed, upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the four (4) Councilmembers present. Councilmember DiMascio abstained. ORDINANCE #23-6 ORDINANCE #23-6 was introduced and adopted on First Reading AMENDING and the Clerk authorized and directed to advertise same for Public ORDINANCE #01-11 Hearing, upon MMS&C, by Councilmembers Diaz and DiMascio. Upon individual roll call vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. ORDINANCE #23-6 "AMENDING ORDINANCE 401-11" Mayor Reiman said this would amend the Code and certain licensing. ►a MARCH 2, 2023 (continued) A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council. Upon MMS&C, by Councilmembers Diaz and Krum and AGENDA ITEMS unanimous affirmative vote of the five (5) Councilmembers present, & NEW BUSINESS the meeting was opened for public input on all Resolutions/Agenda items and new business. There being no comments or objections to the Resolutions/Agenda HEARING CLOSED items or new business, upon MMS&C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was closed. RESOLUTIONS: RESOLUTIONS 1. Adoption of the Carteret Business Partnership 2023 Annual SID I Budget. 2. Adoption of the Carteret Business Partnership 2023 Annual SID II Budget. 3. Authorizing Award of Contract for Audio System for CPAC. 4. Authorizing Sale of Surplus Property. 5. Extending Conditional Designation of Redeveloper for Blk. 2702, Lt. 25 & Blk. 2706, Lts. 1 & 2. 6. Award of Bid for Procurement of a Mobile Kitchen Trailer at Waterfront Park. Mayor Reiman asked for a motion on the Consent Agenda. CONSENT AGENDA Resolutions #23-68 through #23-73 were introduced by Mayor Reiman and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers Diaz, Johal, Krum and Naples voted in the affirmative. Councilmember DiMascio abstained on Resolutions #23-68 and #23-69 and voted in the affirmative on all other Resolutions. Councilmember Bellino was noted absent. MARCH 2, 2023 (contirmed) Upon MMS&C, by Councilmembers Diaz and Krum, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Diaz, DiMascio, Jobal, Krum and Naples voted in the affirmative, Councilmember Bellino was noted absent. Reports: 1. Clerk's Office — February 2023 2. Inspection of Buildings — February 2023 Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. Mayor Reiman said there were some events coming up at the PAC center and reminded the Council that the official dedication of the Jack McGreevey Memorial Park; the old Cornell Estates Park in West Carteret will be held in two (2) weeks. He said the park went through some remediation, capital improvements and upgrades; there is still more to be done but the sign is up. He said the council will have invitations in their mailboxes.
