That the proposal from Mott MacDonald for professional General Engineering Services for various projects at a total cost not to exceed $75,000.00, billable in accordance with Mott MacDonald's existing contract with the Borough, is hereby approved. 2. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11-5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. During 2022 and prior years, Mott MacDonald has provided consulting engineering services and other technical advisory support to the Borough related to its municipal sewer system and other infrastructure. We are excited to have the opportunity to continue providing these services to the Borough in 2023 and greatly appreciate the long-standing relationship we have developed with the community over the past 20+ years. Based upon our understanding of the Borough's needs, goals and objectives related to their municipally owned, operated and maintained infrastructure, we have developed a summary of the tasks and services we have completed over the past year and the tasks and services we anticipate will be required in the year ahead as outlined below: General Task / Project Progression and Completion 1. Sanitary Sewer System Support and Master Planning a. With respect to the Borough's Pump Stations, Mott MacDonald completed operational support and maintenance activities associated with nearly all of the pump station facilities. Specifically, Mott MacDonald had extensive coordination for the continued rehabilitation work performed at the Roosevelt Ave PS and to move the construction contract to closeout. Mott MacDonald also coordinated with the Borough and Contractors for various replacements at the Hayward Ave PS and Dorothy St PS and for wet well cleanings at the three previously mentioned pump stations along with the Sabo St PS and Harrison PS. b. Assisted the Borough with preparation and implementation of a Master Pump Station improvements list. Every Borough owned pump station has an equipment and infrastructure issues list for consideration for equipment parts MOTT M MACDONALD and infrastructure replacement. As the Borough is aware various improvements have been initially identified and we have assisted in developing an action plan to implement the most critical items at various stations throughout the Borough. 2. Sanitary Sewer Cleaning and CCTV Investigation Provided Design and Bidding services, and reviewed CCTV information regarding the cleaning and CCTV inspection of approximately 17,000 LF of 8-inch, 10-inch, 12-inch, and 15-inch sewer mains. The work also included multiple wet well cleanings of grease build up at various pump stations and the tanks at the park bathroom along the Riverfront. Review of the CCTV information is on -going with the potential of rehabilitation and sewer main replacements based on initial findings. 3. Smoke Testing In preparation for a smoke testing project contract, the entire Borough's sewer system was analyzed to determine potential smoke testing areas. Based on the configuration of the overall system, the Borough was divided into four (4) sewer influent flow sections leading into the Roosevelt Avenue PS. These sections were developed in anticipation for further testing. 4. Carteret Abattoir - Provided communication with the Abattoir's attorney regarding invoicing from the Borough. An environmental report was provided by the abattoir and submitted to the Borough outlining the wastewater and on -site blood collection process revealing an isolated system of blood collection. This report was reviewed by Mott MacDonald along with a follow up walkthrough with the Director of Engineering on -site with the Carteret Abattoir managementlownership. 5. Attended meetings and conference calls related to the Borough's day-to-day sewer operations, maintenance, and troubleshooting. Performed on -site inspection and observation as requested and as necessary. 6. Prepared quarterly reports to the Borough for MCUA related to compliance with the Borough's action plan outlined in the Borough's approved Inflow/Infiltration (1/1) Reduction Report. Items such as the Borough's efforts with smoke testing and the cleaning and CCTV contracts have been added to the reports. 7. Supported 1/1 investigation for Kinder Morgan industrial campus and continued design coordination of a new meter chamber and control valve connecting the Kinder Morgan facility into Carteret's sewer system. Upcoming Specific Tasks and Project Development Mott MacDonald has been asked by the Borough to continue providing consultation and guidance related to the following General tasks: 1. Sanitary Sewer Cleaning Design Bidding & Construction Management Services Mott MacDonald will provide design services, bidding services and construction management services for the upcoming 2023 Sanitary Sewer Cleaning & CCTV Page 2 of 6 MOTT M MACDONALD Page 3 of 6 project which will be designed and will go out to bid and into the construction phase over the next few months as the existing project closes out. We will coordinate with Borough engineering and operations to determine priority areas to be cleaned and CCTV'd and will develop plans for the Contractor to perform the work. Coordination with the Contractor will also be necessary throughout the construction phase of the project as new locations are identified for cleaning and inspection. The Borough has stated a 3-year contract with a contractor is desired for this work. 2. Various Minor Pump Station Improvements - It is our understanding that the Borough would like to continue evaluations of and improvements to their existing generators, outgoing alarms, equipment, and safety concerns at each of their smaller capacity pump stations. Mott MacDonald will continue to visit pump stations, as necessary, to identify and possibly expand on the existing list of deficiencies created over the prior year. With initial identification and checklists developed for each pump station, Mott MacDonald will assist in developing a 2023 action plan to implement the most critical items at various stations throughout the Borough. Mott MacDonald will coordinate internally for design purposes, as necessary, and coordinate with Contractors to perform any repairs. 3. 1/1 Reduction Plan Report Updates and Quarterly Submissions — Mott MacDonald will continue to provide quarterly updates to the Borough for MCUA submission on the approved 1/1 Reduction Report. We will continue to discuss proactive solutions to continue mitigation of deficiencies to reduce 1/1 based upon the items identified in the original 1/1 reduction report. Specifically, based on metering at the Roosevelt Pump Station, we have suggested completion of flow metering in various areas of the Roosevelt Pump Station service area to narrow the source of large and rapid inflow to the facility during storm events. 4. Sanitary Sewer Repairs and Replacements — Mott MacDonald will expand upon the 2022 Sewer Cleaning & CCTV project, by discussing and preparing with the Borough areas of concern for sewer infrastructure improvements by means of sewer main rehabilitation and replacement. This process will include plans and specifications for bidding of the work should the Borough choose to proceed. 5. Roosevelt Avenue Force Main Air Release Valves Replacement — Mott MacDonald will discuss and coordinate the development of initial concepts for the replacement of the previously inspected Roosevelt Avenue Force Main air release valves which were identified for replacement under the Force Main Evaluation Study. The air release valve replacement project work will need to be performed under a separate contract to include the development of plans and specifications for bidding purposes and construction management oversight. 6. Kinder Morgan Coordination — It is Mott MacDonald's understanding the Borough will require Kinder Morgan to fund the design and installation of the proposed meter/valve chamber. At the Borough's direction, Mott MacDonald will continue assisting the Borough in coordinating with Kinder Morgan and providing them guidance on the installation of a permanent meter/valve for the Borough's use. 7. Carteret Abattoir Investigation — Mott MacDonald will continue coordination with the Borough Treasurer regarding the investigation performed at the Abattoir and MMOTT M MACDONALD Page 4 of 5 will continue assisting the Borough as necessary. Coordination with the Carteret Abattoir's lawyer will also be continued. 8. Day -to -Day Borough Requests and Meetings — Mott MacDonald representatives will continue to be available to participate in in -person and virtual meetings/calls, to perform site visits, investigations, and inspections for any infrastructure or utility matter on an as -needed basis. General Engineering Budget Mott MacDonald respectfully requests a budget for the General Engineering Services explained above in the amount of $75,000.00 to enable us to continue providing general engineering services to the Borough related to their municipal sewer system and other infrastructure. As we have done previously, Mott MacDonald will advise the Borough when we reach 80% of the approved budget allotment and at 90% we will request a budget amendment, if necessary. Mott MacDonald will not conduct any additional work without prior authorization by the Borough. Invoices for the work described will be submitted to the Borough monthly based on actual hours worked and expenses at the time the invoice is prepared.
