Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL REGULAR SESS[ON TUESDAY, DECEMBER 9, 1997 7:00 P.M. PUTNAM COUNTY LIBRARY The Greencastle Common Council met in Regular Session Tuesday, December 9, 1997, 7:00 p.m. at the Putnam County Library. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green, Councilor Baynard and Councilor Masten. Also present was City Attorney John Zeiner. There were no Public Petitions and Comments. Department Reports Cemetery Superintendent Randy Robinson added to his report that he is working on getting the underground storage tanks removed from the Cemetery. The deadline mandated by the State is December 22, 1998. • Park Director Kathy Staton informed the Council that the Park will have an Ice Skating Rink installed on the softball field. Mayor Michael reported that the Wastewater Study Committee has been rescheduled for December 17, 1997, 3:00 p.m. at the Greencastle Development Center. Approval of Minutes Motion to approve minutes from November 12, regular session and November 17, special session made by Councilor Roach, seconded by Councilor Green. Vote was unanimous Claims Motion to approve city claims made by Councilor Masten, seconded by Councilor Baynard. Vote was unanimous. General Business Ordinance 1997 -11, An Ordinance Adopting and Enacting A Code of Ordinance for the City of Greencastle, Indiana; Establishing the Same; Providing for the Repeal of Certain Ordinances Not • Included Therein, Except as Herein Provided; Providing for the Manner of Amending Such Code of Ordinances; Providing a Penalty for Violations Thereof; Providing When This Ordinance " Shall Become Effective and Officially Adopting the Greencastle City Code, and Passing Ordinances Addressing Fees, Fines and Regulations, second reading, was adopted with a motion by Councilor Roach, seconded by Councilor Masten. Vote was unanimous. Ordinance 1997 -22, An Ordinance Amending the Greencastle Planning and Zoning Ordinance by Amending the Zoning Ordinance, second reading, motion to adopt made by Councilor Roach, seconded by Councilor Masten. Vote was unanimous. Councilor Roach thanked the Mayor and Plan Commission for taking action to resolve this matter so quickly. Resolution 1997 -41, A Resolution Authorizing the Transfer of Industrial Development Funds to Sewage Improvement, was read by Mayor Michael. Motion to approve made by Councilor Masten, seconded by Councilor Roach. Vote was unanimous. Councilor Masten expressed his thanks and gratitude to the Putnam County Foundation for the Grant. Resolution 1997 -42, A Resolution for Budget Years 1999 and 2000 for Payment Towards the Purchase of a 3/4 Ton Heavy Duty Pickup for Forest Hill Cemetery, read by Mayor Michael. Motion to approve made by Councilor Masten, seconded by Councilor Hammer. Vote was unanimous. Resolution 1997 -43, A Resolution Appropriating Reimbursement, read by Mayor Michael. Motion to approve made by Councilor Hammer, seconded by Councilor Green. Vote was unanimous. " Resolution 1997 -44, A Resolution Authorizing Additional Transfer of Appropriation Between Classifications of Appropriation in the 1997 Budget of the City of Greencastle, read by Mayor Michael. Motion to approve made by Councilor Hammer, seconded by Councilor Roach. Vote was unanimous. Resolution 1997 -45, A Resolution Authorizing Additional Transfer of Appropriation Between Classifications of Appropriation in the 1998 Budget of the City of Greencastle, read by Mayor Michael. Motion to approve made by Councilor Masten, seconded by Councilor Hammer. Vote was unanimous. Resolution 1997 -46, A Resolution Decreasing Certain Appropriations in the 1997 Budget, read by Mayor Michael. Motion to approve made by Councilor Roach, seconded by Councilor Green. Vote was unanimous. Encumbrances for the City of Greencastle 1997 Budget in the amount of $43,376.00 were approve by consensus of the Council. Councilor Roach presented his Christmas List stating that in the new year we need to move forward with the planning and zoning department and someone to enforce the code. Councilor Roach also requested an update on the Johnson Street house - Mayor Michael stated that a letter had been sent. Council member gave updates from meetings attended. Councilor Masten stated that the Putnam County Jail and City Hall issue is not on the agenda for a couple of reasons, one being that one of the commissioners decided that for $20,000.00 in renovations, the County could fix the building up and use it for much needed additional office space and second, the commissioners did not like the article in which it was stated that some felt the County was trying to dump an old building on the City when, in fact, the County feels they are trying to work with the City in a constructive way. Mayor Michael stated that Max Johnson spoke with both her and CT Jones regarding a grant for Phase II for the Away Home Shelter. The grant has to pass through the City and a Resolution has to be passed by Council. Mayor Michael requested that an organizational meeting and public hearing be set for January 6th and the second public hearing would be at the regular Council meeting on January 13.
