AUTHORIZING A PROFESSIONAL LAND SURVEYING & ENGINEERING
SERVICES CONTRACT WITH CME ASSOCIATES, MIDOT FY 2022
SAFE ROUTES TO SCHOOLS PROGRAM
CARTE RE, AVENUE SCHOOL ROUTE IMPROVEMENTS
WHEREAS, the Borough of Carteret is in need of specialized land surveying and
engineering services in connection with the NJDOT FY2022 Safe Routes to Schools
Program, with regard to Carteret Avenue School Route Improvements; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $95,500,00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
I.The proposal from CME Associates for land surveying and
engineering services related to the NJDOT FY2022 Safe
Routes to Schools Program with regard to Carteret Avenue
School Route Improvements at a cost not to exceed
$95,500.00 is hereby approved.
2. This action is approved as an award of a professional services
contract pursuant to N.J.S.A 40AA 1-5(1)(a) in accordance
with the Borough's Fair and Open Process as authorized by
law.
3. A copy of this Resolution be forwarded to the Borough's
Finance Department, the Borough Director of Engineering
and CME Associates.

Dear Mayor:
We are pleased to present our estimate of fees for professional land surveying and engineering
services for the above -referenced project.
The Borough is the recipient of a $702,000 NJDOT FY2022 Safe Routes to Schools program
grant to fund various pedestrian improvements along Carteret Avenue. The project generally
consists of the replacement of non -compliant curb ramps at approximately 80 street corners along
Carteret Avenue between Roosevelt Avenue to Varga Drive. The scope of work will also include
new crosswalks, signage, solar -powered radar speed limit signage and other improvements to
promote traffic calming and pedestrian safety in school zones.
The scope is anticipated to be limited to areas in the immediate vicinity of curb ramps only.
Sidewalks within the public right-of-way unaffected by construction are assumed to the
responsibility of the homeowner and may require additional maintenance or repairs to be
considered ADA-compliant.
Please note that the Safe Routes to Schools Program is federally funded through the Federal
Highway Administration (FHWA), similar to the Transportation Alternative Program (TAP) grant
project that is currently under design and is therefore required to follow the NJDOT Federal Aid
Handbook. As the Safe Routes to Schools grant program is funded through the FHWA, the design
engineers are not eligible to provide construction inspection services and therefore must be
awarded to a different engineering company. Lastly, it is noted that full time construction oversight
is required once the project is awarded to a successful bidder.
With this being said, we anticipate that the following tasks will be required:

Work in this phase will include field work to generate base mapping for use in the individual design
of curb ramps within the project limits, including as-buiits of all existing sidewalks and gutterlines
within 20 feet of all intersection corners from Jackson Avenue to Washington Avenue
(approximately 80 street corners). Locations of any items that could Impact ramp design and
alignment, including trees, catch basins, utility poles, and fences, will be collected. Approximate
property lines will be established utilizing located property markers and tax map information.
Utility Verification Request Letter
CME will establish utility contacts and submit the verification request letter and utility base plans
to each utility company to identify their existing facilities, both and above and below ground, on
the utility base plans.
B) Design Phase Services
Work in this phase will consist of the preparation of construction plans, quantities,
specifications and contract documents. Design work will ensure that all curb ramps,
crosswalks, and accessible pedestrian routes comply with the Americans with Disabilities Act
of 1990 (ADA), PROWAG, MUTCD, and NJDOT Standard Specifications for Road and Bridge
Construction, 2019 edition. Individual details (1"=5') including spot grades, ramp slopes, and
dimensions, will be prepared for each of the 80 intersection corners throughout the project
limits as typically required by NJDOT for funded projects.
Design phase services have been divided into tasks as detailed below:
1. Perform site visits and collect existing site information and assess conditions;
2. Prepare Construction Plans, including:
1. Existing Conditions Plans
ii. Key Sheet
Ill. Distribution of Quantities Sheet
iv. ADA Curb Ramp Plans and Individual Details
v. Traffic Striping and Signage Plan
vi. Soil Erosion and Sediment Control Plans and Details

3. Initiate ROW Impact Plan
I. Work under this task will review the construction improvements and grading
plan that may fall outside of the right of way lines. Should work be performed
outside of the right of way lines, right of entry or temporary construction
easements will be required on individual properties.
ii. We will identify any areas where the work is outside of the public right of way.
A separate fee will be requested for the preparation of any right of way
documents.
4. Hold a Public Information Center
i. CME will prepare a public information center including the public notice,
presentation materials and minutes of the meeting.
ii. We will also coordinate the meeting with the NJDOT Local Aid Office.
5. Prepare Specifications; and
6. Prepare Construction Cost Estimate
C) Permit Phase Services
As this project is funded with federal dollars via the FHWA, the design and permitting of the
project must meet the standards of National Environmental Policy Act (NEPA), the National
Historic Preservation Act (Section 106), and the Department of Transportation Act — Section
4(f). With this being said, it is anticipated that the project will qualify for a Categorical Exclusion
Document (CED), as it will not result in any significant impacts to natural, cultural, recreational,
or historic resources nor will it have significant air, noise, or water quality impacts. Our office
will work with the NJDOT Local Aid office to prepare a Categorical Exclusion Document (CED)
and coordinate with all outside agencies for concurrency on the preparation and approval of
same.
The project will require a permit from the Freehold Soil Conservation District (FSCD) prior to
construction as the proposed soil disturbance will exceed 5,000 square feet. This phase will
include preparation and submission of a permit application to the District for approval.
Application fees will be requested from the Borough prior to submission to the District. Should
the limit of disturbance exceed one (1) acre, our office will also file for a NJDEP Stormwater
Construction Authorization (5G3) permit.
Work in this phase will also include the coordination with the NJDOT Local Aid Office via the
PMRS website in order to comply with Department requirements prior to and following bidding.

Work in this phase will provide the following services to publicly bid the project in accordance
with the Local Public Contracts Law:
1. Provide bid documents to prospective bidders as needed;
2. Answer prospective bidder's requests for information;
3. Provide addenda for clarification of project specifications;
4. Attend bid opening; and,
5. Analyze responsible bids and recommend contract award.
We will provide the necessary land surveying and engineering services as described above based
upon the cost breakdown as noted below:
A. Survey and Basemap Services............................................................. $32,000.00
B. Design Phase Services......................................................................... $52,000.00
C. Permit Phase Services............................................................................ $7,500.00
D. Bid Phase Services.................................................................................. $4,000.00
Total Fee for Services............................................................................ $95,500.00
Exceptions
• Any work not specified as listed in the above phases shall be considered additional
services and will be invoiced at the time said work is authorized by the Borough.
• As the Safe Routes to Schools grant program is funded via grant monies from the Federal
Highway Administration (FHWA), design engineers are not eligible to provide construction
inspection services.
• Preparation of a Preliminary Assessment Report (PAR), Environmental Assessment (EA)
or Environmental Impact Statement (EIS).
• Application fees are considered extra and will be requested at time of submission.
The above fee estimate is based on information provided to us by the Borough. Should the scope
of the project change requiring additional professional fees, we will detail same in writing and seek
authorization prior to proceeding.
