Account # NOW, THE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from CME Associates for professional Geotechnical Consulting Services at 21-25 Cooke Avenue at a total cost not to exceed $7,500.00, billable in accordance with CME's existing contract with the Borough, is hereby approved. 2. That this action is approved as air award of a professional services contract pursuant to N.J.S.A. 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CME Associates. Adopted this 231d day of March, 2023 and certified as a true copy of the original on March 24, 2023. Reiman Re: Estimate of Fees for Professional Engineering Services Subsurface Exploration and Geotechnical Consulting Services Bank of America Adaptive Reuse 21-25 Cooke Avenue (Block 6504, Lot 11) Borough of Carteret, Middlesex County, NJ Proposal No. 2023-025 Dear Mayor Reiman: We are pleased to present our estimate of fees for professional geotechnical engineering services for the above -referenced project. The above -mentioned site is currently occupied by a vacant one-story Bank of America building located on the corner of Cooke Avenue and Irving Street. The existing structure has a t9-foot deep basement. The remainder of the site is covered by bituminous asphalt pavement for drive aisles and parking stalls. We understand the Borough has engaged an architect to begin preliminary design work for the adaptive reuse of the existing building. Based on concept plans provided, the existing footprint of the building will expand approximately 35 feet to the north along Cooke Avenue with a second story overbuild across the proposed building footprint. With this being said, we anticipate the following scope of geotechnical services to support the architectural and structural design of the building. Geotechnical Field Investigation In order to gain an understanding of the engineering characteristics of the soils underlying the proposed, a total of two (2) geotechnical test borings will be performed at the site. These borings will each be conducted to depths of approximately 25 feet below existing ground surface, or until practical auger refusal is encountered. Reiman March 23, 2023 Borough of Carteret, Middlesex County, New Jersey Proposal No. 2023-025 Re: Geotechnical Engineering Services Page 2 21-25 Cooke Avenue (Bank of America Adaptive Reuse) The test borings will be conducted with a truck -mounted drill rig. This rig will utilize hollow stem augers and split spoon samplers. Representative soil samples will be obtained at appropriate intervals throughout the test borings and the Standard Penetration Resistance Test (SPT) values will be recorded during the performance of the test borings. Drilling and sampling procedures will be carried out in accordance with the applicable American Society for Testing and Materials (ASTM) Standards. Groundwater levels, if encountered, will be recorded during our investigation. The fieldwork will be supervised and monitored by qualified geotechnical professionals. Should soft or otherwise unsuitable soils be encountered at the planned termination depth of the test borings, they will be extended until suitable bearing strata are identified. Laboratory Testing In order to supplement the field classification of soil samples retrieved, laboratory testing of representative soil samples will be conducted. The following tests are proposed for this project: Standard Classification Testing, in accordance with ASTM Standard D2487. This testing will include: I. Gradation Analyses ii. Natural Moisture Content Testing iii. Atterberg Limits Testing (if necessary)_ Geotechnical Engineering Analyses and Report Preparation Based on the results of the Field Investigation detailed above, relevant geotechnical engineering analyses will be conducted forthe project. A Geotechnical Engineering Report will then be completed. This report will include: i. Description of subsurface conditions ii. Test Boring Location Plan iii. Test Boring Logs iv. Groundwater Conditions V. Foundation Design and other Project Design Recommendations vi. Construction Phase Recommendations The final report will be signed and sealed by a professional engineer, licensed in the State of New Jersey and qualified in geotechnical engineering.
