Lottie Grace, in the name of said Munici- pality, conveying said property to her upon payment of said purchase price, and the Clerk of Council be, and he is hereby, authorized to attest said deed and to affix the corporate seal of said municipality thereto. The Mayor informed Council that in connection with Tybrisa Pavilion, that if the Town was going to operate it this season that arrangements should be made now with the view to having repairs made before the pavilion is used. The Town Attorney was instructed to have the Town Charter amended to (1) take the Fort Soreven Reservation into the corporate limits of the Town,, (2) to permit zoning and (3) to make some changes in the method of keeping the registration book open. Councilman Biotin moved that a .price of $10,000,00 be placed for the remainder of the Hammock owned by the .Town, after the site given to the Four H Club is taken out. Councilman Young seconded and .the motion passed. Councilman Slotin moved that Mr. A.L. Walsh be paid $10.00 for services rendered.the Assessment Committee. Council- man Farrell seconded and the motion passed. There being no further business Counoil adjorned, subject .to the call of the Mayor. Savannah Beach Tybee Island, Ga. January 29, 1946. A special meeting of Town Council was held at 12100 noon today and was attended by Mayor Dutton, who presided, and Councilmen Walsh, Slotin, Farrell, Lovell, Hosti and Town Attorney. .Alexander. Councilman Farrell moved that the following resolution be adopted. .Councilman Hosti seoonded and the motion passed. A RESOLUTION WHEREAS, at a meeting of the Mayor and Councilmen of Savannah Beach, Tybee Island, held on January 10th, 1946, a committee composed of the Mayor, the Chairman of the Finance Committee and the Town Attorney was appointed for the purpose of advertising for bids on the property known as Fort Boreven Reservation, as well as Beach Lots Numbers Thirty -one (31), Thirty -two (32), Thirty -three (33) and Thirty -four (34), after 184 excepting from the Fort Screven Reservation certain buildings and facilities which said Town desires to retain for its use; AND, WHEREAS, said committee has advertised for sealed bids to be submitted to it not later than 12:00 o'clock Noon on January 29th, 1946, for the purchase of said property; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of said Town of Savannah Beach, Tybee Island, that a special meeting of said Mayor and Councilmen be, and the same is here- by called to, convene at 12 :00 o'clock Noon at the Town Hall, Savannah Beach, for the purpose of opening said bids, and of passing such resolutions as may be necessary in connection with the sale of said properties to the successful bidder. The bids on Beach Lots 31, 32, 33,,and 34, Central Ward, submitted were as followers; . Dr. William A. Wexler 026,001.00 J. Gordon Miller, Jr. 25,100.00 Norman Robbins 23,001.00 Dr. S. Eisenberg 20,005.00 There were several smaller bids for individual lots as followers; Dr. S. '.Eisenberg, Lot No. 31 5,101.00 Harrell C. Murray Lot No. 32 4,100.00 J. Gordon Miller, Jr. Lot No. 34 6,100.00 but these were not considered as the property was to be sold as a whole. Councilman Hosti moved that as the bid of Dr. William A. Wexler for Beach Lots 31, 32, 33 and 34 Central Ward, of 026,001.00 appeared to be the highest bidder that the property be sold to him and that the followering resolution be adopted. Councilman Slotin seconded and the motion passed. A RESOLUTION WHEREAS. at its regular meeting on January 10th, 1946, the Mayor and Councilman of Savannah Beach, Tybee Island, ap- pointed a committee consisting of the Mayor, the Chairman of the Finance Committee and the Town Attorney, and snstructed - this committee to advertise for bids on the property known as Beach Lots Numbers Thirty -one (31), Thirty -two (32), Thirty - three (33) and Thirty -four (34) in said Town; AND, WHEREAS, said committee did advertise for sealed bide for the purchase of said property, said bids to be sub- mitted not later than 12:00 o'clock Noon. on January 29th, 1946, at the Town Hall, Savannah Beaoh; AND, WHEREAS, a special meeting of said Mayor and Coun- oilmen was convened at the Town Hall, Savannah Beach, at 12:00 o'olook noon on January 29th, 1946, for the purpose of opening said bids, and passing such resolutions as might be necessary in connection with the sale of said property; BE IT THEREFORE RESOLVED by the Mayor and Councilmen 1 1 1 of the Town of Savannah Beaoh, Tybee Island, in Council assembled, that said bid of Dr. William A. Wexler for said sum of Twenty - six - thousand one dollars ($26,001.00) be, and the same is hereby, accepted on condition that said bidder shall be prepared to pay the total amount .of his bid on .or before 12 :00 o ' olook noon on February 2nd, 1946; BE IT FURTHER RESOLVED that upon complying with this requirement the said Mayor be, and he is hereby, authorized and directed to execute and deliver to said successful bidder a deed 'conveying the property known as Beach Lots Numbers Thirty -one (31), Thirty -two (32), Thirty -three (33) and Thirty -four (34) as shown on the official map of said Town, and as described in a deed from the United States Government to said Town; said deed to be executed as soon as title to said property has formally passed from the United States Government to said municipality; and the Clerk of Council of said municipality be, and he is here- by, authorized and directed to attest the same, and to affix the corporate seal of said municipality thereto. Dr. Wexler was called into the meeting and informed that the area was to be zoned and that no commercial building would be permitted. He agreed to this. For the Fort Soreven Reservation properties the following bid was submitted; Fort Soreven Developing Company $230,101.00 . Before-the successful bidder was announced Council called Messrs. Aaron and Abro Robinson, Max Estroff and I. Meddin into the room and informed them that i,f the bid was awarded to them that the Town was going to zone parts of it, that the Town want- ed a restriotion that any property sold would not be sold to anyone not of the white or oaucasian race and also that a stubb- ing fee on the present buildings would be charged by the Town. They agreed to all of this. Councilman Farrell moved that since the Fort Soreven Developing Company was the highest bidder of $230,101.00 for the Fort Soreven Reservation that the bid be accepted and that the following resolution be adopted. Council- man Biotin seconded and the motion passed unanimously. A RESOLUTION WHEREAS,, at its regular meeting on January 10th, 1946, the Mayor and Councilmen of Savannah Beach, Tybee Island, appoint - ed a committee consisting of the Mayor, the Chairman of the Finance Committee and the Town Attorney, and instructed this committee to advertise forbids on the property known as Fort Soreven Reservation on Tybee Island; • AND, WHEREAS, said oommittee did advertise for sealed bids -for the'purohase of said property, said bide to be submitted not later than 12 :00 o!'oclook on January 29th, 1946, for the pur- pose of opening said bids, and passing suoh resolutions as might be necessary in connection with the sale of said property; 1.86 • AND, WHEREAS, at said meeting all bids which had been received, tabulated and-considered and it appeared therefrom that FORT SOREVEN DEVELOPING COMPANY was the highest and best bid- der at and for the sum of Two Hundred Thirty Thousand One Hund- red and One Dollars (3230,101.00); BE IT THEREFORE RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, that said bid of FORT SCREVEN DEVELOPING COMPANY for said sum of Two Hundred Thirty Thousand One Hundred and One Dollars ($230,101.00)be, and the same is hereby, accepted on condition that said bidder shall be prepared -to pay the total - amount of its bid on or before 12:00 o'clock noon on February 2nd, 1946; BE IT FURTHER RESOLVED that upon complying with this requirement the said Mayor be, and he is hereby, authorized and - directed to execute and deliver to said successful bidder a deed conveying the property known as Fort Soreven Reservation, contain- ing one hundred thirty -eight (136) acres, more or less, as more particularly described in a certain deed from the United States Government ..to Savannah Beach, Tybee Island, conveying said prop- erty,;, with the exception of the following parts thereof: - The streets;felectric lines and facilities, sewerage lines and facilities, ; ater lines and facilities and the following: (1) A tract of land on the "Southwestern side of Van -Horn Street having a frontage thereon of 442.101, a depth of 3641, more or less, on its Southerly boundary in a westerly direction and a length on its Westerly boundary line along a fence of 4+71, more or less, including all buildings -and improvements thereon, according o a map made by D. R. Davis, Town Engineer, January 14th, 1946, including all buildings and improvements on said property whether actually indicated on said map or not; (2) A strip of land on the North side of Uline Street, having a frontage of 600 thereon, and a rectangular depth in a North- westerly direction of 2351, including the improvements thereon, designated as a gymnasium building, according to a survey made by D. R. Davis, Town Engineer, dated January 22nd, 1946• (3) A tract fronting on the North side of an unamed street 601, with a rectangular depth in a northerly direction of 146.71, including the improvements thereon designated as a Fire House on a survey by D. R. Davis, Town Engineer, dated January 23rd, 1946; (4) A tract of land on the North side of a proposed 501 street, having.a frontage of 701 thereon, and a rectangular depth in a northwesterly direction of 1701, to the boundary line of Light- house Reservation, together with the improvements thereon des- ignated as pump House, Chlorinator, a fence and a water tank and water tower, on a survey made by D. R. Davis, Town Engineer, dated January 22nd, 1946; (5) A tract of land on the East side of proposed Railroad Street, having a frontage of 311 thereon, a depth on the Northern boundary of 541, a depth on its South- ern boundary of 47.61 and a width at its rear of 301, desig. -nated as a pumping station on a survey made by D. R. Davis, Town Engineer, January 23rd, 1946; (6) The wire fence en -. closing said Reservation; (7) Any and all personal property s.. 1 not permanently attached to any of the property hereby authorized to be conveyed, wherever it may be located, said Town reserving the right to remove said personal property therefrom; said deed to be executed as soon as title to said property has formally Passed from the United States Government to said municipality; and the Clerk of Council of said municipality be, and he is here- by, authorized and direoted to attest the same, and to affix the corporate seal of said municipality thereto. The Mayor informed the purchasers that any surveys made on the property must be approved by the Council and that relative to taxes the property would carry a flat assessment for two years on a basis of 150,000.00 a year and that every piece of property sold will be put on the Town Digest as an addition- al assessment, the purchasers to pay on the assessment valuation $50,000.00 per year,for two years aside from whatever property was sold during this time. They agreed. There being no further business Council adjorned sub- ject to the call of the Mayor. Savannah Beach, Tybee Island, Ga. 1�ebruary 7, 19+6. The regular meeting of Town Council was held today at 5 =00 P.M. and was attended by Mayor Dutton,.who'cgs� and Councilmen Walsh, Lovell, Young, Farrell, Slotin and' 'own Attorney Alexander also by Mr. S. L. Harvey and Mr. Poole of the Florida- Georgia Tractor Company. Mr. Harvey was quoting on an International model A number 18 mower at $950.00 F.O.B. Tybee and he agreed to allow $488.00 on the old tractor, he also quoted on a Dozier Shovel with a three - quarter yard bucket at ft cost complete of $6058.00 F.O.B. Factory. This is a diesel type TD -9. He would allow freight delivery to Savannah Beach in return for the old tractor and scraper owned by the Town. Messrs Harvey and Poole were excused, whereupon Councilman Slotin, moved that the Town buy both pieces of equipment at a price of $950.00 F.O.B. Tybee, for the International Model A No. 18 Mower less an allowence of 048£.00 or better, for the old tractor now owned by the Town and also the Dozier Shovel with a three- quarter yard bucket for $6058.80 F.O.B. Factory, this being a diesel TD-9 machine less the freight allowenoe from the faotory to Tybee, for the old TD40 tractor and scraper owned by the Town,and°movd &that the following resolution be adopted.
