Committee Members Present: Dave Petty, Paul Christensen, Terry Edvalson, Donna Bush, Larry
Hauder and Steve Johnson.
Staff Members Present: Kurt Wolf
Guests Present: Chuck Dollar, Wooden Boat Association, and Joey Petri
Welcome: Dave Petty, chairperson, called the meeting to order at 6:02 p.m.
Public Comment: Chuck Dollar discussed the Antique and Classic Boats Association's interest in
moving the annual Wooden Boat Show from Shore Lodge to the downtown McCall waterfront.

Agenda Review & Updates: Added Wooden Boat Show request as first agenda item.
Review Minutes: Minutes of the February 22, 2022 meeting were reviewed. Kurt requested
the amount of the second -year master planning costs be increased from $30,000 to $40,000.
He also requested a change.
Larry made the motioned to approve the amended minutes and Steve Johnson seconded the
motion. The vote to approve the motion was unanimous.
Wooden Boat Show Update: Chuck Dollar presented a Power Point discussion, "Antique and Classic
Boats Have Been Part of the History of McCall Since 2005," outlining the history of the event and the
association's commitment to the community. The association will work with the P&RD to develop a
formal proposal and determine the permits and fees necessary to move the Wooden Boat Show event
from Shore Lodge where it has been held for the past 15 years. The need to move the event are a result
of scheduling problems, cost increases, and access issues. After talking with P&RD staff members, the
weekend of August 6, 2022 was selected as the potential event date. The show will occur between Friday,
5 August when the boats arrive and noon on Sunday, 7 August. There are a number of public events (e.g.
boat rides for the public, boat displays, and boat parade) planned. While the event attracts boat owners
from around the west, typically about half the boat owner participants are local. Moving the event to the
downtown area should mean additional business for downtown restaurants and merchants.
There was consensus on the part of advisory committee members that moving the event will be a
community benefit.
Larry made the motion to approve the 6 August weekend event with the Wooden Boat Association to
work with P&RD staff members to develop a formal proposal with options to cover the use of public docks
and land based facilities for the display of boats, if dock space will not accommodate all of the crafts, and
program activities, including any restrictions on the use of swimming areas to protect public safety. The
proposal will be brought back to the advisory committee for review at the April committee meeting.
Discussion of the motion focused on the P&RD reviewing the present fee structure in the upcoming
master plan activities. The fees for rental costs of P&RD public facilities and large event permits that will
be assessed of the 2022 event may change in the future. The boat owner fees for the show will, in large
part, be determined by costs to be determined in the negotiations with P&RD staff members. There was

discussion of anticipated parking problem. It was requested the materials promoting the boat show
include directions to public parking areas, including the lot behind city hall. There was discussion of
preserving the nonmotorized restriction from the Marina to Brown Park. Kurt suggested the Boat Show
might present an opportunity to highlight improvements to Brown Park. The only other event planned
for the downtown area is the P&RD's movie night on 6 August in Legacy Park. Scheduling the event is
within the purview of P&RD's responsibilities and does not require city council approval.
The motion to approve the motions was approved unanimously.
Master Plan Contract: Kurt reported the city council approved the multi -year master plan development
contract with Logan Simpson.
A meeting of P&RD staff members who will be involved in working with Logan Simpson is planned for the
week following spring break (week of March 28).
Kurt asked advisory committee members about their commitments to assist with the community outreach
component of the master plan development. He indicated he will query Logan Simpson staff members
for example of how they have utilized committees in the past and how they believe P&RD advisory
committee members' efforts might be best used.
Advisory committee members asserted their interest in helping with in the planning effort. There is
concern the public outreach effort being aggressive in getting input from the wide range of constituents
impacted by P&RD's public facilities and programs. Advisory committee members agreed there is a need
for a work session to develop the advisory committee members' expectations for and roles in the
multiyear project.
Kurt indicated he will share information gained from the initial planning meeting with community
development, Logan Simpson, and P&RD staff members. The material from the conference with Logan
Simpson and draft project materials regarding advisory committee members' expectations will be
circulated in advance of the April workshop session. It is anticipated comments can be shared via e-mail
prior to the April workshop session.
Letters of Interest for Open Seats on Advisory Committee: Donna's appointment was approved at the
most recent city council meeting. Paul's committee membership is scheduled for consideration at the next
city council meeting and Larry' needs to submit his letter of interest.
Story Walk with IDaeyc, Idaho Association for the Education of Young Children: Kurt reported the
request from the governor's office was discussed with the McCall Public Library. The library will
collaborate with P&RD to use the story walk display stations installed last summer to host the "Kids of
Idaho Love to Learn" book.
Recreation Department Programs and Events: Kurt reported the programs remain popular with good
participation. Tara is reworking the summer schedule which she is developing in a magazine format and
will direct people to other agencies' web pages host program related information. He is pleased with the
design of the event guide.

Park's Department Projects and Maintenance Update: Contractors are prepared to move forward with
Brown Park paving and working on finishing punch list items to complete the project as soon as the snow
melts.
Erection of the new P&RD building is ahead of schedule. The one delay experienced is the result of the
insulation materials not being delivered when expected, delaying completing the roof. The good news is
the first change order will result in a $20,000 dollar savings.
Next Meeting Business: The next meeting will be scheduled when a quorum can be assured and will be
conducted in a workshop format to discuss the master plan and in detail and a final review the Wooden
Boat Show proposal.
