The Mayor informed the purchasers that any surveys made on the property must be approved by the Council and that relative to taxes the property would carry a flat assessment for two years on a basis of 150,000.00 a year and that every piece of property sold will be put on the Town Digest as an addition- al assessment, the purchasers to pay on the assessment valuation $50,000.00 per year,for two years aside from whatever property was sold during this time. They agreed. There being no further business Council adjorned sub- ject to the call of the Mayor. Savannah Beach, Tybee Island, Ga. 1�ebruary 7, 19+6. The regular meeting of Town Council was held today at 5 =00 P.M. and was attended by Mayor Dutton,.who'cgs� and Councilmen Walsh, Lovell, Young, Farrell, Slotin and' 'own Attorney Alexander also by Mr. S. L. Harvey and Mr. Poole of the Florida- Georgia Tractor Company. Mr. Harvey was quoting on an International model A number 18 mower at $950.00 F.O.B. Tybee and he agreed to allow $488.00 on the old tractor, he also quoted on a Dozier Shovel with a three - quarter yard bucket at ft cost complete of $6058.00 F.O.B. Factory. This is a diesel type TD -9. He would allow freight delivery to Savannah Beach in return for the old tractor and scraper owned by the Town. Messrs Harvey and Poole were excused, whereupon Councilman Slotin, moved that the Town buy both pieces of equipment at a price of $950.00 F.O.B. Tybee, for the International Model A No. 18 Mower less an allowence of 048£.00 or better, for the old tractor now owned by the Town and also the Dozier Shovel with a three- quarter yard bucket for $6058.80 F.O.B. Factory, this being a diesel TD-9 machine less the freight allowenoe from the faotory to Tybee, for the old TD40 tractor and scraper owned by the Town,and°movd &that the following resolution be adopted. Councilman 187 188 Walsh seconded and the motion passed. The minutes of the meetings of January 10th and 29th were read and approved. The Mayor informed Council that in anticipation of the Monetary Conference coming to Savannah in March that the City of Savannah and Cbunty:Odmmihioners were making things presentable for the visitors. He suggested that Butler Avenue and First Street should be beautified before the Conference comes here. Mr. S. F. Smith, Jr. offered to tear down the old Town Hall building and remove same from the land if the Town would give him the building, and agreed to put up a performance bond and also insurance to protect the men working for him and promised to have the building completely removed within three weeks, whereupon Councilman Young moved that the Town let him have the building. Councilman Walsh seconded and the motion passed. Councilman Farrell will look after this. Councilman Walsh moved that the following resolution be adopted. Councilman Hosti seconded and the motion passed. A RESOLUTION WHEREAS, Savannah Beach, Tybee Island, has purchased the property known as the Fort Soreven Reservation from the United States of America by a deed, and in•said deed the United States of America specifically excepts certain described property known as the Lighthouse Tract and the Coast Guard Reservation, but said deed includes the sewerage system in the area conveyed, and the United States Government Wishes to use said sewerage facilities in order to serve the property retained by it; BE IT THEREFORE RESOLVE by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, that the Mayor of said Town be, and he is hereby, authorized and directed to enter into an agreement or contract with the United States of America, or any agency thereof, which contract or agreement shall provide that said municipality shall handle the sewerage disposal from said property retained by the United States of America on such terms and conditions, and for such compensation as may be agreed upon by said Mayor and the United States of America, or any agency thereof; such action by said Mayor being hereby ratified and confirmed. Councilman Slotin moved that the following resolution accepting the offer of the Tybee Water Works for the water system at Fort Screven, for $21,000.00 be adopted. Councilman Walsh seconded and.the- motion passed. A RESOLUTION WHEREAS, the Town of Savannah Beaoh, - Tybee Island, has recently acquired. from the United States of- America certain prop- erty known as the•Fort Screven Reservation, including a water tank and tower, a pumping station,-a chlorinator, together with water mains, pipes, equipment and facilities in said area, and said 1 1 A RESOLUTION WHEREAS, Florida- Georgia Tractor Company, through its Vice- President, Sam L. Harvey, has proposed to sell certain machinery and equipment to Savannah Beach, Tybee Island, and has agreed to make prompt delivery of such equipment, and in the opinion of the Mayor and Councilmen of Savannah Beach, Tybee Island, said equipment is necessary for the use of the Town and the prices quoted by said Company are reasonable; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, that the Mayor of said Town be, and he is hereby, authorized to execute a contract, purchase order or other document necessary in the purchase of one (1) TD-9 Dozer - Shovel, manufactured by Bucyrus Erie Company, at and for the sun of six thousand fifty - eight dollars and eighty cents ($6,05g.g0), FOB Savannah, Georgia, and one (1) International A Tractor and No. 18 Highway mower, at and for the sum of nine hundred fifty dollars (950.00), FOB Savannah, Georgia, said Town delivering to Florida- Georgia Tractor Company one (1) Earth Moving Machine, which is to be accepted by said Florida - Georgia Tractor Company in lieu of the payment of any transportation charges on the machinery pur- chased to Savannah Beach, and said Town to have the option of delivering to said Florida- Georgia Tractor Company one (1) Grass Cutting Machine, which shall entitle said Town to a credit of four hundred eighty -eight dollars (0488.00) on said purchase price of said tractor and mower if said Town elects to deliver said machinery to said Florida - Georgia Tractor Company. 189 Town of Savannah Beach does not desire to operate the same, but does desire to have the same operated for the. benefit of itself and property owners in said Town; AND, WHEREAS, Tybee Water Works, a corporation, has made -an offer to Savannah Beach, Tybee Island, to purchase all of said equipment and facilities, including a lot measuring seventy feet (701) by one hundred seventy feet (1701) on which is located said water tank and tower, said pumping station and said chlorinator, at and for the sum of Twenty -one thousand dollars (#21,000.00), and said Mayor and Councilmen have made an investigation of the matter and consider said offer just and fair; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, that the Mayor of said Town be, and he is hereby, authorized and directed to execute a warranty deed, or other necessary oonveyahoe, con- sideration of twenty -one thousand dollars ($21,000.00), in the name of said municipality; and the Clerk of Council of said Town be, and he is hereby, authorized and directed to attest the same and to affix the corporate seal of said municipality thereto. BE IT FURTHER RESOLVED that said Mayor be, and he is here- by, authorized and directed to enter into a contract with said Tybee Water Works, on behalf of said Municipali.ty7, to provide certain water service to be rendered to said municipality for a period of ten years (10) from May lst, 1946, in accordance with the provisions of an offer to contract made by Tybee Water Works to said municipality, said contract to be supplemental to a similar contract now in effect between said parties. I certify that the foregoing is a true and correct copy of a resolution adopted at a meeting of the Mayor and Councilmen of Savannah Beach, Tybee Island, held on February 7th, 1946. Clerk of Council The Mayor informed Council that the Town Charter was - recently amended by the Georgia Legislature putting Fort Soreven in the corporate limits. The Mayor informed Council that in connection with Tybrisa Pavilion that some repairs were necessary, Councilman Lovell stated that 54 piles should be taken out and replaced and that the cost Would be about $5,000.00. Councilman Slotin moved that a oommi tee with" power to act be appointed to contact the owners and get an agreement as to what was to be done. Council- man Walsh seoond.ed and the motion passed. Councilmen Biotin, Farrell and Lovell were appointed a committee to handle the matter. The Mayor informed Council that in connection with Mr. D. R. Davis, whose connection was recently terminated, that it would be necessary to reemploy him as he was informed by Mr. Singleton that Mr. Hamilton would be sent elsewhere and he suggest- ed that Mr. Davis eo.d.handle the supervising of the installing 190 of new sewer lines in Venetian Terrace. Councilman Lovell moved that D. R. Davis be reemployed at his present salary on a month to month, Councilman Walsh seconded and the motion passed. The Mayor stated that he had had numerous requests for use of the gymnasium recently acquired in the Fort Sereven trans- action from several organizations on the Island, some of them assuming. that they were the owners of it. He stated that as yet no one owned it. Councilman Young moved that the same committee that handles engagements for the Town Hall and Tybrisa Pavilion be authorized to handle the gymnasium. Councilman Hosti seconded and the motion passed. The Mayor informed Council that the police car purchased several months ago is constantly breaking down and that something should be done tb.corteet it. Councilman Slotin moved that the matter be refe *ed to the Mayor with power to handle. Councilman Walsh seconded and the motion passed. The Mayor informed Council that there seemed to be a misunderstanding as to what was to be done with the convict camp, that a committee call on the Chairman of the County.Commisioners in connection with the picking out of a site. Councilman Slotin moved that the Warden of Chatham County be requested to lood over the proposed site. Councilman Young seconded and the motion passed. The Mayor stated that the room reserved for the Mayor in the Town Hall should be properly equipted whereupon Councilman Siotin moved that the Mayor be authorized to fix up his office. Councilman Walsh seconded and the motion passed. The Mayor informed Council that in connection with the Monetary Conference coming to "Savannah and the proposed decorating of the Town, that the merchants of the Island should pay some of the costs. Councilman Walsh moved that the Town pay up to $150.00. Councilman Siotin seconded and the motion passed. How to dispose of the surplus property at Fort Sereven was discussed, it was the opinion of Council that the people of the Island be given first chpioe when it is sold, and that the prices should be reasonable. Councilman Walsh moved that a comm- ' ittee be appointed to price the surplus property and also be authorized to sell it. Councilman Hosti seconded and the motion passed. The Mayor appointed a committee consisting of himself and Councilmen Young and Farrell. Councilman Slotin suggested that the large crane at Fort Sereven be sold, Councilman young also agreed to this and it was decided that the committee appointed to dispose of the surplus property at Fort Sereven handle the matter and report back at the next meeting. A petition was had from the residents of Smith Road protesting against its bad condition and requesting ghat it be 1 191 fixed. Council decided this work would be done as soon as possible. Councilman Slotin moved that bills for purchases made during the month of January amounting to $1136.49 be paid. Council - map Walsh seconded and the motion passed. Councilman Lovell stated that he had investigated the report that the Fire Engine had been driven around the Island and to Lazaretto Creek during the New Year's Eve celebration and found that this was erroneous about going to Lazaretto Creek and the one who did this was dismissed from the junior fire department. Councilman Lovell stated that so Me lockers were needed for the fire department. It was decided to see if any were avail- able at Fort Soreven. Councilman Lovell presented a report of the fire depart- ment for the year ending December 31st, 1945, which showed a very low fire loss, whereupon Councill Lovell moved that the following resolution be adopted. Councilman Young seconded and the motion passed. A RESOLUTION WHEREAS, the Chief of the Fire Department of Savannah Beach, Tybee Island, has rendered a report for the year 1945 to the Mayor and Councilmen of said Town, which report shows that during the year 1945 the total property loss by fire within said muniicipality amounted to the sum of thirty dollars ($30.OQ) AND, WHEREAS, said remarkable record, due in large part to the faithful service and ability of the Chief and-the members of said Fire Department, who served voluntarily; BE IT THEREFORE RESOLVED that a copy of these resolutions be sent to said Fire Chief, and that he be requested to acquaint all of the members of said Fire Department with the contents thereof and to express to them the thanks and appreciation of the MayOr and Councilmen for their splendid work. Councilman Lovell stated that the bulkhead near Tilton Street has about sixteen or eighteen feet that is exposed to the sea. The Mayor stated that he had made arrangements with Mr.' Ralph Rhodes of the U. S. Engineers to come down and make a survey of all groins, and suggested that Councilman Lovell get in touch with Mr. Rhodes. Councilman Hosti asked how it was intended to police Fort Soreven, the Mayor stated that the present guards would remdh for the time being. Couneilman Siotin moved that the following ordinance be adopted. Councilman Walsh seconded and the motion passed. 192 AN ORDINANCE TO CREATE AN AREA WITHIN THE CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, TO BE KNOWN AS "AREA An AND TO ZONE THE SAME IN ACCORDANCE WITH THE PROVISIONS OF ARTICLE III, SECTION VII, PARAGRAPH XXIII, OF THE PRESENT CON. STITUTION OF GEORGIA, AND AN ACT APPROVED FEBRUARY 1, 1946, AMENDING THE CHARTER OF SAID TOWN; AND FOR OTHER PURPOSES. BE IT ORDAINED by the authority of the Mayor and ' Councilmen of the Town of Savannah Beach,. Tybee Island, in Council assembled, and it is hereby ordained by authority of the same : - "N9. dd P, 1. Tha.' there is hereby created an area within the corporate limits of Savannah Beach, Tybee Island, which shall be designated as " Area A ", which area shall, be bounded on the North by the southern lin of Second Street, on the East by the.Strand, on the South by the orthern line of Eighth Street and on the West by the eastern line o± Jones Avenue, extending therefrom the prop- erty designated as thtiPublio Park, extending from Fourth to Fifth Streets, and from Butter Avenue to Jones Avenue. 2. From and after the passage of this ordinance it shall be unlawful for any person to erect, or cause to be erected within said "Area A", as above described, any improvements ex- cepting residences, apartment, houses, hotels or churches. 3. 'From and after the passage of this ordinance it also shall be unlawful for any person to alter or remodel any improvements now located within said "Area A ", so that said im- provements when so altered or remodeled shall not comply with the requirements of Section Two of this ordinance. 4. That all ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repealed. Councilman Biotin moved that the following resolution be adopted. Councilman Holiti seconded and the motion passed. A RESOLUTION WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, have sold to Fort Screven Development Company, a corporation, certain real estate and the improvements known as Fort Screven Reservation on Tybee Island, which property is now within the limits of Savannah Beach, Tybee Island, and it is therefore necessary to assess said property for taxation; AND, WHEREAS, said Fort Screven Development Company intends to develop said property as a high class residential section of said Town, and will necessarily expend large sums of money within the next two years in doing so, and said mun- icipality desires to assist said corporation in so far as it 1 1 1 may legally do so in carrying out this development which will be advantageous to all property owners in said municipality; BE IT THEREFORE RESOLVED by the Mayor and Council assem- bled, that the Mayor of said Town be, and he is hereby, authorized and directed on behalf of said municipality to enter into a contract with said Fort Soreven Development Company, said contract to expire on April 30th, 1948, whereby said property shall be assessed in a valuation of fifty thousand dollars ($50,000.00) while in the poss- ession of said corporation, aid municipality reserving the right to assess separately any and all lots and improvements which may be sold prior to April 30th, 1948, by said corporation to other persons or corporations, and providing also that any such sales shall in no alter or change said assessment of fifty thousand dollars (350,000.00) against said Fort Screven Development Company. Councilman Young stated that the sewer truck needs a set of new tires, but it was decided to hold off at this time. Councilman Walsh informed Council that the pump recently authorized by Council for use on the sewer system had been pur- ✓ chased. Councilman Young requested that the public rest rooms now located on property of the Tybrisa Company be moved as the land had been leased. The matter was reffered to Councilmen Young and Farrell to handle with power to sat.. A petition was read from the Methodist Church requesting that it be premitted to buy certain surplus property at Fort Screven. A request was made by the Methodist Church requesting that the Town lay the sewer pipe along the Church property on Tenth Street, that the church has already placed there. It was decided that the pipe would be laid for the Church. A letter was read from the Girl Scouts Orginazition in Savannah requesting that an effort be made to have a troop of Girl Scouts sponsored by Savannah Beach. The matter was reffered to the Library Board. A. letter was read from Mr. A. J. Nitzschke, County Agent, thanking the Town for the land given by the Town for the site for the Four H Club. A petition of Mrs. Mary V. Lynch was read requesting that the, wire fence surrounding her property be left as it is. The matter was reffered to the Fort Soreven Surplus Committee. A petition was read from the residents and property owners on Izlar Avenue requesting that a street light be placed there. The matter was reffered to the Fire and Lights Committee. Councilman Lovell stated tha.t.the residents on Ninth ��. 94 Street, west of Butler Avenue requested permission to remove part of the sand dunes at the head of Ninth Street and the Strand. Councilman Biotin moved that it be permitted. Council - man Walsh seconded and the motion passed. There being no further business ouncil adjourned subject to the calf of the Mayor. Cler of Coune 1. Mayor. Savannah Beach, Tybee Island, Ga. March 7th, 1946. The regular meeting of Town Council was held today in the Council Room, and was attended by Mayor-Dutton, who,presided, and Councilmen Walsh, Young, Hosti, Biotin, Lovell, Farrell and Town Attorney Alexander. Mr._ and Mrs. George Hoffmann, Mra. J. G. Stovall and also Mr. William Lynch were present. Mr. Hoffmann protested against the taking of sand from the sand dunes on Ninth Street and asked that if the street must be opened that the sand be put in the low areas adjacent to their property as it is needed there. This committee was excused. .Mr. William Lynch submitted plans showing the new deve- lopment at Fort Screven with a view to having any corrections made if necessary. Mr. Lynch was excused. The minutes of the meeting of February 7th were read and adopted. Councilman Young moved that an opening through of the sand dunes on Ninth Street be provided to the public. Council- man Farrell seconded and the motion passed. Council was informed that someone had removed some of the sand from Ninth Street without authority. Councilman Young was requested to ascertain who did this and report back. In connection with the sale of the two small cottages in the public park, owned by the Town, Councilman Young moved that the property be advertised for sale to the highest bidder and that the Mayor be authorized and empowered to handle the matter.
