Chair Jones welcomed Board and called the meeting to Order at 12:02.

Approval of amended minutes from February 3 2022 Regular Meetings Action Item
Moved by Rick Fereday, Seconded by Mike Weiss. Unanimous approval.
AirAort Sewer Extension update (Information Item)
Mr. Bissell stated that TO and the Airport Manager had a lengthy meeting with City of McCall
Public Works to discuss the sewer extension and the approval by Payette Lakes Recreational
Water Sewer District. Public Works is fine with extension under the Parallel Taxiway and would
like to be involved in further discussions with additional sewer lines, water lines, and fire
regulations. Mr. Bissell stated that the next thing the City and TO need to do is to discuss with
Granite Excavation to determine if we can Change Order to repair the cracked manhole, which
needs to happen in order to do work under parallel taxiway. Knife River is not interested in
repairing this manhole. Retainage will be taken from Knife River and given to Granite
Excavation.
AIP 028 - Airport Master Plan update (Information Item)
Wayne Reiter with TO spoke to the public input meeting on March 3, which was deemed
successful, with 26 people signing in. The 30-day comment period has expired. The Airport
Layout Plan has been formally submitted to FAA, which has 45 days to review. A determination
should be seen in the next couple weeks. Mr. Fereday asked what kind of questions were asked.
Mr. Reiter reported that no formal comments were left on the comment sheets, nor within the 30-
day comment period. Mr. Reiter stated he could hear very well the chatter of people discussing
the presentation. Scott Eaton from FAA joined on March 3 as well. Airport Manager Hart stated
the biggest concern she heard from the non -aviation public was commercial service coming to
McCall. She has informed the public that TO's research does not indicate that is likely. An AAC
member asked if the public wanted commercial service, and Ms. Hart communicated that most
members of the public to whom she has spoken do not want commercial service.

Mr. Bissell reported once again that only one bidder, Granite Excavation, put forth a bid. We are
waiting on agreement, get grant, FAA will get out this month or May. Start construction July 11.
Stay out of way during 4th. Ms. Hart stated that the Agenda Bill to approve the contract with
Granite Excavation will go before Council on March 14. It should be about a 40-50 day project,
cut due to high bid (Taxiway E). Mr. Weiss asked if there a match. Mr. Bissell and Ms. Hart
indicated, yes the City will pay 5%, the state will pay 5%, and FAA will pay 90%. BIL funds in
the amount of $159,000 will be utilized to round out the budged for the Runway Rehab.
AIP 033 Bipartisan Infrastructure Law BIL Information Item
Mr. Bissell and Ms. Hart reviewed the parameters under which BIL funds can be used and
indicated that FAA is looking for a clearly defined scope of work for each BIL bill. TO will
create an estimate and then write that into the grant description.
Infield Hangar Development/Hangar Waiting List (combined Items 8 and 11),
Design is complete on the MacNichol-Berge Hangar. Mr. Berge has until April 14 to choose a
color for the metal. The AAC likes Mr. Berge's preference for "earth tones."
Ms. Hart informed the group that a letter and a survey have been drafted to send to members of
the Hangar Waiting List. There are several new members of the list expressing interest in
building large hangars (near MacNichols-Berge), which could share in the expense of sewer line
and taxiway extension. The survey will help determine the needs of hangar waiting listees to best
guide infield development. Letters and the survey will be sent out in May, as soon as the Master
Plan is approved by Council (currently May 5, 2022).
Mr. Fereday asked why the focus is on large hangar development. Ms. Hart stated that several
parties have already approached her about this, and since some of the are new to the list, she
needs to make sure no one ahead of them would like to develop a large hangar. The goal is to
start with these large hangars to share up -front sewer costs. Ms. Hart stated she would like to see
a developer of townhouse -style smaller hangars to address a considerable existing need. She will
work with City Public Works team to create a long-term utilities plan for the airport.
Discussion ensued on T-Hangars and their drawbacks — facing east is not desirable. Development
needs to face the right direction and maximize the use of land available. Chairman Jones
reiterated that moving the ASOS as soon as possible will allow maximization of land available.
ITD Aeronautics Grant reformation Item
Ms. Hart informed the group that she has applied for a $299,999.991 grant from ITD Aero to purchase a
loader mounted snow blower. She also stated that the Airport is in preliminary discussions with Western
States Caterpillar to lease another loader.
Obstruction Removal PIan (Information Item)
Airport Manager Emily Hart reported work completed thus far — to the south, on private
property, a fence post has been cut, and an apple tree will be topped by the City Arborist as soon
as the field dries out enough to drive in. An obstruction on the SW corner of Runway 34
identified as "vegetation" by FAA Lidar is, in reality, the RIELS and will not be removed. To the
north, a letter and maps have been drafted to notify property owners of obstructions on their
property. Letters will be hand delivered to residents of the Thula Street neighborhood as much as
possible. People who cannot be met personally will receive their letters by mail. After receiving
permission from property owners, Ms. Hart intends to visit each obstruction with the City GIS
analyst. The City Arborist has the list of trees on city property to the north and will cut those as
soon as feasible. Ms. Hart has spoken with Will Smith, who agreed to analyze the trees for value
and work with property owners on removal. Ms. Hart also spoke with Native Sisters Tree
Service owner Jennifer Cope, who has experience managing obstructions around airports.
Aviation Sub -Committee Update (Information Item)
The group understands the AAC charter does not permit them to form a sub -committee and that
said sub -committee cannot act under the auspices of City of McCall. However, support is strong
for the individuals who want to form a focus group to bring aviation safety considerations to
light. Mr. Weiss suggested that IAA could help with sub -committee, and he agreed to send Tad
Jones information. Mr. Anderson asked if anyone remembered when Dan Scott was
spearheading a similar group. The job got done. It was an advisory committee to the board. Mr.
Fereday remembers, and agreed. Chairman Jones stated the group is a good way to get the
message out to a wider audience.
Open House June 25Update (Information Item)
Tad Jones — IAA Chapter President, presented on progress thus far in planning the Open House.
Volunteers will arrive at 0730 on June 251h. IAA bought a stuffed beaver and books to give as
prizes.
0900 official start. Presenters, Jim Hudson, Lessons Learned Backcountry AOPA, giving similar
presentation at Safety Stand Down.
Rich Stowell - kids, drone, city hangar likely. McCall Aviation are okay with using their hangar.
Trying to re-enact beaver drop, jumpers.
Christy Worthy — book Idaho's amazing aviation history. Concentrate on McCall and airport,
lots of backcountry stuff too.
Sierra, the manager at Snowdon, training great horned owl, will bring Merlin.
Static displays, MHFL, Stearman, Lori MacNichol, Mike Dorris, ITD Kodiak, Silverhawk, two
helicopter rides.
Balloon still tbd, tethered, by MHFC hangar.
Banners updated and ready to be hung.
Erin working on poster, will be on FB and website, radio spots, newspaper, McCall Magazine.
Next meeting is April 26.
