NOMINATION AND ELECTION 2019 Chairman, Vice Chairman/Secretary Vice Chairman Caliguari made a motion to reelect Hank D'Orsi as Chairman. Upon MMS&C, by Vice Chairman Caliguari and Councilmember Bellino, Hank D'Orsi was reelected Chairman. Vice Chairman Caliguari, Councilmember Bellino, members Kaskiw and Waters voted in the affirmative. Chairman D'Orsi and Mayor Reiman were noted absent. 3 February 1, 2019 BILL LIST Councilmember Bellino made a motion to approve the list of bills. Vice Chairman Caliguari second the motion. Upon unanimous affiuinative vote of the four (4) members present all bills on the prepared list were ordered to be paid. RON GARDNER Board Clerk Pogorzelski stated that Ron Gardner was excused, he had recent surgery and was home recovering. TREVOR TAYLOR Phase II of the marina is near completion, docks are in the water. 3 out of 8 utility bollards are complete, phase II should be completed by the end of February. Explained the wave screen bolting and coating, said delivery and installment of fuel equipment and accessories, and electrical distribution and water service connections at pedestals was all complete. VICE CHAIRMAN CALIGUARI Asked if anyone knew what the price of the slips would be. COUNCILMEMBER BELLINO Between $90 and $120, Borough residents would get a discount and Middlesex County residents would also get some sort of discount. WESLEY KASKIW Asked if the docks and utilities were in. TREVOR TAYLOR Said railing, gates, walkways were all installed. WESLEY KASKIW Asked if anything was active. TREVOR TAYLOR Hoped to be operational April 1St. Explained what needed to be completed to be on schedule. 4 February 1, 2019 WESLEY KASKIW Asked when slips would be available. VICE CHAIRMAN CALIGURI Asked if there would be a grand opening. COUNCILMEMBER BELLINO Said the slips should be available soon and there would probably be a grand opening. BENNY WATERS Asked about a building he saw in the middle of everything, at the end of the pier on a barge. TREVOR TAYLOR It was put there temporally, for a fuel attendant it will be moved by crane to the floating dock. Chairman D'Orsi and Mayor Reiman were noted absent. 1 March 12, 2019 BOARD CLERK POGORZELSKI Said this is awarding a second year on the waterfront maintenance contract to Greenleaf Landscape Systems. BILL LIST Councilmember Bellino made a motion to approve the list of bills. Vice Chairman Caliguari second the motion. Upon unanimous affirmative vote of the three (3) members present all bills on the prepared list were ordered to be paid. RONALD GARDNER Said the auditors are finalizing the 2017 audit and he should have a draft by the end of the week. He said they will tentatively start the 2018 audit April 1St. He said the Public Hearing on the 2019 budget will be held at the May 14th meeting. TREVOR TAYLOR Said the marina Phase II project is coming to an end. He said on the fueling docks, the fuel equipment and accessories have been installed, the electrical distribution and water service connections at pedestals are complete. Final electric connections will be handled by PSE&G next week. He said the walkway decking, railing and gates have been installed and we are anticipating an April 1st opening. RONALD GARDNER Spoke to Patrick DeBlasio, who told him several slips have been rented. TREVOR TAYLOR Said Phase III will be site improvements and the parking lot entrance way. He said Phase III will be bid next; the event center building will be done in the last phase. He said the event center is scheduled to open sometime in 2020 or 2021. WESLEY KASKIW Asked if there would be jobs at the marina. RONALD GARDNER Said the boat slip money is being deposited into the Port Authority bank account. 2 March 12, 2019 WESLEY KASKIW Asked what kind of jobs there would be. He asked if you had to be a Borough resident and what qualifications were needed to be the Harbor Master and who would be making the hiring decisions. RONALD GARDNER Said he wasn't sure but thought it would have to go out to bid and be posted in the newspaper when they are ready to hire. TREVOR TAYLOR Said the qualifications for Harbor Master would be mandated by state requirements with regard to certifications, etc. He said the credit machine has been installed on the fuel dispensers and boaters will be able to purchase diesel or regular gas. He said within the next few weeks the installation of final electrical conduits and equipment between the panel and gangways, installation of the fuel attendant booth, dock boxes and signage should all be complete. RONALD GARDNER Said the 2017 audit was complete and directed Board Clerk Pogorzelski to give each commissioner a copy of the audit. He said they will all sign the Group Affidavit which is attached to Resolution #19-09 and that there were no recommendations then explained. He said the 2018 audit was in process. TREVOR TAYLOR Said the marina Phase II project is complete, fifteen (15) slips have been leased and there are a handful of boats in the water. He said there will be a ribbon cutting on Saturday, June 15th at 12 noon for the opening of the marina. He said Phase III will be the upland improvements and is out to bid. He said work should start after Latin Fest around August 1st. He said Phase IV will be the Event Center. VICE CHAIRMAN JOSEPH CALIGUARI Asked about the price for boat slips. TREVOR TAYLOR Explained and said Borough residents will get a discount; county residents will get a discount. He said he believed prices for the season are $95 per foot for Carteret residents; $110 for New Jersey non-residents and $120 for out of state boat owners. He said the season is April 1St through October 31st 2 May 14, 2019 WESLEY KASKIW Asked if we are equipped to have winter storage. TREVOR TAYLOR Said we are working on out of water winter storage. WESLEY KASKIW Asked if there would be in water storage. TREVOR TAYLOR Said year round price for residents is $143 and $166 for non-residents. VICE CHAIRMAN CALIGUARI AND WESLEY KASKIW Both asked about bubbler systems. TREVOR TAYLOR Said owners bring their own and explained that there are electrical hook ups at each slip; the water is ten feet deep. He said he felt there shouldn't be freezing, the wavescreen is installed which will prevent ice from forming by boats. WESLEY KASKIW Asked if there would be jobs for people at the marina. TREVOR TAYLOR Said there was an RFQ posted on the Borough website for Harbor Master. WESLEY KASKIW Asked what the job requirements were for Harbor Master. He said Phase III will be the upland improvements, those bids are due July 2nd. He said the Phase II punch list is almost complete. He said the fuel dock credit card system isn't working, only accepting cash right now. He said curbs will be installed around the temporary parking lot, which will be paved tomorrow and will have 150 spaces. WESLEY KASKIW Asked about jobs for the marina. TREVOR TAYLOR Said the RFQ was listed on the Borough website. WESLEY KASKIW Said he filled out an application, but didn't hear anything. COUNCILMEMBER BELLINO Said he should see John DuPont. COUNCILMEMBER BELLINO Explained that only a limited number of Borough employees have keys and people who rent boat slips get keys. 3 June 11, 2019 WESLEY KASKIW Said he goes down there and he can't do anything or help anyone, he feels that he is a commissioner and should be able to help people and answer any questions they might have. RONALD GARDNER Said he heard some boats were broken into. TREVOR TAYLOR Explained that the gate was fixed, it went from push button with an access code to keys. RONALD GARDNER Asked if there were surveillance cameras down there. TREVOR TAYLOR Said yes, they are looking at additional cameras and explained. He said the Army Corps permit required cameras be installed. He said the CFD fireboat is in the water and docked at the marina and the New Jersey State Police boat is also in the water. He said they would be meeting with a plumber to review winterization procedures for the marina. BILL LIST Member Waters made a motion to approve the list of bills. Chairman D'Orsi second the motion. Upon unanimous affirmative vote of the three (3) members present all bills on the prepared list were ordered to be paid. 2 December 10, 2019 RONALD GARNER Spoke about the 2020 budget that he will be mailing to Trenton and explained the 2018 audit. TREVOR TAYLOR He said Phase II of the marina is substantially complete with the contractor, Tomar Construction, addressing punch list items including the credit card system. The marina has been winterized; several boats are still docked. He said they are working on reimbursement for the construction funds through the NJDEP ONRR. funding which is approximately $6 million dollars. He said Phase III is currently underway by Black Rock Enterprises. Phase III includes the upland improvements including the parking lot, walkways, drainage system, site lighting and the import of fill to cap the site and to raise the elevation for the future building. He said Black Rock is working on the retaining wall, clearing the site and drainage improvements. He said he anticipated this work will be completed by April 1, 2020.
