CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:45 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Administrative Services Director Paragas, and Parks, Recreation Director Matsumoto, and Public Safety Supervisor Ariizumi 3. INVOCATION — Mayor Pro Tem Man provided the invocation. 4. PLEDGE OF ALLEGIANCE — Youth Committee member Christa Wong led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION A. UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT - UPDATE ON CURRENT WATER SUPPLY CONDITION Upper San Gabriel Valley Municipal Water District General Manager Tom Love and Director Charles Trevino provided an update on the current water supply. B. APPOINTMENT AND INTRODUCTION OF TEMPLE CITY YOUTH COMMITTEE Mayor Sternquist presented a certificate to the newly appointed Youth Committee members Christa Wong, Isabel Xu, and Kevin Zhang. The 2022-2023 Youth Committee members introduced themselves to the City Council. C. NATIONAL PREPAREDNESS MONTH PROCLAMATION Mayor Sternquist proclaimed September 2022 National Preparedness Month and presented the proclamation to the Youth Committee. City Council Minutes September 6, 2022 Page 2 of 6 The Youth Committee accepted the proclamation and spoke briefly on their Public Safety and Emergency Preparedness objective. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 7. CONSENT CALENDAR Mayor Pro Tem Man made a motion to approve the consent calendar items. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist NOES: Councilmember — None ABSENT: Councilmember— None ABSTAINED: Councilmember— None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. The Minutes of the Special City Council Meeting of August 12, 2022; 2. The Minutes of the Special City Council Meeting of August 16, 2022; and 3. The Minutes of the Regular City Council Meeting of August 16, 2022. Action: Approved. B. CONFLICT OF INTEREST CODE BIENNIAL REVIEW The Political Reform Act requires that local agencies adopt a Conflict of Interest Code and review it biennially for amendments and updates. The City Council is requested to review the update on the City's Conflict of Interest Code. Action: Adopted Resolution No. 22-5624 to update the City's Conflict of Interest Code. C. LETTER OF OPPOSITION TO ASSEMBLY BILL 1886 The City Council is requested to review and approve the letter of opposition to AB 1886 which would expand the definition of public works to include street sweeping. Action: D. VISA CARD REPORT Approved the letter of opposition to AB 1886 which would expand the definition of public works to include street sweeping. ADOPTION OF RESOLUTION NO. 22-5628 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2021-22 The City Council is requested to adopt Resolution No. 22-5628 authorizing the payment of bills. Action: Adopted Resolution No. 22-5628. F. ADOPTION OF RESOLUTION NO. 22-5629 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 The City Council is requested to adopt Resolution No. 22-5629 authorizing the payment of bills. Action: Adopted Resolution No. 22-5629. 8. PUBLIC HEARING — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS A. ADOPTION OF RESOLUTION NO. 22-5625 APPROVING NEW EV CHARGE STATION FEES AND RESOLUTION NO. 22-5626 AMENDING THE MASTER FEES AND FINE SCHEDULE The City Council is requested to adopt the resolutions to create a new EV Charge Station Use Fee and EV Charge Station Penalty Fee, and to add the fees to the City's Master Fees and Fines Schedule. Parks and Recreation Director Matsumoto gave a summary of the staff report and noted a change to staff's recommendation on late fee for cars still plugged in after the 30 minutes grace period. Staffs recommendation was to implement a $1 overstay fee for every 30 minutes, however, the application managing the EV charging stations, Charge Point, only allows charges on hourly increments. Therefore, the new late fee would be $2 per hour instead of $1 per 30 minutes. City Council asked questions and made comments about the proposed fees and time limitation for charging at the Primrose EV charge stations. Mayor Sternquist opened public comment. Steve Stafford, resident, commented on possible electrical concerns for installation of EV charging plug in residential homes and on the charging station hours. City Council Minutes September 6, 2022 Page 4 of 6 Hannah Kwok, resident, asked a question regarding the use of the EV charging station. Parks and Recreation Director Matsumoto responded that the EV charging stations are managed through an application. If there is no waiting on the queue, then users can plug in their car again, after unplugging, to continue to charge their car. But if there are others waiting, then they would need to schedule another session and wait their turn. Hearing no further request to speak, Mayor Sternquist closed public comment. City Council made final comments about fees and time limitation for using the Primrose EV charge stations. Councilmember Chavez made a motion to: 1. Adopt Resolution No. 22-5625 approving EV Charge Station Use Fee and EV Charge Station Penalty Fee and implement on October 1, 2022 with the amendment that the EV Charging Stations would be available to the public until 2 a.m.; and 2. Adopt Resolution No. 22-5626 to amend the Fiscal Year 2022-2023 Master Fees and Fines Schedule to include the adopted EV Charge Station fees with an amendment to the late fee after the 30 minutes grace period from $1 per 30 minutes to $2 per hour. UPDATE FROM CITY MANAGER A. UPDATE OF SAN GABRIEL VALLEY LONG TERM TRANSPORTATION PLAN Reported that the San Gabriel Valley Council of Government is working on a long term transportation plan and is considering 10 options. One of which is to install a dedicated bus lane on Rosemead Boulevard through the city. Staff has expressed concerns regarding this option and will continue to monitor the progress of their plan. He made remarks about Consent Calendar 7C — opposition letter to AB 1886 in regards to the Public Contract Code and that the city will be keeping track of legislation relating to labor compliance issues. He announced the upcoming Hi -Autumn Festival this weekend and invited Public City Council Minutes September 6, 2022 Page 5 of 6 Safety Supervisor Ariizumi to speak about upcoming Neighborhood Watch meetings. 12. UPDATE FROM CITY ATTORNEY — shared that he will be attending the League of California Cities annual conference next week and he will report out relevant information at the next Council meeting. 13. He also shared that our sister city Hualien County, Taiwan, had invited the City's Youth Committee to speak at a forum about environmental issues but the event was cancelled due to scheduling conflict. E. MAYOR STERNQUIST — commented on the upcoming Neighborhood Watch meetings and encouraged the residents to get to know their neighbors and watch out for each other. 15.
