REGULAR MEETING MINUTES
SEPTEMBER 20, 2022
1. CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:33 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Chavez, Yu, Man, Sternquist
ABSENT: Councilmember — Vizcarra
ALSO PRESENT: City Manager Cook, Assistant City Attorney Gutierrez, City
Clerk Kuo, Administrative Services Director Paragas
Councilmember Chavez made a motion to excuse Councilmember Vizcarra for
cause. Seconded by Councilmember Yu.
3. INVOCATION — Pastor Darrel Kelty, Community of Christ, provided the invocation.
4. PLEDGE OF ALLEGIANCE — Mayor Sternquist led the pledge of allegiance.
5. CEREMONIAL MATTERS — PRESENTATION — None
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Valerie Munoz, Councilmember of City of La Puente/San Gabriel Basin Water Quality
Authority, invited Councilmembers to a tour on groundwater cleanup in the San
Gabriel Valley Basin.
Jing Li, Temple City Library Manager, shared upcoming library events and
programming.

Councilmember Chavez made a motion to approve the consent calendar items.
Seconded by Councilmember Yu and approved by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. The Minutes of the Special City Council Meeting of September 6, 2022;
2. The Minutes of the Regular City Council Meeting of September 6, 2022; and
3. The Minutes of the Special City Council Meeting of September 14, 2022.
Action: Approved.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file the actions of the Planning
Commission Regular Meeting of August 23, 2022.
Action: Received and filed.
C. ADOPTION OF RESOLUTION TO ALLOW CITY COUNCIL MEETINGS TO BE
HELD REMOTELY, CONSISTENT WITH ASSEMBLY BILL 361
The City Council is requested to adopt a resolution to allow Brown Act covered
public meetings to be held remotely, consistent with Assembly Bill 361.
Action:
1. Reviewed use of teleconferencing or videoconferencing for Brown Act -
covered public meetings of the City Council and City commissions; and
2. Adopted attached Resolution No. 22-5630 to authorize the use of such
technology for meetings for a period of 30 days.
D. ADOPTION OF RESOLUTION NO. 22-5631 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2022-23
The City Council is requested to adopt Resolution No. 22-5631 authorizing the
payment of bills.

10. NEW BUSINESS
A. FISCAL YEAR 2021-22 FOURTH QUARTER FINANCIAL STATUS REPORT

The City Council is provided with an update of revenue and expenditure information
of the city's overall financial condition. The quarterly reports also identify
adjustments needed to align the city's revenue resources with the cost of providing
services.
City Manager Cook gave a brief introduction and overview of the City's fourth
quarter financial status.
Administrative Services Director Paragas gave a summary of the staff report.
City Council made comments and asked questions regarding the fourth quarter
financial status report.
Mayor Sternquist opened public comment.
Jerry Jambazian, Temple City business owner, asked what is a franchise fee and if
the city received pandemic relief funding from the State.
Hearing no further request to speak, Mayor Sternquist closed public comment.
City Council made final comments regarding the financial status of the city.
Councilmember Chavez made a motion to:
1. Receive and file the Fourth Quarter Fiscal Year 2021-22 (i.e., July 2021 to
June 2022) Financial Status Report and related reports; and
2. Approve and authorize staff to revise revenue and expenditure budget
estimates as indicated in Attachment "A" of the staff report.
Seconded by Councilmember Yu and approved by the following votes:
AYES: Councilmember — Chavez, Yu, Man, Sternquist
NOES: Councilmember — None
ABSENT: Councilmember — Vizcarra
ABSTAINED: Councilmember — None
11. UPDATE FROM CITY MANAGER — thanked World Journal for bringing Hi -Autumn
Festival to the City, announced the upcoming Fall Festival and Car Show and Movies
in the Park events, and commented on upcoming Council meetings in October.
12. UPDATE FROM CITY ATTORNEY — Assistant City Attorney Gutierrez greeted the
City Council.

Councilmember Chavez announced the upcoming standing committee meeting
scheduled for September 29 at 5:30 p.m. at City Hall.

14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER CHAVEZ — commented on the successful Neighborhood
Watch Meeting last Thursday and invited the public to the next meeting on
October 20. He also remarked on the Hi -Autumn Festival and acknowledged
Mayor Pro Tem Man for his effort on "Stop Asian Hate" campaign.
B. COUNCILMEMBER VIZCARRA — absent.
C. COUNCILMEMBER YU — commented on the successful Hi -Autumn Festival.
D. MAYOR PRO TEM MAN — commented on the Hi -Autumn Festival and
Neighborhood Watch Meeting last week.

E. MAYOR STERNQUIST -- commented on the Hi -Autumn Festival and
Neighborhood Watch Meeting. She also remarked on the earthquake that recently
occurred in Hualien County, Taiwan.
15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Steve Stafford, Temple City resident, asked the City for help with his neighbor.
Shun Zhang, West San Gabriel Valley Realtors Association Boardmember/
Legislative Chair, invited the Council to their 2022 Local Candidate Forum, at their
headquarter located 1039 E Valley Blvd., Ste 205, San Gabriel, on Sept 28 from 5 to
7 p.m.
16. ADJOURNMENT
The City Council Regular Meeting was adjourned in memory of Queen Elizabeth 11,
queen of the United Kingdom of Great Britain and Northern Ireland, at 9:09 p.m.
