SPECIAL MEETING MINUTES
AUGUST 12, 2022
1. CALL TO ORDER
Mayor Sternquist called the City Council Special Meeting to order at 9:06 a.m. in the
City Hall Community Room located at 9701 Las Tunas Drive, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Chavez (virtually), Vizcarra, Yu, Man,
Sternquist
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, Administrative
Services Director Paragas, and Deputy City Clerk Nunez
3. PUBLIC COMMENT — None
4. NEW BUSINESS
A. DISCUSSION ON ALLOCATION OF AMERICAN RESCUE PLAN ACT (ARPA)
FUND OF 2021
Due to the timeline on the use of the funds, City Council is requested to provide
staff direction and authorization for the use of the one-time resources by this Fall
of 2022.
City Manager Cook and Administrative Services Director Paragas gave a brief
presentation, reviewed the timeline on commitment and expenditure of the funds,
and provided more information on ARPA requirements and various rule changes.
City Council asked questions and made comments on the potential uses of the
ARPA funds allocated to the City.
Councilmember Yu left the meeting at 9:37 a.m. and returned at 9:38 a.m.
Councilmember Vizcarra left the meeting at 10:11 a.m. and returned at 10:11 a.m.
Mayor Sternquist opened public comment. Hearing no request to speak, Mayor
Sternquist closed public comment.

City Council made final comments.
Councilmember Vizcarra made a motion directing staff to bring back for Council
approval designs of the monument sign at the intersection of Las Tunas Drive and
Baldwin Avenue and appropriate $30,000 in ARPA funds for installation.
Seconded by Councilmember Yu and approved by the following votes:
AYES: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist
NOES: Councilmember — None
ABSENT: Councilmember — None
ABSTAINED: Councilmember— None
5. ADJOURNMENT
The City Council Special Meeting was adjourned at 10:44 a.m.
