CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:55 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City and telephonically. 2. ROLL CALL PRESENT: Councilmember — Chavez (telephonically), Vizcarra, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Administrative Services Director Paragas, and Parks and Recreation Director Matsumoto 3. INVOCATION — Pastor Darrel Kelty, Community of Christ, located at 5851 Temple City Boulevard, provided the invocation. 4. PLEDGE OF ALLEGIANCE — City Manager Cook lead the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION — None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. 7. CONSENT CALENDAR City Clerk Kuo requested to make a correction on Consent Calendar Item 7. A-1 and A-2. The dates of the meeting minutes should be August 2, 2022. Mayor Pro Tem Man made a motion to approve the consent calendar items with the correction to Consent Calendar Item 7.A-1 and 7.A-2. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember — Chavez, Man, Vizcarra, Sternquist, Yu City Council Minutes August 16, 2022 Page 2 of 6 NOES: Councilmember — None ABSENT: Councilmember — None ABSTAINED: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. The Minutes of the Special City Council Meeting of August 3, 2022; and 2. The Minutes of the Regular City Council Meeting of August 3, 2022. Action: Approved. B. PLANNING COMMISSION ACTIONS FOR MEETING OF JULY 26, 2022 The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of July 26, 2022. Action: Received and filed. C. LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE RESOLUTIONS The City Council is requested to approve the voting delegate and voting alternate to use their discretion to vote on potential petitioned resolutions and League's proposed bylaws amendments. Action: Approved the City's voting delegate and voting alternate to use their discretion to vote on potential petitioned resolutions and League's proposed bylaws amendments. D. SECOND READING AND ADOPTION OF ORDINANCE NO. 22-1065, AN ORDINANCE OF THE CITY OF TEMPLE CITY, CALIFORNIA, AMENDING SECTION 2-1-2 "EXPENSES AND COMPENSATION" OF CHAPTER 1 "CITY COUNCIL" OF TITLE 2 "ADMINISTRATION" OF THE TEMPLE CITY MUNICIPAL CODE The City Council is requested to adopt Ordinance No. 22-1065 amending City's Municipal Code relating to Council compensation. Action: Adopted Ordinance No. 22-1065 amending Section 2-1-2 "Expenses and Compensation" of Chapter 1 "City Council" of Title 2 "Administration" of the Temple City Municipal Code. ADOPTION OF RESOLUTION NO. 22-5619 APPROVING REVISED SALARY RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS BY IMPLEMENTING COST OF LIVING ADJUSTMENTS The City Council is requested to adopt a resolution to adjust the salary of the unrepresented part-time classifications. Action: 1. Adopted Resolution No. 22-5619 approving the revised salary ranges to unrepresented part-time classifications' hourly rates for a three-year cost of living adjustments (COLAs); and 2. Appropriated a total of $28,525 from the General Fund reserves for Fiscal Year (FY) 2022-2023. F. ADOPTION OF RESOLUTION NO. 22-5620 TO ALLOW CITY COUNCIL MEETINGS TO BE HELD REMOTELY, CONSISTENT WITH ASSEMBLY BILL 361 The City Council is requested to adopt a resolution to allow Brown Act covered public meetings to be held remotely, consistent with Assembly Bill 361. Action: 1. Reviewed use of teleconferencing or videoconferencing for Brown Act - covered public meetings of the City Council and City commissions; and 2. Adopted attached Resolution No. 22-5620 to authorize the use of such technology for meetings for a period of 30 days. G. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Action: Received and filed. H. ADOPTION OF RESOLUTION NO. 22-5621 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2021-22 The City Council is requested to adopt Resolution No. 22-5621 authorizing the payment of bills. Action: Adopted Resolution No. 22-5621 I. ADOPTION OF RESOLUTION NO. 22-5622 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 City Council Minutes August 16, 2022 Page 4 of 6 The City Council is requested to adopt Resolution No. 22-5622 authorizing the payment of bills. Action: 8. PUBLIC HEARING — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS Adopted Resolution No. 22-5622 A. DISCUSSION OF EV CHARGE FEE FOR CITY OWNED ELECTRICAL VEHICLE CHARGE STATIONS The ChargePoint EV charge stations at Primrose Park currently are free of charge for use by the general public. City Council is requested to consider creation of an EV Charge Station fee to recoup the direct energy costs for the use of the EV charge stations. Parks and Recreation Director Matsumoto gave a summary of the staff report and summarized the usage of the EV charge stations at Primrose Park. City Council asked questions and made comments about potential fees and time limitation for charging at the Primrose EV charge stations. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. City Council made final comments about fees and setting time limitation for using the Primrose EV charge stations. Mayor Pro Tem Man made a motion to approve the creation of an EV Charge Station fee, amend the adopted Fiscal Year 2022-2023 Master Fees and Fines Schedule to reflect the new fee by resolution on September 6, 2022, implement the fees on October 1, 2022, and have staff bring back a proposal to add a grace period and penalty assessment for vehicles overstaying their charging time. Seconded by Councilmember Yu and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist NOES: Councilmember — None ABSENT: Councilmember — None ABSTAINED: Councilmember — None 11. UPDATE FROM CITY MANAGER — None 12. UPDATE FROM CITY ATTORNEY — reported on Senate Bill 1100, passed legislature and waiting for the Governor to sign, which give explicit authority for the presiding member of a body (i.e., Mayor) to remove or cause the removal by the City Council Minutes August 16, 2022 Page 5 of 6 deputy any individual that is making direct threat or disrupting the orderly conduct of a meeting. City Council may want to consider establishing a Rules of Procedure regarding public's conduct during a meeting in the near future. Councilmember Chavez left the meeting at 8:43 p.m. 13. MAYOR PRO TEM MAN — commented on the grand opening of the Temple City Unified School District Early Learning Academy and the academy's daycare program for children 3 years old to kindergarten age. E. MAYOR STERNQUIST — 15. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY DEVELOPMENT AGENCY MEETING At 8:49 p.m., the City Council recessed to the Successor Agency Meeting. Minutes of the Successor Agency Meeting are set forth in the Successor Agency's records.
