NOMINATION AND ELECTION 2021 Chairman, Vice Chairman/Secretary
Councilmember Bellino made a motion to reelect Hank D'Orsi as Chairman. Upon
MMS&C, by Councilmember Bellino and Vice Chairman Caliguari, Hank D'Orsi was
reelected Chairman. Councilmember Bellino, Chairman D'Orsi, and Vice Chairman
Caliguari voted in the affirmative. Members Kaskiw, Waters and Mayor Reiman were
noted absent.

At approximately 2:04 p.m., Member Kaskiw entered the phone call at which time the
Clerk called the Roll again for the record.

Councilmember Bellino made a motion to reelect Joseph Caliguari Vice
Chairman/Secretary. Upon MMS&C, by Councilmember Bellino and Chairman D'Orsi,
Joseph Caliguari was reelected Vice Chairman/Secretary. Chairman D'Orsi, Vice
Chairman Caliguari, Councilmember Bellino and member Kaskiw voted in the
affirmative. Member Waters and Mayor Reiman were noted absent.

CARTERET PORT AUTHORITY
ANNUAL MEETING SCHEDULE
Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the
motion. Chairman D'Orsi, Vice Chairman Caliguari, Councilmember Bellino and
member Kaskiw voted in the affirmative. Member Waters and Mayor Reiman were
noted absent.
Resolution #21-02 Adopted
DESIGNATING OFFICIAL DEPOSITORIES
OF THE CARTERET PORT AUTHORITY
Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the
motion. Chairman D'Orsi, Vice Chairman Caliguari, Councilmember Bellino and
member Kaskiw voted in the affirmative. Member Waters and Mayor Reiman were
noted absent.

Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the
motion. Chairman D'Orsi, Vice Chairman Caliguari, Councilmember Bellino and
member Kaskiw voted in the affirmative. Member Waters and Mayor Reiman were
noted absent.

Resolution #21-05 Adopted
APPOINTING AUDITOR FOR THE PORT AUTHORITY
Councilmember Bellino made a motion on the Resolution. Chairman D' Orsi second the
motion. Chairman D'Orsi, Vice Chairman Caliguari, Councilmember Bellino and
member Kaskiw voted in the affirmative. Member Waters and Mayor Reiman were
noted absent.
BILL LIST
Chairman D'Orsi made a motion to approve the list of bills. Councilmember Bellino
second the motion. Upon unanimous affirmative vote of the four (4) members present all
bills on the prepared list were ordered to be paid.
RON GARDNER
Said the auditors are preparing the 2020 audit and he will be sending the financial
information for 2021 to them. He said listed under new business, the Borough passed a
resolution for a joint venture with the Port Authority to purchase floating docks for jet
skis and felt it would be a good idea to take a vote and if a resolution is needed it could
be done at the next meeting.
Chairman D'Orsi made a motion to accept the purchase of the floating docks for jet skis
at Waterfront Park. Councilmember Bellino second the motion. Chairman D'Orsi, Vice
Chairman Caliguari, Councilmember Bellino and member Kaskiw voted in the
affirmative. Member Waters and Mayor Reiman were noted absent.
TREVOR TAYLOR
Said they are wrapping up Phase III; there are a few punch list items left to finish. He
said CME is working with the Borough to get the marina up and working and are
shooting for April 1St to have boats in the water. He reiterated what Ron Gardner said
with regard to the floating docks and said CME is working with the vendor to get jet skis
installed on the dock. He said they are looking for funding for the marina building and
then will put out bids for construction which should wrap up Phase IV.

affirmative vote of the four (4) members present, the meeting was opened to the public.

meeting was closed to the public.

WATERFRONT PARK MAINTENANCE CONTRACT
Chairman D'Orsi made a motion on the Resolution. Councilmember Bellino second the
motion. Chairman D'Orsi, Vice Chairman Caliguari, Councilmember Bellino, and
member Kaskiw voted in the affirmative. Mayor Reiman was noted absent.

Councilmember Bellino made a motion to approve the list of bills. Chairman D'Orsi
second the motion. Upon unanimous affirmative vote of the four (4) members present all
bills on the prepared list were ordered to be paid.
RONALD GARDNER
Said 2020 audit is ongoing and is 80% done.
He said it should be filed with the state within the next month, when he gets it he will
distribute copies to the commissioners.
He spoke about the budget and said the Riverwalk Project should be happening this year.
VICE CHAIRMAN JOSEPH CALIGUARI
Asked about payment for the landscaping.
RONALD GARDNER
Said the Port Authority advanced the Borough $100,000.00 so that they can process and
pay bills on behalf of the Port Authority.
TREVOR TAYLOR
Said Phase III of the marina is wrapping up, there are a few punch list items that are
being addressed.
He said he believes the walkway south of the marina was awarded and construction
should begin this summer.
He said CME is not in charge of the project but he will find out and report back at the
next meeting.

Chairman D'Orsi made a motion on the Resolution. Councilmember Bellino second the
motion. Chairman D'Orsi, Councilmember Bellino, and member Kaskiw voted in the
affirmative. Vice Chairman Caliguari and Mayor Reiman were noted absent.

BILL LIST
Councilmember Bellino made a motion to approve the list of bills. Chairman D'Orsi
second the motion. Upon unanimous affirmative vote of the three (3) members present
all bills on the prepared list were ordered to be paid.
RONALD GARDNER
Said the auditors are in the process of doing the 2020 audit and are 95% done. He said
we should get a report in the next couple of weeks. He said he will be retiring on August
31St from his job in Piscataway and the Port Authority and would be transferring things to
Patrick DeBlasio, Borough CFO and said he thought the Borough might be taking over.
He thanked the board and Board Clerk Pogorzelski for the last 19 years and said it was a
pleasure to be part of CAPA, he is going to miss everyone but it is time to move on. He
wished everyone individually and the board as a whole good luck.
COUNCILMEMBER BELLINO
Wished Ron good luck in his future endeavors and told him to enjoy life.
RONALD GARDNER
Said he has a fifth grandchild coming soon and he wants to spend time with the family,
it's time to move on.
COUNCILMEMBER BELLINO
Wished him good luck again.
CHAIRMAN D'ORSI
Wished Ron good luck.
MEMBER KASKIW
Wished Ron good luck and said be well.
MATTHEW ZWINGRAF
Said he really didn't have much to report. He said they are addressing plumbing and
electrical maintenance issues at the marina as they come up. He said they are getting the
credit card machine upgraded to provide receipts so the NJ State Police can purchase
fuel.

TREVOR TAYLOR
Said they are getting ready to close out Phase 3, which is site improvements. He said the Army
Corps and NJDEP permits should be approved soon for the ferry station, then they can go out to
bid on the project; and said he felt it would probably be next year. He said the southern walkway
is under construction and should be done next year, then explained that it is the walkway from
Waterfront Park to the NJ State Police area. He said the northern walkway project is in the
design process and said hopefully it will be completed soon.
