Roll Call PRESENT: Chairman Hank D'Orsi Councilmember Vincent Bellino Wesley Kaskiw Mayor Daniel J. Reiman Joseph Wutkowski Also noted present were Board Clerk Carmela Pogorzelski, Ricardo Llanos, Treasurer and Trevor Taylor, CME Associates. ABSENT: Vice Chairman Joseph Caliguari. PLEDGE OF ALLEGIANCE Mayor Reiman asked for a moment of silent prayer for the people in the Ukraine during these trying times with the Russian invasion. He asked everyone to remember the Freedom Fighters who are fighting against the Communist rule. STATEMENT OF MEETING NOTICE Emailed to the Home News Tribune, posted on the bulletin board and the doors of the Memorial Municipal Building on March 1, 2022. NOMINATION AND ELECTION 2022 Chairman, Vice Chairman/Secretary Mayor Reiman made a motion to reelect Hank D'Orsi as Chairman and Joseph Caliguari as Vice Chairman/Secretary. Upon MMS&C, by Mayor Reiman and Councilmember Bellino, Hank D'Orsi was reelected Chairman and Joseph Caliguari was reelected Vice Chairman/Secretary. Mayor Reiman, Chairman D'Orsi, Councilmember Bellino, Member Kaskiw voted in the affirmative. Vice Chairman Joseph Caliguari was noted absent. March 8, 2022 Resolution #22-01 Adopted CARTERET PORT AUTHORITY ANNUAL MEETING SCHEDULE Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the motion. Mayor Reiman, Chairman D'Orsi, Councilmember Bellino and member Kaskiw voted in the affirmative. Vice Chairman Caliguari was noted absent. Resolution #22-02 Adopted DESIGNATING OFFICIAL DEPOSITORIES OF THE CARTERET PORT AUTHORITY Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the motion. Chairman D'Orsi, Councilmember Bellino and member Kaskiw voted in the affirmative. Mayor Reiman abstained. Vice Chairman Caliguari was noted absent. Resolution #22-03 Adopted DESIGNATING OFFICIAL NEWSPAPERS OF THE CARTERET PORT AUTHORITY Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the motion. Mayor Reiman, Chairman D'Orsi, Councilmember Bellino and member Kaskiw voted in the affirmative. Vice Chairman Caliguari was noted absent. Resolution #22-04 Adopted APPROVING CASH MANAGEMENT PLAN Councilmember Bellino made a motion on the Resolution. Chairman D'Orsi second the motion. Mayor Reiman, Chairman D'Orsi, Councilmember Bellino and member Kaskiw voted in the affirmative. Vice Chairman Caliguari was noted absent. BILL LIST Councilmember Bellino made a motion to approve the list of bills. Chairman D'Orsi second the motion. Upon unanimous affirmative vote of the four (4) members present all bills on the prepared list were ordered to be paid. 2 March 8, 2022 MAYOR REIMAN Welcomed Joe Wutkowski as the new mayor's alternate. He also directed Board Clerk Pogorzelski to check the Borough Ordinance so that it could be amended to allow an alternate to the board; not specifically a mayor's alternate, who would be able to vote in place of any commissioner who is absent; not just the mayor. RICARDO LLANOS, TREASURER He said we got approval from the state to adopt the 2022 budget and we are waiting for adopted budget to be sent back to us. Everything is updated and paid. MAYOR REIMAN Asked Ricardo about page 7 of the budget. RICARDO LLANOS Explained, anticipates money from the Borough, lease of boat slips and NJSP barracks and slips. TREVOR TAYLOR, CME ASSOCIATES Southern walkway construction is ongoing, the design for the ferry terminal and site around ferry terminal as well. He said the Borough received a grant to purchase a ferry boat and they are working on the design of the ferry boat. MAYOR REIMAN Said the Borough will take possession of the first ferry boat in three to six months, we need a temporary facility to store it. He said in 12-14 months the Borough will get a second boat and said he wants to be sure that we have a place to put it. He explained and said boats are 80 feet long, 28 feet wide. He said last week the Borough received a federal grant of $6 million for construction of the ferry terminal building and added that Carteret received 32 million dollars in funding from state and federal grants. WESLEY KASKIW Asked if the ferry boats are being built. MAYOR REIMAN Said the first boat is a 149 passenger ten year old catamaran from NY Waterways and the second would be a brand new boat from NJ Transit which is required to be bid and built. 3 March 8, 2022 WESLEY KASKIW Asked the mayor if he knew who was building it. MAYOR REIMAN Said NJ Transit does not release that information and added that one is potentially being built in the New York / New Jersey area and the other potentially would be built in the New Orleans area. OPEN TO PUBLIC Upon MMS&C, by Chairman D'Orsi and Councilmember Bellino and unanimous affirmative vote of the four (4) members present, the meeting was opened to the public. JOSEPH WUTKOWSKI Told the mayor there was a problem with the electric on the docks. MAYOR REIMAN Asked Trevor Taylor for an update because there were concerns from the public that the electric was inadequate or that some slips had no electrical outlets at all. He said one or two bollards may have been damaged by boats or any other means and asked for an update. TREVOR TAYLOR Said he reached out to an electrician who looked into this and he is waiting for the final quote but he would follow up and give a status report. MAYOR REIMAN Told Trevor Taylor to be sure to do a field inspection this week and identify any other problems. He asked if the electric meter usage was started yet. TREVOR TAYLOR Said it was on the docket for this year to meter everything and would make sure everything is up and running before the boats go back in. He said he will do a walk through and have a report for CME's meeting with mayor on Tuesday. 4 March 8, 2022 MEETING CLOSED There being no further comments or discussion, upon MMS&C, by Councilmember Bellino and Chairman D'Orsi and unanimous affirmative vote of the four (4) members present, the meeting was closed to the public. MAYOR REIMAN Asked if any of the Commissioners had any other questions and said as Commissioners, they could ask questions any time, not just when we open to the public. JOSEPH WUTKOWSKI Said the Sea Scouts and the Boy Scouts want to do a clean-up at the waterfront; the little creeks between Danielle's Garden and NJSP barracks. MAYOR REIMAN Said around Earth Day in April would be great, he would love to have them do a waterside marina clean up. JOSEPH WtJTKOWSKI Said they were thinking about the first week in May. MAYOR REIMAN Said he will have Bob Makin, the Borough's new Director of Community Development reach out and coordinate with them. ADJOURN Chairman D'Orsi made a motion to adjourn the meeting at approximately 2:12 p.m. Councilmember Bellino second the motion.
