Chairman Hank D'Orsi
Vice Chairman Joseph Caliguari
Joseph Wutkowski, Alternate
Board Clerk, Carmela Pogorzelski
ABSENT:
Noted absent were Councilmember Vincent Bellino, Member Wesley Kaskiw
and Mayor Daniel J. Reiman.
Also noted present were Ricardo Llanos, Treasurer and Matthew Zwingraf, CME Associates,

STATEMENT OF MEETING NOTICE
Emailed to the Home News Tribune and posted on the bulletin board on March 20, 2023, notice
was published in the Home News Tribune on March 23, 2023.
PUBLIC HEARING
1. 2023 Carteret Port Authority Budget.
OPEN TO PUBLIC
Upon MMS&C, by Chairman D'Orsi and Alternate Wutkowski and unanimous affirmative vote
of the three (3) members present, the meeting was opened to the public on the 2023 Port
Authority Budget.
MEETING CLOSED
There being no comments or discussion on the 2023 Port Authority Budget, upon MMS&C, by
Chairman D'Orsi and Alternate Wutkowski and unanimous affirmative vote of the three (3)
members present, the meeting was closed to the public.

Upon MMS&C, by Alternate Wutkowski and Chairman D'Orsi and unanimous affirmative vote
of the three (3) members present, the meeting was opened to the public on Resolutions/Agenda
items or new business.
MEETING CLOSED
There being no comments or discussion, upon MMS&C, by Chairman D'Orsi and Alternate
Wutkowski and unanimous affirmative vote of the three (3) members present, the meeting was
closed to the public.
Resolution #23-08 Adopted
2023 ADOPTED BUDGET RESOLUTION
Chairman D'Orsi made a motion on the Resolution. Alternate Wutkowski second the motion.
Chairman D'Orsi, Vice Chairman Caliguari, and Alternate Wutkowski voted in the affirmative.
Councilmember Bellino, Member Kaskiw and Mayor Reiman were noted absent.
RICARDO LLANOS, TREASURER
Said now that the budget has been adopted by the board, it will be sent to the state for approval.
TREVOR TAYLOR, CME ASSOCIATES
A preconstruction meeting was held with regard to the repairs to the marina due to a fire and
extensive damage done by a barge that hit the pier extension last year. He said it would be 12-16
weeks to get the materials and he expects the permanent repairs would be made in late spring.
The southern walkway has punch list items to wrap up and the northern walkway will be going
out to bid shortly as well as site improvements for the ferry terminal. He said they are getting
final plans for the ferry terminal which should be bid later this year.
ADJOURN
Chairman D'Orsi made a motion to adjourn the meeting at approximately 2:09 p.m. Alternate
Wutkowski second the motion. Chairman D'Orsi, Vice Chairman Caliguari, and Alternate
Wutkowski voted in the affirmative. Councilmember Bellino, Member Kaskiw and Mayor
Reiman were noted absent.
