HomeMy Public PortalAboutCity Council_Resolution No. 22-5634_Approving an Addendum to the Mid-Century General Plan EIRRESOLUTION NO. 22-5634 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA APPROVING AN ADDENDUM TO THE MID-CENTURY GENERAL PLAN EIR AND ADOPTING THE 2021-2029 HOUSING ELEMENT WHEREAS, the State of California Government Code Section 65580-65589.9 require cities to prepare a Housing Element as a mandatory component of the General Plan which needs to be updated regularly on a schedule as set forth in the law; and each update of the Housing Element is subject to the review and certification of the Department of Housing and Community Development (HCD); and WHEREAS, the City adopted the Mid -Century General Plan and an Environment Impact Report in 2017 to conform with State law and to make all the elements internally consistent; and WHEREAS, the current Housing Element (2013-2021) was adopted on January 7, 2014 which needs to be updated to conform to the State law; and WHEREAS, the City retained Lisa Wise Consulting, Inc. to prepare the Housing Element Update and to coordinate with reviews performed by the California Housing and Community Development Department; and WHEREAS, the City has sought to proactively engage the public in the process of the Housing Element Update, including conducting workshops; study sessions with the City Council and Planning Commission; providing monthly updates to the Planning Commission; distributing and analyzing multiple -language surveys (both online and in hard copies); sending e-mail notifications; and broadcasting and publishing the information on the City's local cable channel, social media, and digital billboard; and WHEREAS, the City received and considered and proposed changes to the draft Housing Element based on the comments received from the public and the HCD's reviews; and WHEREAS, based on the underutilization (e.g., parking lots, single -story buildings, development potential), building age and condition, and/or use of marginal economic viability on identified housing sties, coupled with the significant demand for housing, local trends for converting existing non -vacant land into residential and residential mixed -use, and Housing Element programs to encourage the redevelopment of non -vacant sites with higher -density housing, the existing uses on the sites identified in the site inventory to accommodate the lower income RHNA are likely to be discontinued during the planning period (as documented in the Housing Element Appendix B, Sites Inventory and Methodology), and therefore, do not constitute an impediment to additional residential development during the planning period; and Resolution No. 22-5634 Page 2 of 3 WHEREAS, in accordance with Government Code Section 65583, the City finds that the Housing Element (2021-2029) complies with the duty to Affirmatively Furthering Fair Housing; and WHEREAS, the 2021-2029 Housing Element was reviewed and found to be consistent with the City's General Plan and Municipal Code; and WHEREAS, the Site Inventory of the proposed Draft Housing Element has demonstrated a capacity of accommodating 2,186 new housing units designated by the Regional Housing Need Assessment (RHNA) for this planning period; and WHEREAS, in accordance with the California Environmental Quality Impact Act, the City as the Lead Agency has prepared an addendum to the Final Environmental Impact Report (EIR) of the Mid -Century General Plan; and WHEREAS, On September 13, 2022, the Planning Commission held a noticed public hearing for the proposed Housing Element. The Planning Commission reviewed and considered information from the staff report, staff presentations, input from the members of the public, and information released and published by the City throughout the process, and recommended approval to the City Council; and WHEREAS, On October 18, 2022, the City Council held a noticed public hearing and reviewed all material and evidence, whether written or oral, and action and recommendations of the planning commission as evidenced by the Planning Commission Resolution No. 22-2597. NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follows: SECTION 1. In accordance with the California Environmental Quality Impact Act, the City Council hereby approves the addendum to the Mid -Century General Plan EIR for the proposed Housing Element Update. SECTION 2. The City Council hereby adopts the proposed Housing Element 2021-2029 to update the Housing Element for the Mid -Century General Plan. SECTION 3. The City Council hereby authorizes the City Manager, or designee, to make technical changes and other non -substantive edits that may result from the review of the Department of Housing and Community Development without further consideration or re - adoption by the City Council.
