HomeMy Public PortalAboutCity Council_Resolution No. 22-5635_CalRecycle Rubberized Pavement Grant ProgramRESOLUTION NO. 22-5635 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DEMONSTRATING POLICIES AND PROCEDURES THAT FURTHER SPECIFIC CALRECYCLE AND ENVIRONMENTAL GOALS IN ACCORDANCE WITH THE CALRECYCLE RUBBERIZED PAVEMENT GRANT PROGRAM WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California's (state) efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, in an effort to both reward environmental leadership and encourage others to improve their environmental programs, CalRecycle will provide a ranking incentive if the applicant's governing body adopts by resolution certain policies and procedures that further specific CalRecycle and environmental goals. NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Temple City that: Section 1. Rubberized Asphalt Concrete (RAC) will be the default material for the surface course on appropriate roadways. Section 2. The City will include the following components to the above policy and procedure: Bidding and placement, especially for relatively small pavement projects, should be combined with other projects whenever possible to try to achieve reduced costs. Capital and maintenance projects should be scheduled whenever weather and temperatures are appropriate for RAC placement. Warm Mix Asphalt (WMA) technologies should be used, when appropriate, to extend the construction temperature window. WMA technologies should be used, whenever possible, to reduce Greenhouse Gases (GHG). Crumb Rubber Modifier (CRM) used must be derived from only California -generated waste tires, processed in California by a registered waste tire processor. Binder material must contain a minimum of 15 percent (by weight) CRM. Describe the rationale, process and authority for approving an exception to the adopted policy/procedure. Provide transparent tracking of all pavement projects, the evaluation of paving material applied and documentation of exceptions to the adopted policy/procedure.
