If we know someone who would like to attend, can we let you know or sign them up for the Advisory Committee? Yes. 2. How will the Carrying Capacity Study be coordinated with this process? The two projects will be coordinated. Data generated by the carrying capacity study will be included in the Master Plan, and the advisory groups will be coordinated. 3. Will the Advisory Committee meetings be advertised in case there is a Quorum present? Yes 4. How will the previous Masterplan be used in this process? We will start with the goals, issues, and opportunities from the last plan and build on that for this update. 5. Are there copies of the old Master Plan available? Yes, it is online on the City’s website as well as on the Georgia Department of Community Affairs (DCA) website. The City will also make hard copies for anyone who would like one. People should look at the Community Agenda since it is the relevant volume of this plan. 6. Why are we updating the Master Plan now, after only 8 years? DCA wanted to stagger deadlines for comprehensive plan updates. As a result, Tybee Island’s deadline was moved up. Maintaining the City’s Quality Local Government status depends on meeting this deadline. The Quality Local Government status ensures eligibility for various grants and assistance. During discussion of the Goals and Priorities portion of the presentation, the following questions/comments were made: 1. Can the Goals and Priorities worksheet be added to the City’s website for other people to fill out? Yes. 2. Will there be a community-wide survey, like last time? Yes, there will be a community-wide on-line survey as part of this update. 3. Was there citizen involvement in the 2008 Master Plan? Yes, there was significant citizen involvement. 2 4. There is a problem with creating plans that sit on a shelf and are never implemented. We want to make sure that we create a plan that is reasonable and attainable so that we actually use it. 5. Tybee Island has taken steps to implement the 2008 Master Plan. One example is that the character areas are referenced in Zoning Action Staff Reports. 6. Land Use and Zoning need to be a focus of this effort. The Zoning Ordinance needs to be redone. 7. People should be aware that when they review the 2008 Master Plan, the Quality Community Objectives are the same as the goals in this planning exercise. 8. There was a planning Charrette held regarding the Highway 80 area that had the “wrong” perspective. 9. Development Patterns: a. Traditional neighborhoods should include “New Urbanism” and should not include “McMansions”. The goal should be to encourage development appropriate in mass and scale. b. Infill Development: All development on Tybee is now “infill.” 10. Community: a. Regional Identity: What does this mean? The previous plan was developed during the time of the Coastal Comprehensive Regional Plan, so that focus was also included in the Tybee Plan. b. Educational Opportunities: This goal seems lofty but maybe not achievable. Who will do this? Tybee has lots of training programs already in place including the Maritime Charter School, Tybee Tourism Customer Service Training, and Tybee Art Association Art Classes. This goal should include a look at what are the available jobs and then training should be tailored to making Tybee Island residents more employable for those jobs.
