HomeMy Public PortalAbout05-12-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on May 12, 2014 In the Boardroom Mayor Collins called the meeting to order at 7:0 7 p.m. Present were: Mayor Collins, Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy, Trustee Bonuchi, and Tr us tee Fay Others present: Brian Murphy, Administrator; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; De an Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 10 persons in the audience. Trustee Peck moved to approve the Minutes of the Committee of the Whole Workshop held on April 14 , 2014. Vote by roll call. Lamb, yes; Peck, yes ; Racich, yes ; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no . Motion carried. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS Trustee Fay encouraged everyone to participate in the DuPage River Sweep and the Big Serve. PUBLIC COMMENTS None WORKSHOP MEETING #1 SYNERGY PROPERTY CONCEPT PLAN (PC Case #1651 -042914.CP) Mr. Garrigan stated that the applicant is requesting Board input on a concept plan for a new multi - family development. The applicant is proposing a concept for 300 apartment units on approximately 19.14 acres located at the southeast corner of 143 rd Street and Wallin Drive. The applicant is proposing a series of two and three story apartment buildings that would contain between 16 to 26 units. The subject site is currently zoned B -3. The applicant’s proposed plan shows approximately .17 acres of property would be used for a future PEMA building adjacent to the Plainfield Law Enforcement Center. Trustee La mb stated that he is not sure if the Village needs another complex, but it depends on what it looks like. Trustee Lamb indicated support for proceeding with the concept. Trustee Rippy asked if the concept fits in with the Comprehensive Plan. Mr. Garri gan stated that it does not. The Comprehensive Plan identifies B -3 zoning. Ms. Patti Bernhard, representing Synergy, stated tha t the property has been zoned B -3 and they have been actively marketing it as such for 13 years. There are 170 commercial prop erties for sale within 5 miles that have not been sold. She feels rental units would be a good fit on that site since it is so close to downtown. Trustee Fay asked if they had considered commercial on the first floor and residential on the second. Ms. B ernhard stated that they have not. Village of Plainfield Meeting Minutes – May 12 , 2014 Page 2 Trustee Peck expressed concern regarding having the infrastructure in place to support this development. Trustee Peck also expressed concern regarding changing the Comprehensive Plan and stated that he does not support the concept. Trustee Racich expressed concern regarding traffic in that area and stated the he did not feel that this was the right location for this project. Trustee Racich stated that he would not support changing the zoning to residential. Ms. Carrie Hansen, Shoppe Design, stated that the Comprehensive Plan has reflected B -3 zoning for this property for 13 years and it is not selling. The interest in this property has been for residential use. Trustee Lamb asked if they had considered Industrial. M s. Hansen replied no. Trustee Bonuchi stated that the Village Board needs to look at the long -term plan and felt that the roadway would be financially beneficial to the Village in the future as an industrial business corridor. She expressed concern that by putting residen tial in the area the front would become a strip mall. Trustee Bonuchi did not support changing the zoning to residential. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in f avor, 0 Opposed. The meeting adjourned at 7:37 p.m. Michelle Gibas, Village Clerk
